MINUTES FOR THE REGULAR MEETING
OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK
HELD ON TUESDAY, SEPTEMBER 24, 2024 AT 7:30 PM
Mayor Giordano called the meeting to order and read the Statement of Compliance.
Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Mr. Brennecke, Ms. Cericola,
Mr. Martinello, Mr. Ramundo, Mr. Ritchie and Mrs. Weber.
Also present: Steven J. Neale, Borough Administrator; Kelley Halewicz, Municipal Clerk and Craig Bossong,
Municipal Attorney.
Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of
silence honoring our Veterans and to remain standing for the prayer.
PROCLAMATIONS & PRESENTATIONS – None.
MAYOR’S REPORT AND REPORTS OF COMMITTEES
Mayor’s Report. No report.
Financial & Administrative Committee. Mr. Ritchie reported on 2024-247 where the Council is increasing
the pay for Crossing Guards. This is being done after analyzing the surrounding towns and realizing the
Borough’s pay was low. The Finance Committee will be meeting shortly to start the 2025 budget process
so that if there is a new Council, the framework will be in place.
Fire & Police Protection Committee. Mr. Brennecke reported on the call run for this month as well as
fifteen members attending the annual Firemen’s Convention.
Public Safety Committee. Ms. Cericola reported that typically, WALVAC just does monthly end-run
reports, so the latest and greatest is what was shared with you at the last meeting. Going forward, they
will try to do a "mid-month highlights" summary for the second council meeting of the month.
Ms. Cericola reported that WAFA delivered library donations and had a photo op that was posted on social
media. With regards to the park renovations, Steve can obtain input from WAFA.
Recreational & Health Committee. No report.
Public Works Committee. Mr. Ramundo reported that catch basin work was completed for all streets
including in the road paving program. DPW is ready for fall leave collection. The truck and equipment are
also ready for snow removal. The DPW is in the process of interviewing candidates for the laborer position
open.
Buildings & Grounds Committee. No report.

DEPARTMENT HEAD REPORTS
Administrator. Mr. Neale commented on the resolutions for dispatchers as two full time dispatchers
resigned. The two lieutenants participated in the interviews for ten candidates. They have selected two
for your consideration this evening.
Municipal Clerk. Mrs. Halewicz reported on 2024-246 Grad Ball Calendar Raffle that all paperwork was
submitted and sent to State for approval.
Mrs. Halewicz provided the following Election information:
If you wish to opt out of receiving Vote by Mail ballot, there is a Vote by Mail Removal form on the
elections page of the Borough’s website. Complete the form and either mail or email to the Bergen County
Clerk’s office.
Vote by Mail Ballots will be mailed beginning September 21; Waldwick’s should be mailed before the end
of this week. On the elections page of our website is a link to a video on how to complete your vote by
mail ballot. There is also a video on how to use the voting machines.
October 15 is the last day to register to vote in the General election. My office is open until 7:00 pm.
Avoid the lines and consider Early Voting! October 26 – November 3. Monday – Saturday 10 am – 8 pm
and Sundays 10 am – 6 pm. Two closest early voting sites are Wyckoff Library, Shotmeyer Room, 200
Woodland Ave, Wyckoff and Tice Senior Center, 411 Chestnut Ridge Road, Woodcliff Lake.
Attorney. Mr. Bossong has two items for Closed Session.

PUBLIC HEARING & ADOPTION OF ORDINANCE(S) – None.

NEW BUSINESS
Mr. Ramundo reported that the Environmental Committee met this month and have three new members
that will be sworn in in October. The EPS collections have yielded 12,000 pounds of material that we were
able to keep out of landfills. Also, 3,600 pounds of plastic was recycled and we received four Trex benches
for our efforts. The team is putting together a comprehensive project for the flower boxes on the bridge
and once they have the labor portion, the team will make a presentation to the Mayor and Council.
PUBLIC COMMENT
Mayor Giordano asked if any member of the public wished to come forward and to discuss anything and
if so, please state your name only for the record.
Jodi Fortino spoke to the issue problems with her water, not relating to PFOA/PFOS but shortly after the
water main break, her water is tinted yellow and has a metallic smell to it. She has lived here 33 years
and has never had this issue. She noticed this the end of June beginning of July and saw it on Facebook
Moms.
Mr. Neale responded that the Borough is out to bid on water main replacement in that area to clear up
the dead ends. The smell is elevated levels of iron and there is cast iron pipe in the ground.
Mike Goodell spoke to the issue of water for the past 65 days and has been in constant discussions with
DPW, Steve and the Water Department. They continue to flush hydrants and change valves but still no
relief. Mr. Goodell renovated his entire home two years ago. It took 58 days before they found out there
is no bacteria, and the water is safe to drink. It smells, clothes are ruined, iron level high. Mr. Goodell

wanted to know what the plan is? Couple of neighbors have it and Waldwick Moms said if you are having
issues report it to the town.
Mr. Neale responded that going back and forth on this issue. The update is that we are trying to get
toward an answer. Ultrasonic leak detection was done yesterday in the entire area; no leaks were
detected. Next step DPW set up temporary extended flushing system on Waldwick Avenue at the corner
of Nordham and the water will run for at least 48 hours to try and get the line to clear. We will meet with
you and your other neighbor again to see if that helped and if not, we would regroup with our engineers.
I apologize for what you are going through and we sympathetic to it and trying to find a solution.
Ruwani Ganepola spoke to the issue of her water also having issues on Lockwood Drive that happened
shortly after the water main break. In 2020, she renovated her bathrooms and now the tile and shower
have an orange tint to them. Laundry ruined, boiling water and using bottled water.
Mr. Neale wanted to touch base will these residents before they leave tonight, to get their contact
information to document.
CLOSED SESSION - Any matter permitted to be discussed in Closed Session pursuant N.J.S.A. 10:4-12
RESOLUTION NO. 2024-254
Authorize Closed Session
WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of
the public from a meeting in certain circumstances; and,
WHEREAS, the Mayor and Council is of the opinion that such circumstances exist.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of
Bergen, State of New Jersey, as follows:
The public shall be excluded from discussions of the Closed Session.
The general nature of the subject matter to be discussed is as follows:

It is anticipated at this time that the above stated subject matter will be made public within 60 days or as
soon thereafter as it is deemed to be in the public interest to do so based on the conclusion of the matter.
This resolution shall take effect immediately.

the record of the Regular Meeting. Present on roll call: Mayor Giordano, Mr. Brennecke, Ms. Cericola,

RESOLUTION NO. 2024-244
Change Order No. 1-Final and Final Payment to DLS Contracting Inc., for Improvements to Hudson
Avenue and Bohnert Place
WHEREAS, a contract was awarded DLS Contracting Inc. for Improvements to Hudson Avenue and Bohnert
Place on December 12, 2023 in the amount of $281,287.30 by Resolution No. 2023-335; and,
WHEREAS, Change Order No. 1, increases the contract amount by $1,335.21 to a total of $282,622.51 due
to increases in materials used on Hudson Avenue; and,
WHEREAS, the Borough Engineer has recommended final payment in the amount of $5,652.45 to DLS
Contracting Inc., as the work is complete; and,
WHEREAS, Colleen Ennis, Chief Financial Officer, has certified that $5,652.45 is available in the following
appropriation: G-04-23-485-111 and has further certified that this commitment together with all
previously made commitments and payments does not exceed the funds available in said appropriation;
and has further certified that the funds available in the said appropriation are intended for the purpose
herein committed.
NOW, THEREFORE, BE IT RESOLVED that the Municipal Council of the Borough of Waldwick hereby
approves Change Order No. 1-Final, in the increased amount of $1,335.21 for a total contract amount of
$282,622.51, and Final Payment in the amount of $5,652.45 for Improvements to Hudson Avenue and
Bohnert Place to DLS Contracting Inc., 36 Montesano Road, Fairfield, NJ 07004; and,
BE IT FURTHER RESOLVED that this payment is authorized by the Mayor and Council as Contractor has
supplied the required one-year Maintenance Bond No. 2347956MB in the amount of $42,393.38 dated
September 11, 2024.

RESOLUTION NO. 2024-245
Authorize Contract Extension with Tamaron Association for Snow Plowing, 2024-2026
WHEREAS, the Borough of Waldwick is required to provide municipal services to private communities in
order to be in compliance with the Kelly Act N.J.S.A. 40:67-23.3; and,
WHEREAS, the Borough of Waldwick and Tamaron Association have maintained a contract to reimburse
for snowplowing expenses since 1987; and,
WHEREAS, The Borough of Waldwick and Tamaron Association have agreed to extend the contract for
the years 2024, 2025, and 2026; and,
WHEREAS, the Borough of Waldwick will reimburse Tamaron Association $4,800.00 in 2024; $4,900.00 in
2025 and $5,000.00 in 2026.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Waldwick authorize
the Administration to execute a contract with Tamaron Association for snow plowing reimbursements for
the years 2024, 2025, and 2026 in the amounts of $4,800.00, $4,900.00 and $5,000.00.

WHEREAS, the Mayor and Council of the Borough of Waldwick adopted Resolution No. 2020-101 on March
10, 2020, Resolution No. 2020-371 on December 22, 2020, Resolution No. 2021-85 on January 26, 2021,
Resolution No. 2021-177 on May 11, 2021, Resolution No. 2021-253 on August 17, 2021 and Resolution
2022-211on May 24, 2022 appointing interested residents or employees to the Waldwick Green Team and
setting forth the duties and responsibilities of the Waldwick Green Team; and,
WHEREAS, additional residents have completed the Citizen Leadership form and expressed an interest in
appointments to the Waldwick Green Team.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Waldwick hereby

Authorize Closed Session
WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of
the public from a meeting in certain circumstances; and,
WHEREAS, the Mayor and Council is of the opinion that such circumstances exist.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of
Bergen, State of New Jersey, as follows:
The public shall be excluded from discussions of the Closed Session.
The general nature of the subject matter to be discussed is as follows:
Contract Negotiations
Potential Litigation
It is anticipated at this time that the above stated subject matter will be made public within 60 days or as
soon thereafter as it is deemed to be in the public interest to do so based on the conclusion of the matter.
This resolution shall take effect immediately.
