Please begin your comments by stating and spelling your name and providing your city of residence. CONTINUED ACTION ITEMS (as described) 1. Authorization to read ordinances by title only. 24-0333 A motion was made by Council Member Liz Wynn, seconded by Council Member Emmanuel Hernandez Soto, to approve the Council's authorization to read ordinances by title only. Transit Operations and Maintenance Contract - Second reading 24-0328 and adoption of Ordinance No. 2024-08 authorizing a lease of the Transit Operations and Maintenance Facility located at 525 N. Cain St in Visalia, to RATP Dev for a term of up to ten (10) years, and authorize the City Manager to execute all necessary contractual documents for the Transit Management, Operations and Maintenance Agreement between the City and RATP Dev with a 5-year base contract not to exceed $109,000,000, and the option to have five (5) single option years up to ten (10) years. Angelina DeRossett, Transit Manager requested for Council to approve the second reading of Ordinance 2024-08 and to authorize a lease of the Transit Operations and Maintenance Facility located at 525 N. Cain in Visalia as listed in the staff report. There were no public comments. A motion was made by Council Member Liz Wynn, seconded by Vice Mayor Brett Taylor, to approve as recommended. The motion carried by the following vote: Aye: Brian Poochigian, Brett Taylor, Steve Nelsen, Emmanuel Hernandez Soto, Liz Wynn 3. Municipal Code Amendment - Second reading of Ordinance 24-0334 2024-09 amending Chapters 12.32 and 12.52 of the Visalia Municipal Code relating to conduct in City Parks, Recreation Areas and other Public Property. Ken Richardson, City Attorney, provided a brief overview of the amendments to the municipal code regarding conduct in City Parks, Recreation Areas and other Public Property. If the second reading is approved the changes will go into effect immediately. Jason Salazar, Chief of Police, addressed the Council and answered questions regarding the changes as it relates to the Police Department and the HOPE team. The following citizens provided public comment/opinion on the item: Taylor, Julia Doyal, Maria Guillen, April Lancaster. A motion was made by Council Member Steve Nelsen, seconded by Vice Mayor Brett Taylor, to approve as recommended.
