MINUTES REGULAR TOWN COUNCIL MEETING VIVIAN TOWN HALL MEETING ROOM 112 W. ALABAMA AVE. VIVIAN, LOUISIANA MONDAY, JULY 11, 2022 6:00 P.M. CALL TO ORDER - Alderman-at-Large / Mayor Pro-Tem, Angela Channell, called the meeting to order at 6:00 p.m. INVOCATION - Alderman Michael Guthrie opened the meeting in prayer. PLEDGE - Mayor Pro-Tem Channell led all present in the Pledge of Allegiance. ROLL CALL - VERIFICATION OF QUORUM - Board of Aldermen present for Roll Call were James Martin, Denise Alexander, Michael Guthrie, Raymond Williams and Angela Channell. Following Roll Call the Town Clerk verified that a quorum was present. Also present were staff members: Kellie Morris - Town Clerk, Douglas Dominick - Town Attorney and Bobby Smith - Zoning/Condemnation & Code Enforcement Officer. APPROVE AGENDA - Motion to approve the Agenda as presented was made by Raymond Williams, seconded by Michael Guthrie; all approved. 1. PUBLIC COMMENTS - There were none. 2. MONTHLY FINANCIAL REPORT - Financial report including budget-to-actual comparisons was presented by Mayor Pro-Tem Channell. Following the report and discussion, motion to accept as presented was made by James Martin, seconded by Denise Alexander; all approved. 3. APPROVAL OF MINUTES - Motion to approve the Minutes for 1) the June 13, 2022 Regular Council Meeting and 2) the June 29, 2022 Special Called Meeting together in globo, as a unit, was made by Raymond Williams, seconded by Denise alexander; all approved. 4. ZONING, CONDEMNATION & CODE ENFORCEMENT MATTERS - A. COMPLETE ZONING/CONDEMNATION & CODE ENFORCEMENT REPORT - Zoning/Condemnation and Code Enforcement Officer Smith presented the Council and others in attendance an oral report. His report included the following properties: 1) 9782 Upper Stateline Red., 2) 121 Milner St., and 3) 124 Milner St. Officer Smith also reported that 310 California was in the process of being brought up to standards and recommended that it be removed from the Condemnation List. Motion to approve his recommendation was made by Raymond Williams, seconded by James Martin; all approved. Additional addresses brought up and discussed during the report period were: 1) 1504 S. Pardue St., 2) 736 N. Cypress St., 3) 814 W. Georgia Ave., 4) 917 S. Pine St., 5) 325 W. Page 1 of 2 Arkansas Ave., and the home located on the corner of Caddo St. & S. Spruce St. MAYOR’S REPORT - None given. ANNOUNCEMENTS BY BOARD OF ALDERMEN - Angela Channell informed all present that 1) the Delinquent Property Tax Sale would be the next day, July 12, via the Civic Source website, and 2) the Back-to-School Party on July 30th that will be sponsored by North Caddo Medical Center. ADJOURN - Motion to adjourn was made by Denise Alexander, seconded by Michael Guthrie; all approved.
