MINUTES REGULAR TOWN COUNCIL MEETING VIVIAN TOWN HALL MEETING ROOM 112 W. ALABAMA AVE. VIVIAN, LOUISIANA MONDAY, OCTOBER 10, 2022 6:00 P.M. CALL TO ORDER - In the absence of Mayor Ronnie Festavan, Alderman-at-Large and Mayor Pro Tem Angela Channell called the meeting to order at 6:00 p.m. INVOCATION - Alderman Raymond Williams opened the meeting in prayer. PLEDGE - Mayor Pro Tem Channell opened the meeting in prayer. ROLL CALL - VERIFICATION OF QUORUM - Board of Aldermen present for Roll Call were James Martin, Denise Alexander, Raymond Williams, and Angela Channell; absent was Michael Guthrie. Following Roll Call the Town Clerk verified that a quorum was present. Also present were other staff members: Kellie Morris - Town Clerk, Douglas Dominick - Town Attorney and Bobby Smith - Zoning/Condemnation & Code Enforcement Officer. APPROVE AGENDA - Motion was made to approve the Agenda as presented by Raymond Williams, seconded by Denise Alexander; all present approved. 1. SCHOOL ANNOUNCEMENTS - Mayor Pro Tem Channell presented a certificate to North Caddo Elementary Student-of-the-Month, Emma Whitney, as Town Clerk Kellie Morris read aloud her student information. No other school announcements were made. 2. PUBLIC COMMENTS - There were none. 3. MONTHLY FINANCIAL REPORT - Financial report including budget-to-actual comparisons was presented by Mayor Pro Tem Channell. Following the report and discussion, motion to accept as presented was made by Raymond Williams, seconded by James Martin; all present approved. 4. APPROVAL OF MINUTES - Motion to approve the minutes for the September 12, 2022 Regular Council Meeting was made by James Martin, seconded by Denise Alexander; all present approved. 5. THE BOARD OF ALDERMAN WILL CONSIDER THE ADOPTION OF RESOLUTION # 15 OF 2022 OF THE TOWN OF VIVIAN, LOUISIANA - A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH LOUISIANA DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT, LA DOTD, FOR IMPROVEMENTS AT THE VIVIAN AIRPORT. Motion to adopt Resolution # 15 of 2022 was made by Raymond Williams, seconded by James Martin; all present approved. Page 1 of 3 6. THE BOARD OF ALDERMAN WILL CONSIDER THE ADOPTION OF RESOLUTION # 16 OF 2022 OF THE TOWN OF VIVIAN, LOUISIANA - A RESOLUTION FOR THE BOARD OF ALDERMEN’S APPROVAL OF AND AUTHORIZATION FOR THE MAYOR TO SIGN & EXECUTE THE LOUISIANA COMPLIANCE QUESTIONNAIRE. (This questionnaire is a required part of the financial audit of State and Local Government agencies.) Motion to adopt Resolution # 16 of 2022 was made by James Martin, seconded by Raymond Williams; all present approved. 7. THE BOARD OF ALDERMAN WILL CONSIDER THE ADOPTION OF RESOLUTION # 17 OF 2022 OF THE TOWN OF VIVIAN, LOUISIANA - A RESOLUTION DECLARING CERTAIN PROPERTY (BRASS & COPPER) AS SALVAGE AND AUTHORIZING THE MAYOR TO SALE AT A LOCAL SALVAGE YARD. Motion to adopt Resolution # 17 of 2022 was made by Denise Alexander, seconded by Raymond Williams; all present approved. ZONING, CONDEMNATION & CODE ENFORCEMENT MATTERS - A. CONDEMNATION MATTER(s) - ii. THE BOARD OF ALDERMEN WILL CONSIDER THE FOLLOWING PROPERTY FOR FINAL CONDEMNATION: 917 S. Pine St., Vivian, Louisiana - Geo # 221635-000-0221-00 Bobby Smith, Zoning/Condemnation & Code Enforcement Officer gave a report on the status of the property and Douglas Dominick, Town Attorney, read aloud the report from Curator, Sam Goodwin. Following the two reports Attorney Justin Courtney of 668 Jordan St, in Shreveport, LA spoke on behalf of interested party Anita Weston stating that the Council should dismiss the condemnation proceedings on the property. Ms. Samantha Versch, interested party, of 13535 Discovery Dr. in Omaha, NE and Shreveport, LA then spoke to the Agenda item as well. Following a great deal of discussion Mr. Bobby Mitchell of 2566 Crepe Myrtle in, Shreveport, LA spoke on behalf of Ms. Versch. A motion was then made by Denise Alexander, seconded by Raymond Williams to continue the condemnation process until the November 14, 2022 Regular Council Meeting for further review and consideration; all present approved. B. COMPLETE ZONING/CONDEMNATION & CODE ENFORCEMENT REPORT – Bobby Smith, Zoning/Condemnation & Code Enforcement Officer gave an oral & written report on the following properties: 1) 937 S. Pine St. - property clean up, 2) 312A S. Pine St. - snow cone stand moving to a new location, 3) 316 Pardue St. - letter sent to property owner, 4) 634 W. Louisiana Ave. - recommendation to place on condemnation list approved, 5) 308 W. Moore St. - recommendation to place on condemnation list approved, 6) 121 Milner St. - recommendation to place on condemnation list approved, and 7) 504 Bailey St. MAYOR’S REPORT - No report given. ANNOUNCEMENTS BY BOARD OF ALDERMEN - Alderman Denise Alexander announced that the Terrapin Neck Mini Fest Trade Days and Scavenger Hunt would be held the following Saturday and Sunday, October 15th & 16th.
