Village of Walden Special Meeting Board of Trustees Regular Meeting October 30, 2023 Mayor Ramos called the regular meeting of the Village of Walden Board of Trustees to order at 6:00pm. On roll call the following were: Mayor: John Ramos Present: Deputy Mayor Trustees Becky Pearson Chris Batson Ralph Garrison Jr Kristie Hall Patricia Maher(6:30pm) Absent: Willie Carley Also Present: John Revella, Village Manager Marisa Kraus, Village Clerk David Donovan, Village Attorney Public Comment Sue Taylor: Just for the record, what's the designation for this meeting tonight? I know it's noticed as a special meeting on the website when you go to download the agenda, it's classified as not a special meeting. Manager Revella: It says it on the agenda. Sue Taylor: It says it on this agenda, but when you go on the village website, go to download the agenda. it's not classified as a special meeting. So, what’s the designation? Manager Revella: Special meeting. Attorney Donovan: So public comment is public comment and I would be the last person ever to interrupt the former mayor. I went on the website and I printed it out and it says special meeting. Sue Taylor: Do you want me to show you the screenshot on my phone. If you go on to print it out. There's a column right after the date, it says special meeting. No. In other words, we can ask any questions other than. You're talking about confusion with the public. I didn't want to download the minutes. I saw it wasn't a special meeting. I was saying that I'm going to have 2 sections to be able to speak and now it's not there. I'm going to ask my question anyway. When we designated the weight limitations on the streets, I think this is critical at this point with the 18 wheelers going down East Ave. Are we supposed to notify an agency that we designated certain streets in this village? Manager Revella: Not when there's a law passed. The law is passed, it's published. That is everyone’s notice. 1 Sue Taylor: I stopped the truck driver and he said it's not on his GPS. Who needs to be notified so that GPS have these streets marked with weight limits, because that's why they're on East Ave. This trucker said that's why he uses this street, because there nothing on his GPS to designate as a weight limit, even though the signs are there. That may be one of the issues. I don't know who is supposed to, Waze or whoever owns the GPS they're using. It's not designated as a weight limit street. Part of the problem. Project Wings 2023 Trustee Hall made a motion to approve the request for Project Wings 2023. Seconded by Trustee Pearson. All ayes. Motion carried. Surplus PD Car 7 Trustee Garrison made a motion to approve the surplus of PD Car 7. Seconded by Trustee Hall. All ayes. Motion carried. Resolution 9-23-24 Budget Transfers Trustee Pearson made a motion to approve Resolution 9-23-24 Budget Transfers. Seconded by Trustee Hall. All ayes. Motion carried. Wooster Grove Doors Manager Revella: Last time some trustees asked a question about more detail on the bid and I had a note from the engineer added to the packet, giving his feedback. Trustee Batson: I think I was the first one to raise some sort of red flag on this. I get at some point I may reluctantly have to rely on business partner’s expertise, but the issue on the invoice is simply no details. Just said door $13,000. My concern is there's a difference between $1,000 door and $12,000 of labor and a $12,000 door and $1,000 of labor. One of those I support, one I don't. Manager Revella: If you support or not there's no other bids to even quantify. It's difficult. Trustee Hall: It's either we do or we don't. Do we want the doors to work or do we want to leave it the way it is? I want the doors to work. Trustee Pearson: How long have these doors been this way? Manager Revella: I think a little over a month, could be longer. He's been trying to work on them. Tried to have them fixed once before, which was a month before and it did not work. Trustee Pearson: Why don't they work? What's wrong? Manager Revella: They don't lock. The locks don't stay. Trustee Pearson: I'm with Trustee Batson. There's still no breakdown. I get it's the only bid. I would still like to see a breakdown. If we're paying $13,000 to just put them in? $1,000 for the door? I agree with him 100%. I can't believe there are no other things we can reach out to for a door. Trustee Hall: Unfortunately, no one else answered. Trustee Pearson: Is there a timeframe? 2 Manager Revella: I'm sure as soon as you give the go ahead, they will order it. As soon as the doors come in, they'll put them in. It usually takes about a day. But I don't know how long it's going to take to get the order. That's the biggest part. We even ask the suppliers, if we ordered the doors today, when would it be here? They said, I don't know. Until we put the order in to the company and they give us a timeframe. Trustee Hall: Did they not want to give you a price on the door? Did they not want to separate it? Was that asked? Separate the labor and cost of the door. Manager Revella: I asked, this is the response I got from the engineer. Trustee Garrison made a motion to approve the bid for Wooster Grove Doors to LP Builders for $13,700. Seconded by Trustee Hall. 4 ayes. 1 nay (Trustee Pearson). Motion carried. Payment of Audited Bills Trustee Hall made a motion to approve payment of audited bills. Seconded by Trustee Garrison. All ayes. Motion carried. Miscellaneous Comments from the Board of Trustees Trustee Batson: I just completely agree with what Trustee Pearson said about being lax on invoicing. The reason that I said yes on the Wooster Grove Doors is not because they are within the budget, but because I'm more worried about them from a safety perspective. I think going forward there has to be a proper amount of details to be able to sign off on. Trustee Garrison: I agree with Trustee Batson. The only reason I voted for the doors was because of the safety issue. It was within the budget that we voted on. I'm just more worried about how much damage could be done if someone got into that facility with the doors not being able to lock. Also, everyone be safe going out tomorrow night if you are out Trick or Treating or driving. You have families and children walking around. Trustee Hall: I'm with those guys on the doors. There was a couple events this weekend in the village. The Truck or Treat went really well. I heard there was a lot more people this year than last year. Heard we ran out of candy. Then they had Empanada Nirvana. Heard that went pretty well too. It was nice to see people out and about. Trustee Pearson: We also had an event at Anita Vandermark on Saturday and Sunday. Was kinda quiet, but there was a lot happening. It was nice that they had done that. It was great. Do we have GPS on our vehicles in the Village of Walden? Manager Revella: Police cars. Mayor Ramos: The Fire Department has invited the Village Board of Trustees on November 18th, their annual dinner for members to be honored for their commitment to the citizens and taxpayers of Walden Fire District. *read events into minutes* Executive Session – Discuss Collective Bargaining Negotiation of PBA, Personal History of a Particular Person Trustee Batson made a motion to enter into executive session to discuss collective bargaining negotiation of PBA, as well as the employment history of a particular person. Seconded by Trustee Hall. All ayes. Motion carried. 3 Reconvene Trustee Maher made a motion to reconvene the regular meeting of the Board of Trustees. Seconded by Trustee Hall. All ayes. Motion carried. Trustee Garrison made a motion to approve salary for the new Deputy Clerk/Treasurer at $68,413. Seconded by Trustee Batson. All ayes. Motion carried. Trustee Maher made a motion to approve MOU with PBA for reimbursement for 3 years for new officers. Seconded by Trustee Hall. All ayes. Motion carried. Trustee Hall made a motion to approve MOU with PBA for mandate pay. Seconded by Trustee Maher. All ayes. Motion carried.
