REGULAR MEETING MINUTES: 1 FEBRUARY 25, 2025 MINUTES FOR THE REGULAR MEETING OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK HELD ON TUESDAY, FEBRUARY 25, 2025 AT 7:30 PM Mayor Giordano called the meeting to order and read the Statement of Compliance. Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Mr. Brennecke, Mr. Martinello, Mr. Ramundo, Mr. Ritchie and Mrs. Weber. Ms. Cericola-Drake arrived at 7:25 pm. Also present: Steven J. Neale, Borough Administrator; Tatiana Marquis, Confidential Assistant; Kelley Halewicz, Municipal Clerk and Craig Bossong, Municipal Attorney. Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of silence honoring our Veterans and to remain standing for the prayer. PROCLAMATIONS & PRESENTATIONS a. Paul Roe of Hoplite Communications discussed the wireless communication tower located at 19 Industrial Park that’s lease is due to expire in August of this year. The Borough should assume ownership once the lease expires. Keep the ground lease, bid out tower and ground space which could bring in $317,500. Currently the Borough receives $159,000 a year from the carriers on the tower. In addition, there are High Frequency Traders that could bring additional revenue of $8,000- $9,000/ month. The Borough should have a tower audit before assuming ownership, obtain insurance and negotiate lease lengths of 20-25 years. b. Paul Grygiel explained to the Mayor and Council that we should review the redevelopment areas and come up with an overall plan for the area. There is a benefit to having an overall plan for the area to standardize things, specialize in other areas. There are affordable housing mandates. Developers and redevelopers then know what the Borough is looking for. Everyone should consider what they would like to see in a general plan. Even what you would like to see at the Rite Aid property. Council Members to think this over and send ideas to Steve. c. Redevelopment Presentation – Rocket – this will be rescheduled. MAYOR’S REPORT AND REPORTS OF COMMITTEES Mayor’s Report. Mayor Giordano reported that he was invited by the Sean Fischer Foundation to attend a ceremony at Waldwick High School honoring Principal Carroll for continuing the heart screenings for students for the past 15 years. The Fischer family is so pleased that Waldwick is keeping the memory of their son alive. The Mayor along with Councilman Ramundo and Bruce Mitchell went to the Sewer Authority and met with Mr. Danubio to explain that the smell throughout the Borough was worse and that we have been receiving complaints from residents. Starting in March, the Authority will have personnel on the streets detecting smells. The Mayor will present certificates to those individuals who were instrumental in putting together the Ramadan Ceremony. REGULAR MEETING MINUTES: 2 FEBRUARY 25, 2025 The Mayor will attend the Mayor’s meeting this Saturday with County representatives to talk about deer. Financial & Administrative Committee. Mr. Ritchie commented that tonight they will revisit the capital budget with some changes and discuss the water capital budget. The expenses that Mr. Ramundo was looking for are not ready yet but will be emailed once ready. Fire & Police Protection Committee. Mr. Brennecke reported that the Fire Department had 21 calls in the month of February, CO alarms, MVA, a couple of false alarms and several mutual aid calls. Two officers completed fire instructor level two course and two new members starting Fire 1 training. Recreational & Health Committee. Mr. Martinello reported that over 350 Pre-K through 8th grade children have signed up for Baseball. Opening day is April 26 and we are excited to show off the new improvements at the fields. We also thank our sponsors for banners and teams; there are still opportunities. April 10 the golf outing is returning and again we have great sponsors. The Mayor will have his Storytime at the library this Friday. The Ramadan Ceremony is Thursday at the Library. Blood Pressure screening on March 5. BCUA HHW in Moonachie on March 8. April 1 Pool registration opens. Also, congratulations to our wrestling teams who won the annual district tournament and now they are moving on to the county regional tournament. Public Works Committee. Mr. Ramundo thanked the DPW for their quick response to the traffic accident on Route 17. Specifically, Steve Weber and Anthony Paras for being proactive in salting the area to make it safe for first responders. Buildings & Grounds Committee. Mrs. Weber reported that there is work being done in the public safety building converting the dry system to a wet system. Mrs. Weber went to the ambulance corps to see their new bathroom and a tour of the facility where there are some issues that they had. The Water Quality Committee meeting was held with the resident Mr. Goodell, where he spoke directly with H2M about the issues he is having and H2M offered some ideas to offer reassurance that they are working on this issue. The Board of Education Safety Meeting was held where they discussed SLEOs and coming up with a budge to fund half of the costs. We need more information from the Board of Education and the Police Department. The next meeting will include the PD. DEPARTMENT HEAD REPORTS Administrator. Mr. Neale reported that with regards to the Water Committee there is a pretty good plan in place and a lot more information coming out in the next couple of weeks from H2M. We also need to budget for a water study and will award that contract in March. They are already working on the discoloration issue. Mr. Martinello asked if the repair on Route 17 has made a difference in helping the situation. Mr. Neale commented that no report one way or another, but we are hoping it helped. Time will tell. Mr. Ramundo commented that Mr. Goodell has quantifiable data with regard to the filters he is using that H2M will use. He changes those filters every 18 days. Mr. Goodell attended with an open mind and is a great asset to the team. REGULAR MEETING MINUTES: 3 FEBRUARY 25, 2025 Mr. Ritchie commented that residents should report it. We initially didn’t because work was being done, and it cleared up. Municipal Clerk. Mrs. Halewicz reported that she and Melissa will attend the BC Election Officials breakfast on Friday. There is a lot going on in Trenton right now with pending election bills that would affect this year’s elections. She will provide the report at the next meeting. April 16 - Deadline for Change of Party Affiliation Declaration forms. Form on Election page of our website. Mrs. Halewicz reported that with regards to dog licensing, the process continues to go smoothly, and residents are pleased with the ordinance changes the Council adopted giving them a little flexibility to provide updated proof of rabies. We have issued 800 licenses to date. Mrs. Halewicz reported that alarm and Landlord/Tenant registrations are coming in now. Ms. Cericola-Drake arrived at 7:25 pm. Confidential Assistant. Mrs. Marquis reported that we are thrilled to have Lindsay Rulli as part of Team Waldwick in the DPW. Residents will interact with Lindsay via phone or email. Public Safety Committee. Ms. Cericola-Drake reported that WALVAC hosted their monthly joint training with AVAC - Airway management on February 3. Also, hosted the EMT Recertification - ABC Refresher and offered to members of AVAC, HVAC, MPAC on February 5, 7, 12. There have been 30 calls month to date and five general’s month to date. Attorney. Mr. Bossong had no report. Ms. Cericola-Drake reported the WALVAC hosted monthly joint training with AVAC - Airway management on February 3. Council Member Motion Second Ayes Nays Abstain Absent Brennecke X Cericola-Drake X Martinello X Ramundo X X Ritchie X Weber X X Mayor Giordano ********** RESOLUTION NO. 2025-87 Resolution Requesting the NBCUA Address the Odor Issues from the Facility WHEREAS, the Northwest Bergen County Utilities Authority (“NBCUA”) owns and operates a sewer treatment facility within the Borough of Waldwick, and, WHEREAS, in the past there was a minimal amount of detectable odors emanating from the plant and were confined to the residences and lots immediately within the vicinity of the plant; and, WHEREAS, since the NBCUA began expanding their operations, the odors emanating from the facility have drastically increased and are causing a nuisance to not just the residents within the vicinity of the facility but throughout the entire Borough of Waldwick; and, WHEREAS, this nuisance not only affects the nearby residents but is now affecting the quality of life for all residents and businesses in the Borough of Waldwick; and, WHEREAS, the Governing Body of the Borough of Waldwick is desirous to compel the NBCUA to address this quality-of-life issue for the Borough. NOW THEREFORE BE IT RESOLVED, by the Mayor and Council of the Borough of Waldwick, that the Governing Body hereby requests that the NBCUA address the odor issues which are now affecting the quality of life for all Borough residents and business; and, BE IT FURTHER RESOLVED that copies of this resolution be sent to Senator Holly Schepisi, Assemblyman Robert Auth, Assemblyman John V. Azzariti Jr. M.D., Bergen County Executive James J. Tedesco III and Bergen County Administrator Thomas J. Duch, Esq.. REGULAR MEETING MINUTES: 5 FEBRUARY 25, 2025 Discussion. Mrs. Weber questioned why the petition language was removed. Attorney Bossong and Mrs. Halewicz explained that the Council asked that the language be removed in order to approve the resolution. A petition is being circulated but has not been officially provided to the Clerk. The petition was just to show how many signatures they had on the days since our last meeting. The Council could consider a second resolution if they agree with the petition language at a later date. INTRODUCTION OF ORDINANCE(S) – None. UNFINISHED BUSINESS a. Traffic Study. Mr. Neale provided the Mayor and Council with an update regarding the traffic study. The Borough will update signage, install one four-way stop intersection, 8 LED stop signs, 6 lighted pedestrian signs, two additional blinking crosswalk signs, painted crosswalks and additional speed feedback signs. Council Members discussed various options reported in the Traffic Study. b. 2025 Municipal Budget discussion. Mr. Neale reported that in Administration, $70,000 in IT was added to the costs for computers and servers. In DPW, $65,000 is added in traffic devices which are mostly safety equipment. Mr. Neale provided the items in capital for the Fire department. We are at $2,019,000. Grant numbers are solid with the possibility of an additional grant for $100,000 for Lions Park Playground. For PD update on vehicle trust account and the upfit was $85,000 dropped to $20,000 because the rest is in the trust account. Council Members asked various questions and made comments regarding the cost for computer and server upgrades, traffic devices and fire department. Mr. Neale provided a review of the water capital budget which has been doubled. As things come up particularly with water quality, the Borough will need to have an emergency or separate bond ordinance. Council Members wanted to make sure we can accomplish everything on the capital list this year and Mr. Neale believes we will. Mayor Giordano asked about I&I asked where that money would come from. Mr. Neale said we need additional information on this, and that the Authority will assist us with this. NEW BUSINESS Mr. Ramundo reported that the Environmental Committee would like to purchase t-shirts for membership. This Committee is very active, and we have a high school student participating. The group would like to weekly or monthly clean by Giant Market. In addition, the Committee would like to present to the Council the flower box design and cost to be installed by Hopper Avenue on the north side of the bridge. REGULAR MEETING MINUTES: 6 FEBRUARY 25, 2025 There are areas in town with high deer crossings and can we install signs as PD is aware of the areas where the deer cross. On Route 17 the State planted native plants that DPW maintains, the Committee would suggest draught tolerant and low maintenance plants. Earth Day Clean Up to take place sometime in April. PUBLIC COMMENT Mayor Giordano asked if any member of the public wished to come forward and to discuss anything and if so, please state your name only for the record. Elise Dittamo spoke to the issue of having the clean-up prior to the 5K so everything looks good. Also, at the last meeting someone mentioned garbage being cut back to once a week. Mrs. Halewicz responded that she said that in response to the resident asking why he could not leave bulk items at curb with regular garbage. It is because we are in a contract with the hauler and to cut costs, the Council agreed. I told the resident that further cut would be to cut back to once-a-week pickup which was not a consideration. Stan Kowalski spoke to the issue of the two landscapers who plant in Waldwick. Their concern is that they do not have the manpower to water as there isn’t irrigation at the sites. Also, the Waldwick Chamber 5K is May 4. Mr. Kowalski asked if anyone uses the EV charging stations. Both Mr. Neale and Mrs. Marquis explained that there is data showing that they are used a lot, both residents and specifically because it is right off the highway, there are people from out of town utilizing the services as well. Brennecke Cericola-Drake _________________________________ Martinello Kelley Halewicz, RMC/CMC Ramundo Municipal Clerk Ritchie Weber Mayor Giordano MAYOR AND COUNCIL OF THE BOROUGH OF WALDWICK Bergen County, New Jersey RESOLUTION NO. 2025-88 Resolution to Support Publishing Legal Notices on Official Government Websites WHEREAS, the sunset provision of March 1, 2025, imposed under P.L. 2024 c.106 is fast approaching in what was a temporary solution that allowed local governments to comply with the public notice requirements under the law in time for annual reorganization meetings in January; and, WHEREAS, local government officials serve as the stewards of property taxpayer dollars and should no longer be required to subsidize the newspaper industry with revenues collected from publishing legal notices in the press; and, WHEREAS, long before NJ Advanced Media’s announcement that it was terminating daily print publications in January of 2025, local government officials found it increasingly difficult to comply with the public notice requirements under the law as the media has become almost exclusively digitized and struggled to retain staff, resources, and publications; and, WHEREAS, legislation that will authorize local governments to publish legal notices on a local government’s official website will streamline an antiquated and overly burdensome process and save valuable time, resources, and property taxpayer dollars; and, NOW, THEREFORE, BE IT RESOLVED that the Municipal Council of the Borough of Waldwick does in fact, hereby urge state leaders to pass legislation that will authorize municipalities, counties, school districts, and all local governments to publish legal notices in a clear, transparent, and timely manner on a local government’s official website; and, BE IT FURTHER RESOLVED that a copy of this Resolution shall be sent to Governor Phil Murphy, Senate President Nicholas Scutari, Speaker of the General Assembly Craig Coughlin, Senator Holly Schepisi, Assemblyman Robert Auth, Assemblyman John V. (“LPCL”) provides that no work shall be undertaken, acquired, or furnished for a sum exceeding the aggregate sum of $17,500, except by contract or agreement in writing but authorizes the award of a contract for Professional Services without competitive bids; and, WHEREAS, the Borough has received the attached proposal dated December 17, 2024 (“Proposal”) and it is anticipated that this contract will not exceed $17,500; and, WHEREAS, although it is anticipated that the contract will not exceed $17,500, this contract is being awarded as a Professional Service contract without competitive bids under the LPCL and is being awarded through a non-fair and open process pursuant to N.J.S.A. 19:44A-20.4 et seq. As such, the undersigned does hereby attest that the company, its subsidiaries, assigns or principals controlling in excess of 10% of the company has neither made a contribution that is reportable pursuant to the Election Law Enforcement Commission pursuant to N.J.S.A. 19:44-8 or 19:44A-16, in the one (1) year preceding the award of the contract that would affect its eligibility to perform this contract, or will it make a reportable contribution during the term of the contract to any candidate committee of any person serving in elective public office of that municipality when the contract is awarded.
