The meeting was called to order at 5:30 p.m.
PUBLIC COMMENTS
Citizens are now invited to comment on issues within the jurisdiction of the Visalia City Council
and items listed on the Closed Session. The Council asks that you keep your comments
concise and positive. Creative criticism, presented with appropriate courtesy, is welcome.
Each speaker will be allowed three minutes, and a timer will notify you when your time is
expired. Please begin your comments by stating and spelling your name and providing your
city of residence.
There were no public comments.
WORK SESSION AND ACTION ITEMS (as described)
1. Special Presentation: Proclaiming April 17, 2024, as Arbor Day in 24-0120
the City of Visalia.
Council Member Nelsen presented staff with a Proclamation for Arbor Day in the
City of Visalia.
2. Capital Improvement Program - Review select FY 2024/25 and 23-0441
2025/26 Capital Improvement Program (CIP) Budgets and future
capital plans.
Melody Murch, Assistant Finance Director provided the City Council the fourth
presentation of the City’s draft Capital Improvement Program budget and
requested Council to provide direction as appropriate. The Council is scheduled
to act upon the CIP budget during the month of June in conjunction with the
operating budget. No formal action is required or requested at this time.

This is the time for people to comment on matters within the jurisdiction of the Visalia City
Council. The Council asks that you keep your comments brief and positive. Creative criticism,
presented with appropriate courtesy, is welcome.
This is the opportunity to address the Council on any matter of interest, whether on the
agenda or not, other than the Consent Calendar.
People may comment one time during the evening for up to three minutes unless additional
time is authorized by the Council. Each speaker will be allowed three minutes, and a timer will
notify you when your time is expired. Please begin your comments by stating and spelling
your name and providing your city of residence.
The following citizens provided public comment:
James Karr, Visalia, spoke about a bike park for the city and presented 2 poster boards for
the Council to review.
Brook Crain, Visalia, spoke about the BMX sport and riding for the Olympics.
Kyle Shore, Visalia, spoke about the BMX sport and the benefits of cycling.
Paul Pounce, Visalia, spoke about building the dirt bike jumps and explained why a bike park
would be beneficial.
Chase Steele, Visalia, spoke regarding the BMX sport and the supportive bike community.
Derek Pope, Visalia, spoke regarding the BMX sport and asked Council to reevaluate a bike
and skate park with use with no fee.
Barry Caplan, Visalia, spoke about the bike park and the issue of inspiration.
Alexis Pope, Tulare spoke about the bike park and benefits of riding a bike.
Efrain Aguirre, spoke about a 3rd space in which the bikers go to for free. Visalia is not bike
friendly.
Brandon Hoffman, Visalia, spoke about a bike park, they need a spot to build a new park .
Dustin Hutsell, Visalia, spoke about the bike community and opined Visalia needs a bike park.
Mike Murphy, Visalia, spoke about the BMX community. What was taken away was a
sanctuary and a positive influence.
Lewis King, Visalia, spoke about the BMX community and how it help him get out of the house
instead of playing video games.
CONSENT CALENDAR
Consent Calendar items are considered routine and will be enacted in one motion. There will
be no separate discussion of these matters unless a request is made by a City Council
Member and then the item will be removed from the Consent Calendar to be discussed and
voted upon by a separate motion.
A motion was made by Council Member Nelsen, seconded by Council Member Wynn, to
approve the Consent Agenda. The motion carried by the following vote:

2. Authorization to approve the VUSD MOU Agreement - Authorize 24-0052
City Manager to approve the Memorandum of Understanding
(MOU) Agreement between the City of Visalia and Visalia Unified
School District (VUSD) for Visalia Police Department Youth
Services Officers (YSOs) assigned as campus officers at VUSD
middle school and high school campuses.
3. Approve Parcel Map - Request authorization to record the final 24-0105
parcel map for Tentative Parcel Map No. 2023-03, located at 119
West Houston Avenue (APN: 094-055-003).
4. Approve Parcel Map - Request authorization to record the final 24-0107
parcel map for Tentative Parcel Map No. 2023-05, located on the
south side of West Glendale Avenue between North Dinuba
Boulevard and future North Santa Fe Street (APN: 079-071-030).
5. Acceptance of Senate Bill (SB) 1383 Local Assistance Grant - 24-0109
Confirm acceptance and appropriate $378,430 of grant funds
from the Senate Bill (SB) 1383 Local Assistance Grant Program
toward the purchase of one front load solid waste truck and
recycling and food waste education.
REGULAR ITEMS AND PUBLIC HEARINGS
Comments related to regular Items and Public Hearing Items are limited to three minutes per
speaker, for a maximum of 30 minutes per item. The Mayor may reasonably limit or extend
the public comment period to preserve the Council's interest in conducting efficient, orderly
meetings.

1. Review 2024 Annual Action Plan - Review and comment on the 24-0066
proposed use of U.S. Department of Housing and Urban
Development (HUD) Community Development Block Grant
(CDBG) and HOME Investment Partnership Program (HOME) for
the Program Year (PY) 2024 Annual Action Plan, and the 2019
CDBG CARES Act (CDBG-CV) Annual Action Plan Amendment
IV.
Margie Perez, Housing Specialist, requested that Council review and comment
on the Draft CDBG and HOME priorities and allocation of resources included in
the Draft Program Year 2024 CDBG and HOME Annual Action Plan and the
2019 CDBG-CV Annual Action Plan Amendment IV.
As an entitlement community for CDBG and a participating jurisdiction for
HOME, the City of Visalia receives annual federal formula grants through HUD.
This provides the City with annual direct grant funding primarily for the benefit of
low-income persons and households.
Staff is seeking direction from the City Council on the priorities and activity
allocations proposed for the 5th year of the current 5-year Consolidated Plan in
the PY 2024 (Fiscal Year 2024-2025) Annual Action Plan.
All expenditures proposed in this item will be funded with CDBG and HOME
grant funds and no General Fund money is to be included. The final budgets for
CDBG and HOME, as approved in the 2024 Action Plan and the accompanying
amendment will be included in the final City budget document for informational
purposes
The public hearing was opened and closed. There were no public comments.
