Administrative Services Director Shonna Oneal and Acting Human Resources Manager Amy Powell provided a power point presentation and discussed the vacancies, recruitment and retention efforts for the City of Visalia as required by Assembly Bill 2561. Mayor Taylor opened the public hearing at 4:17 p.m. There being no public comment, Mayor Taylor closed the public hearing at 4:18 p.m. A motion was made by Council Member Brian Poochigian, seconded by Council Member Steve Nelsen, to accept the report. Cannabis Ordinance Discussion - Provide staff with direction on 25-0163 preliminary Cannabis Ordinance content and structure. Planning and Community Preservation Director Paul Bernal and Economic Development Manager Devon Jones presented Part 2 of the Cannabis Ordinance Design Review, building on the May 5th discussion. Public comment was received from Jim Reeves and Mikki K. Council supported staff’s recommendations and provided consensus on zoning, buffers, non-storefront regulations, and the application process. Staff thanked Council for the consensus and advised that they would schedule an additional presentation with mapping and background check criteria. Surplus Policy - Review current General Fund surplus policy and 25-0270 consider making revisions to the policy. Finance & Technology Director Renee Nagel and Budget Analyst Amee Swearingen presented the General Fund surplus policy and discussed the projected surplus for Fiscal Year 2024/25. After capital allocations and reserve requirements, approximately $0.7 million remains. Mayor Taylor opened the public hearing at 5:38 p.m. There being no public comments, Mayor Taylor then closed the public hearing at 5:39 p.m. Council discussed future funding priorities but ultimately supported continuing the current policy of allocating surplus funds to Emergency Reserves and the Civic Center Fund. Dinuba Blvd.; adopt Resolution 2025-49 to approve the financing of the project by the CMFA; and appropriate bond issuance funds to the HOME Crescent Meadows project. Housing Specialist Margie Perez stepped forward and reported on the proposed issuance of revenue bonds for the benefit of Crescent Meadows, L.P. for the HOME Crescent Meadows project. The prezone will change zones on the Official Zoning Map of the City of Visalia from 284 acres of unzoned to approximately 253 acres of Industrial (I) zone designation and approximately 31 acres of I-L (Light Industrial), consistent with the land use designations of the Visalia General Plan Land Use Map and consistent with Section 17.06.050 of the Visalia Municipal Code. The proposed Project is located on approximately 284 acres, on the north side of Riggin Avenue between Shirk Street and Kelsey Street. (APN: 077-840-004, 005, 006). Assistant Planner Colleen Moreno provided a PowerPoint presentation on Annexation No. 2024-03, which proposes adding approximately 284 acres into Visalia’s city limits for industrial development, with the City Council approving the initiation of annexation proceedings. Although Visalia has historically relied on General Plan consistency for prezoning annexed land, the City is now formalizing this process by adopting specific prezoning ordinances for each annexation, aligning with state practices and enhancing clarity for future development. Assistant Planner Colleen Moreno provided a power point presentation on Annexation No. 2024-05, which proposes adding approximately 62 acres into Visalia’s city limits to support a 203-lot residential development and future mixed-use commercial area, with the City Council approving the initiation of annexation proceedings. Parks and Facilities Manager Alvin Dias, provided a verbal report on the proposed revisions to the Ordinance. Mayor Taylor opened the public hearing at 8:11 p.m. Public comment was received from Jim Reeves. There being no further comments, Mayor Taylor closed the public hearing at 8:12 p.m., and referred the matter back to Council. Council discussed tree management, supporting maintenance, with exceptions for safety or insurance concerns. Funding for mitigation efforts was addressed, with consensus on providing assistance in exceptional cases. First Reading of Ordinance 2025-07 - Introduce the first reading 25-0281 of Ordinance 2025-07 authorizing the grant of easements to Southern California Edison Company to construct and maintain electrical facilities on a portion of city-owned property and authorizing the City Manager to execute the grant of easements. Senior Civil Engineer Eric Bons stepped forward to discuss granting easements to Southern California Edison (SCE) for power line relocation to support the Caltrans Highway 99 and Caldwell Avenue interchange project. He further discussed that the City would receive $12,100 in compensation, and by granting the easements, it would prevent delays and additional costs, ensuring the project stays on schedule.
