Other Business 12. Adjournment City Council Agenda July 21, 2026 RULE 25. PUBLIC COMMENTS, CORRESPONDENCE, AND COMMUNICATIONS PRESENTED TO CITY COUNCIL 1. Public Presentations Before Council Any individual wishing to address City Council during a public comment period, public hearing, or other portion of a Council meeting where public participation is permitted shall be required to state the following before speaking: • Full legal name • Residential address, including city and state The information shall be provided to the Clerk of Council and entered into the official meeting record. Individuals who decline to provide their full name and address shall not be recognized to speak before Council. 2. Written Correspondence Any letter, email, statement, petition, or other written communication submitted for presentation, reading, distribution, or inclusion in the Council record shall include: • Full legal name of the author • Residential address of the author Correspondence that does not contain this information shall not be read during a Council meeting, distributed to Council members as official correspondence, or entered into the official record. 3. Anonymous Communications Anonymous communications, unsigned correspondence, or communications submitted without sufficient identifying information shall not be entered into the official Council record, read aloud during Council meetings, or treated as official correspondence. However, the Clerk of Council may forward such communications to the appropriate administrative department for review or investigation when the communication alleges a matter affecting public safety, public health, legal compliance, misuse of public resources, or another matter of legitimate public concern. Nothing in this Rule shall require Council to take action on anonymous communications. 4. Verification The Clerk of Council may request additional information reasonably necessary to verify the identity of any individual submitting correspondence or requesting to speak before Council. 5. Exceptions Nothing in this policy shall prohibit City Council from receiving communications from governmental agencies, elected officials, public entities, attorneys acting on behalf of clients, or organizations where the submitting individual is clearly identified and contact information is provided.
