Board of Trustees Special Meeting
August 6, 2019
Mayor Rumbold called the regular meeting of the Village of Walden Board of Trustees to order at
6:30pm.
On roll call the following were:

Also Present: John Revella, Village Manager

Action Items
Payment of Audited Bills
Deputy Mayor Moore made a motion to pay Audited Bills. Seconded by Trustee Ramos. All ayes.
Motion carried.
Scofield Paving Bid Award
Manager Revella: We received 4 bids. The lowest responsible bidder was Ron DeGroodt Paving,
Inc. at $70,414. That is the recommendation of our engineer. We are paving the street from the stop
sign at Orchard St to the stop sign at Orange Ave.
Mayor Rumbold: Are we doing reclamation?
Manager Revella: Yes. Minor. Just the top 2 inches are coming off and the top 2 inches are going
now. We've already done the basins, but we also have to do the handicapped access on the
sidewalks at every intersection to be ADA compliant.
Deputy Mayor Moore: What did we previously talk about that we thought it might come in as?
Manager Revella: The whole project all together was $130, so we're under. We'll probably be
around $110 total when we're done.
Mayor Rumbold: Is that street going to be closed?

Manager Revella: It will for 2 days, maybe. They'll let only people that live there in and try to
minimize that as much as possible.
Mayor Rumbold: Will we have police on the corners?
Manager Revella: No. We'll have barricades.
Trustee Sebring made a motion to approve award to Ron DeGroodt Paving for Scofield St at
$70,414. Seconded by Trustee Ramos. All ayes. Motion carried.
Village Sidewalk Replacement Bid Award
Manager Revella: We had 5 bids. One was significantly lower than our estimate. We've already
checked on their qualifications, credentials and they have done other municipal work in the area and
have no issues. They are A-Tech Company at $95.89 per linear foot. That's for sidewalks for
Oakland Ave and a little bit here on Scofield. And if we have any others and have the funding, we'll
be able to do a little bit more. We had tried to figure out at least a thousand feet to get replaced,
because towards the top it's not in bad shape on Oakland. And estimated under 100k. So, this bid
we're within that scope.
Deputy Mayor Moore: There was a conversation about just replacing what's existing and
extending it, this is just replacing it and not adding sidewalk, correct?
Manager Revella: We don't know if we'll be able to accommodate that yet, until you get in there.
Have to see how many feet we are going to have to replace. Depends on how far north we stop to
how far south we connect.
Mayor Rumbold: We do sidewalks in a general neighborhood, do we give them any kind of
paperwork that suggests what kind of material they use on their sidewalks once that is done?
Manager Revella: We do discuss with them the type of salt that you use in the winter. We also post
it in our calendars as well.
Mayor Rumbold: I'm just saying when we go to the expense of changing sidewalks, would it be a
good idea to actually give them a paper informing them of the brand new sidewalks and here's how
to keep them nice as long as possible. This is what we suggest you use.
Manager Revella: Yes. It's just the 1 sheet. It should be fine.
Trustee Kraus: Why is it a $20k difference?
Manager Revella: The cost of black top for some of them are estimated at higher numbers.
Trustee Ramos: 2 things, A-Tech. It's an interstate business. I know Lanc & Tully are very astute.
But have we checked with the Department of State on their status within NY?
Manager Revella: They've done work for municipalities in Orange County in the past year.
Trustee Ramos: I remember our storm, we had a lot of trees uprooted, are they going to take care
of some of the trees that haven't been down?

Manager Revella: No. This is an area is north of that.
Trustee Ramos: Okay, I'm good then. Are they're going to stage their equipment somewhere?
Manager Revella: Not usually for this, but if they had to they would store it right there in the dead
end on both sides of East Main.
Mayor Rumbold: Are we having a Clerk for the Work on site for these 2 projects?
Manager Revella: Yes. Somebody from Lanc & Tully will be there.
Trustee Ramos made a motion to approve award to A-Tech Company for Village Sidewalk
Replacement at $95.89 linear foot. Seconded by Deputy Mayor Moore. All ayes. Motion carried.
Trustee Sebring: What's the story on Ulster Ave?
Manager Revella: They're ready to go. They have the permits in place and they have their notice to
proceed.
Trustee Sebring: Is the contractor busy someplace else?
Manager Revella: They are. But they know that they have a deadline to meet and it's in their
paperwork. All work must be completed by November 30th.
Mayor Rumbold: Do they give you any estimate on start date?
Manager Revella: I asked and as soon as possible. They'll let me know when they start staging
events and then it's like a day after that.
Trustee Sebring: Where are they going to stage?
Manager Revella: At the lot just above DPW.
Trustee Ramos: No night work, right?
Manager Revella: No, it's not permitted. But they are allowed to do overtime.
