MINUTES FOR THE REGULAR MEETING
OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK
HELD ON TUESDAY, MARCH 25, 2025 AT 7:30 PM
Mayor Giordano called the meeting to order and read the Statement of Compliance.
Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Ms. Cericola-Drake, Mr.
Martinello, Mr. Ramundo, Mr. Ritchie and Mrs. Weber. Mr. Brennecke was absent.
Also present: Steven J. Neale, Borough Administrator; Tatiana Marquis, Confidential Assistant, Kelley
Halewicz, Municipal Clerk and Craig Bossong, Municipal Attorney.
Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of
silence honoring our Veterans and to remain standing for the prayer.
PROCLAMATIONS & PRESENTATIONS
MAYOR’S REPORT AND REPORTS OF COMMITTEES
Mayor’s Report. Mayor Giordano attended the Hope Christian Services breakfast in Wyckoff last
Thursday. We have a home here in Waldwick that houses six young women, and we are invited each year.
Mayor Giordano attended the Chamber of Commerce meeting last Wednesday. Mayor Giordano
reported on the meeting with the Sewer Authority.
Financial & Administrative Committee. Mr. Ritchie thanked everyone for coming out for the introduction
of our budget. Mr. Ritchie proposes having slides to explain what is being done as well as going forward.
Maybe we can do this for adoption and then going forward. In addition, the committee reports with slides
so that the residents can follow along. This was a tough budget year. The Borough has a revenue problem
not a spending problem and we need to address it. Mr. Ritchie suggested the Finance Committee meet
every three weeks to review what our non-tax revenue items are and where we stand starting the month
of May. Looking for input from Council Members as well as employees and the public on
recommendations.
Fire & Police Protection Committee. Mr. Brennecke was absent.
Public Safety Committee. Ms. Cericola-Drake will have a comprehensive update at the end of the
month. WALVAC has been reaching out to local clubs and businesses to share awareness about the
organization and the services they provide. Also, they are offering hands only CPR training to any clubs
or businesses that are interested. They are working with the Library to reestablish the hands only CPR
training program that was run in 2024 by John and finalizing a date in the coming weeks.
Recreational & Health Committee. Mr. Martinello reported that the Waldwick Baseball Association
registration is open Pre-k through 8th grade and thus far has 410 children signed up. Mr. Martinello
thanked the sponsors for teams and banners. There will be a golf outing on April 10 that is sold out. April
26 is Opening Day and thanked the DPW for their assistance with moving the topsoil as well as the
Waldwick High School baseball and softball teams who helped spread the soil. Waldwick Soccer
registration is now open.
The Waldwick Lions Club Blood Drive is April 11, 4-8 pm American Legion, Pool registration opens April 1,
and the PBA Easter Egg Hunt is April 12.
REGULAR MEETING MINUTES: 2 MARCH 25, 2025
Public Works Committee. Mr. Ramundo reported that the Water department has completed the loop
project and reopening them as well as valve changes over the weekend. The street sweeper has begun
the spring cleanup, and the department is hard at work cleaning up borough properties.
Buildings & Grounds Committee. Mrs. Weber reported on the fire suppression system upgrades in the
Police department are ongoing. A tree fell on Well #5 roof, but it has been repaired. The DPW has done
the walk through at the Waldwick Pool to identify areas in need of updating the offices as well as
bathrooms.
Mrs. Weber, Mr. Ramundo and Mr. Neale met with Kurt Springstead at the Signal tower. Steve is working
on a grant with the county to repair the exterior of that building.
On March 12 the Safety Committee meeting with the Board of Education took place to discuss the SLEOs
with the Board of Education.
DEPARTMENT HEAD REPORTS
Administrator. Mr. Neale reported that with regards to water, residents should use the online form to
report issues. We get a few more each time we blast it out. We have up to a total of 100 complaints. We
are working with H2M on our Hydraulic study and tackling the discoloration issue.
Mr. Neale commented that two new blinking crosswalks were installed on Crescent Avenue and East
Prospect Street. There are at least two more due to be installed at different locations near the schools
this year once the budget is passed. We continue to work with PD to evaluate traffic patterns near
Traphagen and are meeting with PD and our Traffic Engineer to go over same for September start of school
year.
Mr. Neale reported that the bus shelter is being demolished but we will be reusing the bollards and the
abandoned shelter and relocating them near Route 17 to a much safer spot. Hopefully this will be in place
within the next month or so.
Municipal Clerk. Mr. Halewicz commented on Resolutions 2025-109 and 110 for social affairs permits as
well as Resolutions 2025-111 and 112 for raffle licenses. Mrs. Halewicz reported that April 16 - Deadline
for Change of Party Affiliation Declaration form. The form is on the Election page of our website. The
clerk’s office has issued 877 dog licenses this year. Alarm and Tenant Registrations continue to come in.
Mrs. Halewicz urged residents to look at their 2025 Municipal Calendar for recycling pickup schedule as
well as deadlines to schedule bulk, heavy metal and electronics pickups. There is a digital version on the
homepage of our website. March Monthly newsletter will come out this Friday.
Mrs. Halewicz will attend the MCANJ Conference - Atlantic City 4/8-4/10.
Confidential Assistant. Mrs. Marquis provided the Mayor and Council with an update on the EV charging
stations which the Borough seems to be doing well as the chargers are located right off Route 17.
December = $2,214.46; January $3,038.08 and February $1,861.33.
Attorney. Mr. Bossong provided an update with regards to the PFOS litigation. The Borough is waiting for
their settlement amount which is based on a calculation. There is one closed session item.

Mayor Giordano asked the Clerk to read Ordinance No. 2025-#02 by title.
Ordinance No. 2025-#02 - AN ORDINANCE TO AMEND CHAPTER 48:87-7 OF THE CODE OF THE BOROUGH
OF WALDWICK – “SWIMMING POOL, MUNICIPAL FEES”
Council comments. Ms. Cericola-Drake did not feel that we should include free employee memberships
in the ordinance. Mr. Ritchie and Mr. Martinello agreed.
Mr. Ramundo asked about the analysis, which was not done as well as the $219,000 increase in sewer
charges that were not appealed.
Public comment. Mrs. Daniels commented that in her opinion item M should be removed but the money
is the wrong question. Why would we extend and make exception to employees who are earning a living
wage versus WALVAC and Volunteer fire fighters. Salaries distinguish employees from volunteers.
Mayor Giordano closed the Public comment. Ordinance No. 2025-#02 was advertised and on second
reading is adopted as amended with the removal of M. This ordinance will go into effect immediately after
approval and publication according to law.

ORDINANCE TO EXCEED THE MUNICIPAL BUDGET COST OF LIVING ALLOWANCE AND TO ESTABLISH A CAP
BANK (N.J.S.A. 40A:4-45.14)
Council Comments. Mrs. Ennis reported that there are state limits on how much we can raise on taxes or
funding, 2 ½% appropriation increase or cost of living. This ordinance allows us to create a bank where we
can use the funds if needed. This is a preventative measure just in case they need to use it in the future.

RESOLUTION NO. 2025-116
Introduction of 2025 Budget
BE IT RESOLVED, that the following statements of revenues and appropriations attached hereto constitute
the local Budget of the Borough of Waldwick, Bergen County, New Jersey for the year 2025; and,
BE IT FURTHER RESOLVED, that the said budget be published in The Bergen Record in the issue of Tuesday,
April 7, 2025, and that a hearing on the Budget will be held at the Municipal Building on Tuesday, April 29,
2025 at 7:30 o’clock (PM) or as soon thereafter as the matter may be reached.
Discussion. Mr. Neale reported on the process of the budget. They are always looking ahead for 5, 10
years in order to plan and spread out these larger projects. We feel the same increases and try to balance
it out with our needs. We do have ways to bring in money and help to offset our expenditures.
The overall theme for this year was increased costs and decreased revenues. The major line items
that increased include Salary and Wages, mainly in PD and DPW due to their new contract, the Sewer
Authority or one tax points, our Debt Service, Health Insurance had another large increase, Pension,
Social Security and Solid Waste Collection. However, it’s important to note that all of these are critical
to maintain a high level of service to the community. It is also important to note, that this also
accounts for an additional Police Officer and the creation of a new Traffic Safety Bureau in the PD,
two SLEO’s for the schools and anticipated increases in our utility bills. Also, a police records clerk
with an offset from fees for OPRA.
In addition to these increases, we saw our regular revenues stay flat and lost some additional
revenues and grant offsets that we were able to anticipate in the past. Last year, we were able to
anticipate the American Rescue Plan money as a grant offset in the amount of $1,057,000, we also
had $257,000 in a State Municipal Relief program, which is no longer available and we also had
regular payments coming in from the Bristal tax appeal settlement $110,000, that ended last month.
The situation forced us to go back and make cuts throughout the originally proposed operating
budget. We really focused on our needs and eliminated areas that we would like to have but can do
without. This included cuts to some of our buffer areas like our utilities, salt, DPW and PD equipment
lines, and eliminated services entirely like the installation of the holiday lights on the buildings by an

outside contractor, hydro-raking of Whites Pond, our fertilizer and weed maintenance program, cuts
to our public events, codification plans and eliminating a proposed new payroll system.
With all that being said, we are looking at a 3.47% tax increase. This breaks down to be about
$79/average homeowner/year and about $6.58/month. That is our request to the Council tonight.
We have identified projects that we need to do water and aggressive road paving program and utilizing
DOT grants to rework and reconstruct streets, particularly Schuler Ave,
Mayor Giordano asked about I&I which the Borough will work with the sewer authority on as they
are currently conducting their own study. The Borough is also conducting a water rate study with
our auditor.
Mr. Ritchie thanked everyone for the hard work on this budget. This year has felt a lot smoother,
and we have a better handle on everything. This was a much more difficult year. The Borough has
done a great job controlling costs. This year we cut capital budget by more than half. The biggest
issue is that we rely on our residents too much. Non-taxed revenue fees that we bring in and grants
remain flat. Net valuation on property is also flat. We have to put that on all of us. We need to get
very serious about increasing that tax base and thinking more creatively about bringing in non-tax
revenue. We bring more money to town; don’t love the tax increase but we need to keep services
for the residents in town.
Mr. Martinello hates tax increases but there are things in this budget that the residents are asking for
officers in the schools, the extra traffic safety officer. Those items add significantly to the budget. We
would have to remove those things if we wanted to get down to a 1% increase. We are also trying to give
our employees an increase for contractual raises and are also out of our control.
Mr. Ramundo asked about the aid and the grants. When do we know when we are not getting these. Mr.
Neale explained that we learned about the Municipal relief fund from our auditor as we had accounted
for that, but it was a couple of year hit and now it’s gone. ARP we knew it was floating out there didn’t
know until we met with the auditor.
Ms. Cericola-Drake agrees with Councilman Martinello that she hates tax increases. She was the only one
on the Council to vote no on a 1% tax increase last year. Part of the reason why we are outspoken about
redevelopment so that we can get that money from people who have it instead of our residents.

UNFINISHED BUSINESS
Mr. Ritchie asked about redevelopment feedback and what we want to see downtown for the next
meeting. Mr. Neale has all the data and will compile it to have a closed session discussion.
Also, a developer is interested in the Rite-Aid property, which we have condemnation rights over. He
would like to put that person in touch with Craig so they could make a presentation. At least get the ideas
out there, get the owners of that property thinking about presenting something themselves. He has no
personal relationship with this person. He knows the attorney who represents them. They would love to
give a presentation. The attorney is Matt Gilson, and he works for a big land use firm. We should recruit
developers, put a package together and have them compete for the property.
Mr. Bossong commented that the Rocket property representatives would like to attend the second
meeting in April – April 29 to make their presentation.
Mr. Ritchie commented on the sewer authority measuring H2S and asked when those readings would be
released. Mayor Giordano commented that they are sampling for 30 days, will review and then release
the data to us.
Mr. Ritchie wanted to know if we could test ourselves and create an ordinance so that if they go over the
amount, we start fining them. We would have to purchase the equipment, but it would pay for itself in
due time. Mr. Bossong would have to look into that as they are extensively regulated by NJDEP.
Mr. Martinello asked if anything had changed since they started testing. Council Members commented
that they test from 3 – 7 pm but the smell gets bad again at 8 pm.
Mr. Ritchie asked about the discussions with the police about expanding that traffic study. Mr. Neale
explained that they have a follow-up meeting with a traffic engineer from Boswell next week and he will
try to get more feedback then. Looking to pair them with rumbled strips and what we will talk to the
traffic engineer back.
Mr. Martinello commented on the park and put it in conjunction with the redevelopment plan and
opening green space to residents. It is important to him.
NEW BUSINESS – None.
PUBLIC COMMENT
Mayor Giordano asked if any member of the public wished to come forward and to discuss anything and
if so, please state your name only for the record.
Tom McCormick spoke to the issue of being the new Executive Director of the Environmental Committee.
the committee requests to be a part of the discussion with regards to the Lions Club Playground. We
would also like to come and present as a group what we are trying to accomplish this year.
Eric LaPorta asked why we sub out so many projects. Also, the Sewer Authority will have 10 days of air
samples. They stay on our street and do not go around to other areas of town. The smell was terrible on
Monday shortly after they left.
Mayor Giordano will reach out to Mr. Danubio so at the very least they go on Stevens Lane and John Dow
Avenue.

Mrs. Weber wanted to know if we can obtain a copy of the data they are collecting.
Sergio Cardino came before the Council on January 23, 2024 regarding the light pollution coming from his
neighbor’s property. He also provided the Council with other towns ordinances currently in effect.
Nothing came from it.
Mayor Giordano asked that he provided with the emails sent and what updates there are from Joe in
Building.
CLOSED SESSION - Any matter permitted to be discussed in Closed Session pursuant N.J.S.A. 10:4-12
RESOLUTION NO. 2025-117
Authorize Closed Session
WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of
the public from a meeting in certain circumstances; and,
WHEREAS, the Mayor and Council is of the opinion that such circumstances exist.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of
Bergen, State of New Jersey, as follows:
The public shall be excluded from discussions of the Closed Session.
The general nature of the subject matter to be discussed is as follows:
Litigation
It is anticipated at this time that the above-mentioned subject matter will be made public within 60 days
or as soon thereafter as it is deemed to be in the public interest to do so based on the conclusion of the
matter.
This resolution shall take effect immediately.

Emergency Temporary Appropriation
WHEREAS, an emergency has arisen with respect to Water Utility Fund appropriations, and,
WHEREAS, no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose,
and N.J.S.A. 40A:4-20 provides for the creation of an emergency temporary appropriation for the purpose
above mentioned, and,
WHEREAS, the total emergency temporary resolutions adopted in the year 2025 pursuant to the provision
of N.J.S.A. 40A:4-20 including this resolution total $78,000 for the Water Utility Fund.
NOW, THEREFORE, BE IT FURTHER RESOLVED, by the Governing Body of the Borough of Waldwick, County
of Bergen, that in accordance with N.J.S.A. 40A:4-20:
1. An Emergency Temporary Appropriations be and the same is hereby made for:

Please take notice that the foregoing Ordinance was introduced and passed on first reading by the Mayor
and Council of the Borough of Waldwick, Bergen County, New Jersey, at the Regular Meeting of said
Governing Body held on Tuesday, March 11, 2025 and will be further considered for final passage after a
public hearing to be held on Tuesday, March 25, 2025 at 7:30 pm in the Council Chambers, Administration

Ordinance No. 2025-#02 AN ORDINANCE TO AMEND CHAPTER 48:87-7 OF THE
CODE OF THE BOROUGH OF WALDWICK – “SWIMMING
POOL, MUNICIPAL FEES”
BE IT ORDAINED by the Borough Council of the Borough of Waldwick, County
of Bergen, New Jersey as follows:
SECTION 1. Section 48:87-7 entitled “Swimming pool, municipal – fees” of the
Code of the Borough of Waldwick, “Fees for Permits and Tags to Use Pool” is hereby amended
and replaced to read as follows:
Fees for Permits and Tags to Use Pool
Upon entering the Waldwick Municipal Pool, all Members shall provide their valid non-
transferable Membership tag to use the facility, the fees for which are hereby affixed below:
A. Residents of the Borough of Waldwick and Midland Park eighteen (18) years of age or
older, but less than sixty-two (62) years old shall be entitled to purchase a non-transferable
Membership tag for the sum of $90 if renewed before May 1 of each year. All payments
received on or after May 1 of each year shall pay a fee of $100.
B. Residents of the Borough of Waldwick and Midland Park over the age of sixty-two (62)
shall be entitled to purchase a non-transferable Membership tag for the sum of $50 if
renewed before May 1 of each year. All payments received on or after May 1 of each year
shall pay a fee of $60.
C. Residents of the Borough of Waldwick and Midland Park who are senior veterans sixty-
two (62) and older shall be entitled to fifty percent (50%) off the price of a non-transferable
Senior Membership tag with proof of a DD214.
D. Families of the Borough of Waldwick and Midland Park shall be entitled to purchase a non-
transferable Caregiver (ages 18+) Membership tag which shall be linked to their Family
Membership for the sum of $90 if renewed before May 1 of each year. All payments
received on or after May 1 of each year shall pay a fee of $100.
E. Residents of the Borough of Waldwick and Midland Park who are Couples eighteen (18)
years of age or older, but less than sixty-two (62) years old shall be entitled to purchase a
non-transferable Membership tag for the sum of $175 if renewed before May 1 of each
year. All payments received on or after May 1 of each year shall pay a fee of $185.
F. Midland Park Residents. Residents of Midland Park shall be eligible for the Borough of
Waldwick Membership resident pricing. No guests will be permitted for Midland Park
members.
G. Guests. Waldwick Adult members only may purchase guest passes for the sum of $15 per
day, per guest (ages 4 and up), provided that such guest(s) is/are in the company of the
Waldwick Adult Member.
H. Guests Pass Booklet. Waldwick Adult members only may purchase Guest Pass Booklets
with ten passes for the sum of $125, which shall be issued at Borough Hall, provided that
such guest(s) is/are in the company of the Waldwick Adult Member. These Guest Pass
Booklets expired at the end of the season issued. No refunds.
I. New or Replacement Tag Fee. New membership tags shall be provided by the Borough of
Waldwick upon payment of the required Membership fees and will be validated for the
current year’s use. All members are required to maintain their previous year’s tag.
Replacement tags will be issued upon the payment of $25 per tag. These fees will be in
addition to any annual charges.
J. Swimming Lessons. Each two-week session fee shall be $40 for each student with a family
maximum of $100 for that session.
K. Swim Team Registration. The fee for Swim Team registration shall be $125. A pool
membership for the swimmer shall be included with the price of registration.
L. Members of Waldwick Volunteer Fire Department and WALVAC, who qualified and
received a clothing allowance in the previous year and their immediate families defined as
spouse and unmarried children who reside in the home, are hereby exempt from annual
pool membership fees.
M. All Borough, Library and Police Department employees and their immediate families
defined as spouse and unmarried children who reside in the home, are hereby eligible to
receive and are exempt from annual pool membership fees.
N. The fee for Full Season Family Memberships shall be as follows:
a. A family of two (2) including one adult over eighteen (18) and one minor under
eighteen (18) shall be entitled to purchase a non-transferable Membership tag for
the sum of $150 if purchased before May 1 of each year. All payments received on
or after May 1 of each year shall pay of $160.
b. A family of four (4) shall be entitled to purchase a non-transferable Membership
tag for the sum of $300 if renewed before May 1 of each year. All payments
received on or after May 1 of each year shall pay a fee $310.
c. Full Season Family Membership only, shall be entitled to add additional children
in the sum of $50 per child. Applies only to the children who live in the residence
year round.
d. There is a family maximum of $400 not to exceed a maximum of two (2) adults.
e. Children under the age of three (3) shall be free.
O. The fee for Weekend Only Family Memberships (Friday – Sunday and holidays) shall be
as follows:
a. A family of two (2) including one adult over eighteen (18) and one minor under
eighteen (18) shall be entitled to purchase a non-transferable Membership tag for
the sum of $100 if purchased before May 1 of each year. All payments received on
or after May 1 of each year shall pay of $110.
b. A family of four (4) shall be entitled to purchase a non-transferable Membership
tag for the sum of $195 if renewed before May 1 of each year. All payments

SECTION 2. If any section, sub-section, paragraph, sentence, or any other part of this
ordinance is adjudged unconstitutional or invalid, such judgment shall not affect, impair, or
invalidate the remainder of this ordinance.
SECTION 3. All ordinances or parts of ordinances which are inconsistent with the
provisions of this ordinance are hereby repealed to the extent of such inconsistency.
SECTION 4. This ordinance shall take effect 20 days after final passage and publication
as prescribed by law.

Ordinance No. 2025-#05 BOROUGH OF WALDWICK BERGEN COUNTY, NEW JERSEY
CALENDAR YEAR 2025 ORDINANCE TO EXCEED THE MUNICIPAL
BUDGET COST OF LIVING ALLOWANCE AND TO ESTABLISH A CAP
BANK (N.J.S.A. 40A:4-45.14)
WHEREAS, the Local Government Cap Law, N.J.S. 40A:4-45.1 et seq., provides that in the preparation of its annual budget,
a municipality shall limit any increase in said budget to 2.5% or the cost-of-living adjustment, whichever is less, unless
authorized by ordinance to increase it to 3.5% over the previous year’s final appropriations, subject to certain exceptions;
and,
WHEREAS, the cost-of-living adjustment for calendar year 2025 budgets is calculated at 2.5% pursuant to N.J.S.A. 40A:4-
45.2; and
WHEREAS, N.J.S.A. 40A:4-45.15a provides that a municipality may, when authorized by ordinance, appropriate the
difference between the amount of its actual final appropriation and the 3.5% percentage rate as an exception to its final
appropriations in either of the next two succeeding years; and,
WHEREAS, the Borough Council of the Borough of Waldwick in the County of Bergen finds it advisable and necessary to
increase its CY 2025 budget by up to 3.5% over the previous year’s final appropriations, in the interest of promoting the
health, safety and welfare of the citizens; and,
WHEREAS, the Borough Council hereby determines that a 1.0% increase in the budget of said year, amounting to $108,552
in excess of the increase in final appropriations otherwise permitted by the Local Government Cap Law, is advisable and
necessary; and,
WHEREAS, the Borough Council hereby determines that any amount authorized hereinabove that is not appropriated as
part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years.
NOW, THEREFORE, BE IT ORDAINED, by the Borough Council of the Borough of Waldwick, in the County of Bergen, a
majority of the full authorized membership of this governing body affirmatively concurring, that, in the CY 2025 budget
year, the final appropriations of the Borough of Waldwick shall, in accordance with this ordinance and N.J.S.A. 40A:4-
45.14, be increased by 3.5%, amounting to $379,933 and that the CY 2025 municipal budget for the Borough of Waldwick
be approved and adopted in accordance with this ordinance; and,
BE IT FURTHER ORDAINED, that any amount authorized hereinabove that is not appropriated as part of the final budget
shall be retained as an exception to final appropriation in either of the next two succeeding years; and,
BE IT FURTHER ORDAINED, that a certified copy of this ordinance as introduced be filed with the Director of the Division
of Local Government Services within 5 days of introduction; and,
BE IT FURTHER ORDAINED, that a certified copy of this ordinance upon adoption, with the recorded vote included thereon,
be filed with said Director within 5 days after such adoption.
