ADJOURNMENT KELLEY HALEWICZ, RMC/CMC MUNICIPAL CLERK **NEXT MEETING IS TUESDAY, APRIL 28, 2026, 7:30 PM, COUNCIL REGULAR MEETING**  MAYOR AND COUNCIL OF THE BOROUGH OF WALDWICK Bergen County, New Jersey RESOLUTION NO. 2026-109 (Page 1 of 2) MUNICIPAL ENDORSING RESOLUTION AUTHORIZING SUBMISSION OF A BERGEN COUNTY OPEN SPACE TRUST FUND GRANT APPLICATION TO REPURPOSE AN AWARDED GRANT WHEREAS, the Bergen County Open Space, Recreation, Floodplain Protection, Farmland & Historic Preservation Trust Fund (the “County Trust Fund”), provides matching grants to municipal governments for assistance in the development or redevelopment of municipal recreation facilities; and, WHEREAS, the Borough of Waldwick (the “Borough”) received a 2022 Trust Fund matching grant award in the amount of $127,995, approved via Bergen County Board of Commissioners Resolution No. 1202-22, dated December 14, 2022, for improvements at Brookview Park (Project Contract No. 2200393); and, WHEREAS, the originally approved Brookview Park project included the construction of a publicly accessible pedestrian footbridge and primitive walking trails; and, WHEREAS, after further evaluation of the Borough’s park system and current capital needs, the Borough has determined that it is in the best interest of the community to request a modification (change of scope) to the originally approved project; and, WHEREAS, the Borough now proposes to repurpose its 2022 Trust Fund grant award toward a project involving resurfacing and ADA-related improvements to the Municipal Pool parking lot and the pathways within Borough Park; and, WHEREAS, the Mayor and Council of the Borough of Waldwick have reviewed the County Trust Fund Program Statement and the Trust Fund Municipal Program Park Improvement application and instructions and desire to submit this request and provide such documentation as may be required; and, WHEREAS, as part of such request, the governing body received public comments on the proposed transfer and use of its 2022 Trust Fund Municipal program grant award on April 14, 2026; and WHEREAS, the County of Bergen will determine whether the proposed change of scope is complete and in conformance with the intent and requirements of the County Trust Fund; and, WHEREAS, the Borough is willing to comply with all applicable rules, regulations, and statutes, and to enter into any amended agreement with the County of Bergen necessary to complete the project. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE BOROUGH OF WALDWICK: 1. That the Borough hereby authorizes the submission of a request to the County of Bergen for a modification (change of scope) to its 2022 Bergen County Open Space Trust Fund grant award (Project Contract No. 2200393); and,  MAYOR AND COUNCIL OF THE BOROUGH OF WALDWICK Bergen County, New Jersey RESOLUTION NO. 2026-109 (Page 2 of 2) 2. That the Borough hereby requests approval to repurpose its existing 2022 Trust Fund grant award toward the Municipal Pool and Borough Park Resurfacing Project, consisting of resurfacing and ADA-related improvements to the Municipal Pool parking lot and pathways within Borough Park; and, 3. That the Borough shall submit a certified copy of this resolution along with all required supporting documentation as part of its formal request to the County; and, 4. That the Borough has or will secure the balance of funding necessary to complete the project, or will modify the project as necessary; and, 5. That the Borough is committed to providing the required dollar-for-dollar cash match for the project; and, 6. That only those park improvements identified and approved in the amended project scope, Trust Fund contract, or related documentation shall be considered eligible for reimbursement; and, 7. That the Mayor and/or Borough Administrator is hereby authorized to execute all documents and take any action necessary to effectuate this request and, if approved, to execute any amended agreement with the County of Bergen; and, 8. That the Borough agrees to comply with all applicable federal, state, and local laws, rules, and regulations in the performance of the project; and, 9. Council Member Motion Second Ayes Nays Abstain Absent Brennecke Cericola-Drake Martinello _________________________________ Ritchie Kelley Halewicz, RMC/CMC Smith Municipal Clerk Wingate Mayor Giordano Reso book, Adm, CFO, Clerk  MAYOR AND COUNCIL OF THE BOROUGH OF WALDWICK Bergen County, New Jersey RESOLUTION NO. 2026-110 (Page 1 of 2) AUTHORIZING SUBMISSION OF A 2026 BERGEN COUNTY OPEN SPACE TRUST FUND MUNICIPAL PARK IMPROVEMENT GRANT APPLICATION WHEREAS, the Bergen County Open Space, Recreation, Floodplain Protection, Farmland & Historic Preservation Trust Fund (“County Trust Fund”), provides matching grants to municipal governments and to nonprofit organizations for assistance in the development or redevelopment of outdoor municipal recreation facilities; and, WHEREAS, the Borough of Waldwick desires to further the public interest by obtaining a matching grant of approximately $75,000.00, from the County Trust Fund for the resurfacing of Veterans Park basketball courts, parking lot and walking paths; and, WHEREAS, the Mayor and Council of the Borough of Waldwick have reviewed the County Trust Fund Program Statement, and the Trust Fund Municipal Program Park Improvement application and instructions, and desires to make an application for such a matching grant and provide application information and furnish such documents as may be required; and, WHEREAS, as part of the application process, the Mayor and Council held the required Public Hearing to receive public comments on the proposed park improvements in the application on April 14, 2026; and, WHEREAS, the County of Bergen shall determine whether the application is complete and in conformance with the scope and intent of the County Trust Fund; and, WHEREAS, the applicant is willing to use the County Trust Fund in accordance with such rules, regulations and applicable statutes, and is willing to enter into an agreement with the County of Bergen for the above-named project and ensure its completion on or about the project contract expiration date. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick: 1. That it is hereby authorized to submit the above completed project application to the County by the deadline of April 24, 2026, as established by the County; and, 2. That, in the event of a County Trust Fund award that may be less than the grant amount requested above, the Mayor and Council have, or will secure, the balance of funding necessary to complete the project, or modify the project as necessary; and 3. Giordano, Mayor I hereby certify that the above Resolution was adopted by the Mayor and Council of the Borough of Waldwick at its Regular Meeting of April 14, 2026. _________________________________ Kelley Halewicz, RMC/CMC Municipal Clerk Council Member Motion Second Ayes Nays Abstain Absent Brennecke Cericola-Drake Martinello Ritchie Smith Wingate Mayor Giordano Reso book, Adm, CFO, Clerk  MAYOR AND COUNCIL OF THE BOROUGH OF WALDWICK Bergen County, New Jersey RESOLUTION NO. 2026-111 (Page 1 of 2) RESOLUTION AUTHORIZING THE BOROUGH OF WALDWICK TO SUBMIT A GRANT APPLICATION TO THE 2026 BERGEN COUNTY HISTORIC PRESERVATION TRUST FUND WHEREAS, the Bergen County Open Space, Recreation, Floodplain Protection, Farmland & Historic Preservation Trust Fund (“County Trust Fund”), provides matching grants to municipal governments and to nonprofit organizations for assistance in the preservation, restoration, and rehabilitation of historic resources; and, WHEREAS, the Borough of Waldwick desires to further the public interest by obtaining a matching grant from the County Trust Fund in an amount not to exceed $50,000 for the Erie Railroad Signal Tower Rehabilitation Project, located at Block 117, Lot 1.02, End of Bohnert Place, Waldwick, New Jersey; and, WHEREAS, the proposed project includes the rehabilitation of the Erie Railroad Signal Tower through necessary structural and aesthetic improvements, including but not limited to exterior repainting and window installation, in order to preserve and enhance this historic community asset; and, WHEREAS, the Mayor and Council of the Borough of Waldwick have reviewed the County Trust Fund Program Statement and the Historic Preservation Trust Fund application and instructions, and desire to submit an application for such a matching grant and provide all required application materials and documentation; and, WHEREAS, as part of the application process, the Mayor and Council of the Borough of Waldwick held the required Public Hearing to receive public comment on the proposed historic preservation improvement project on April 14, 2026; and, WHEREAS, the County of Bergen shall determine whether the application is complete and in conformance with the scope and intent of the County Trust Fund; and, WHEREAS, the Borough of Waldwick is willing to use the County Trust Fund in accordance with such rules, regulations and applicable statutes, and is willing to enter into an agreement with the County of Bergen for the above named project and ensure its completion on or about the project contract expiration date. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE BOROUGH OF WALDWICK: 1. That the Borough of Waldwick is hereby authorized to submit the completed grant application to the County of Bergen for the 2026 Historic Preservation Trust Fund funding round by the established deadline of April 24, 2026; and, 2. Giordano, Mayor I hereby certify that the above Resolution was adopted by the Mayor and Council of the Borough of Waldwick at its Regular Meeting of April 14, 2026. _________________________________ Kelley Halewicz, RMC/CMC Municipal Clerk Council Member Motion Second Ayes Nays Abstain Absent Brennecke Cericola-Drake Martinello Ritchie Smith Wingate Mayor Giordano Reso book  MAYOR AND COUNCIL OF THE BOROUGH OF WALDWICK Bergen County, New Jersey RESOLUTION NO. 2026-114 Award Contract to Bruno Associates, Inc. for Grant Writing Purposes in the Amount of $30,000 WHEREAS, the Borough is in need of a grant writer; and, WHEREAS, Bruno Associates, Inc. has submitted a proposal dated April 8, 2026 in the amount of $30,000 for the year and upon review is the most advantageous to the Borough, cost and other factors considered; and, WHEREAS, the Borough employs a Qualified Purchasing Agent that increases the applicable bid threshold pursuant to N.J.S.A. 40A:11-3 et seq. to $44,000.00; and, WHEREAS, pursuant to the contract, the amount payable with Bruno Associates, Inc. in the aggregate, including this award, is below the adjusted bid threshold for the one-year period commencing May 13, 2026 through May 12, 2027; and, WHEREAS, Bruno Associate, Inc. shall maintain all documentation related to products, transactions or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request; and, WHEREAS, the Chief Financial Officer of the Borough of Waldwick has certified that $30,000.00 is available in the following appropriation 6-01-20-100-028 and has further certified that this commitment together with all previous commitments and payments does not exceed the funds available in said appropriation. NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Waldwick authorize the QPA to award a contract to Bruno Associates, Inc. located at 1373 Broad Street, Suite 203B, Clifton, New Jersey, 07013 for grant writing purposes in the amount of $30,000.00 for a one-year period commencing May 13, 2026 through May 12, 2027; and, BE IT FURTHER RESOLVED that the Municipal Clerk is hereby authorized to post notice of same as provided by law. Each bond anticipation note issued pursuant to this ordinance shall be dated on or about the date of its issuance and shall be payable not more than one year from its date, shall bear interest at a rate per annum as may be hereafter determined within the limitations prescribed by law and may be renewed from time to time pursuant to and within limitations prescribed by the Local Bond Law. Each of said bond anticipation notes shall be signed by the Mayor and by a financial officer and shall be under the seal of said Borough and attested by the Borough Clerk or Deputy Borough Clerk. Said officers are hereby authorized to execute said notes in such form as they may adopt in conformity with law. The power to determine any matters with respect to said notes not determined by this ordinance and also the power to sell said notes, is hereby delegated to the Chief Financial Officer who is hereby authorized to sell said notes either at one time or from time to time in the manner provided by law. -9-  Section 13. It is hereby determined and declared that the average period of usefulness of the purposes to be financed with bonds or notes, according to their reasonable lives, taking into consideration the respective amounts of bonds or notes authorized for said purposes, is a period of 10.05 years computed from the date of said bonds. Section 14. It is hereby determined and stated that the Supplemental Debt Statement required by the Local Bond Law has been duly made and filed in the office of the Borough Clerk of said Borough, and that such statement so filed shows that the gross debt of said Borough, as defined in Section 43 of the Local Bond Law, is increased by this ordinance by $1,611,700 and that the issuance of the bonds and notes authorized by this ordinance will be within all debt limitations prescribed by said Local Bond Law. Section 15. Any funds received from private parties, the County of Bergen, the State of New Jersey or any of their agencies or any funds received from the United States of America or any of its agencies in aid of such purposes (other than the State grants hereinbefore appropriated which shall be applied to the cost of such purposes, but shall not be applied to the payment of outstanding bond anticipation notes and the reduction of the amount of bonds authorized), shall be applied to the payment of the cost of such purposes, or, if bond -10- anticipation notes have been issued, to the payment of the bond anticipation notes, and the amount of bonds authorized for such purposes shall be reduced accordingly. Section 16. The Borough intends to issue the bonds or notes to finance the cost of the improvements described in Section 4 of this bond ordinance (except for Sections 4.H and 4.J). If the Borough incurs such costs prior to the issuance of the bonds or notes, the Borough hereby states its reasonable expectation to reimburse itself for such expenditures with the proceeds of such bonds or notes in the maximum principal amount of bonds or notes authorized by this bond ordinance. Section 17. The full faith and credit of the Borough are hereby pledged to the punctual payment of the principal of and the interest on the obligations authorized by this ordinance. Said obligations shall be direct, unlimited and general obligations of the Borough, and the Borough shall levy ad valorem taxes upon all the taxable real property within the Borough for the payment of the principal of and interest on such bonds and notes, without limitation as to rate or amount. Section 18. The capital budget is hereby amended to conform with the provisions of this ordinance to the extent of any inconsistency therewith and the resolutions promulgated by the Local Finance Board showing full detail of the amended capital budget and capital program as approved by the Director, -11- Division of Local Government Services, is on file with the Borough Clerk and is available for public inspection. Section 19. There is hereby appropriated to the payment of the cost of making the improvements described in Sections 1 and 4 hereof (hereinafter referred to as "purposes"), the respective amounts of money hereinafter stated as the appropriation for said respective purposes. Said appropriation shall be met from the proceeds of the sale of the bonds authorized by this ordinance. No down payment is required for this bond ordinance pursuant to the provisions of N.J.S.A. 40A:2-11(c) and 40A:2-7(h). Said improvements shall be made as general improvements and no part of -2- the cost thereof shall be assessed against property specially benefited. Section 3. It is hereby determined and stated that the making of such improvements is not a current expense of said Borough. Section 4. The several purposes hereby authorized for the financing of which said obligations are to be issued are set forth in the following "Schedule of Improvements, Purposes and Amounts" which schedule also shows (l) the amount of the appropriation and the estimated cost of each such purpose, and (2) the estimated maximum amount of bonds and notes to be issued for each such purpose, and (3) the period of usefulness of each such purpose, according to its reasonable life, computed from the date of said bonds: SCHEDULE OF IMPROVEMENTS, PURPOSES AND AMOUNTS A. Undertaking of the following water system improvements: (i) replacement of water mains, fire hydrants and valves, and leak detection and repair, at various locations; (ii) replacement of the water main at Waldwick Avenue (Nordham Street to Ridge Street); and (iii) construction of water mains at the following locations: Nordham Loop (Waldwick Avenue to Lincoln Place), Centre Street (Waldwick Avenue to Grove Street), Highwood Avenue (Cortland Street to Nordham Street) and Floral Lane (Smithfield Road to Evergreen Street (located in Midland Park)). (i) Replacement of fencing at Well No. 5; (ii) installation of well monitoring equipment at various locations; (iii) funding the Water Utility Fund's portion of the cost of upgrades to the fuel pump management system at the Department of Public Works Yard; (iv) rehabilitation of Well No. 6; and (v) acquisition of new additional or replacement equipment and machinery for the use of the Water Department consisting of (a) a trailer, (b) a trench box and other safety equipment and (c) water meters and meter parts. The cost of such purposes, as hereinbefore stated, includes the aggregate amount of $35,000 which is estimated to be necessary to finance the cost of such purposes, including architect's fees, accounting, engineering and inspection costs, legal expenses and other expenses, including interest on such obligations to the extent permitted by Section 20 of the Local Bond Law (Chapter 2 of Title 40A of the New Jersey Statutes Annotated, as amended; the "Local Bond Law"). Section 6. It is hereby determined and stated that the Water Utility would have been self-liquidating, as defined in Section 47(a) of the Local Bond Law, during the fiscal year beginning January 1, 2025, had there been included in the interest and debt redemption charges for such year an amount equal to interest for one year at the rate of four and one half percentum -4- (4 1/2%) per annum on said bonds or notes, and the amount of the first installment of serial bonds legally issuable to finance such purpose plus an amount for charges as aforesaid with respect to all bonds and notes authorized but not issued for such Water Utility. Section 7. To finance said purposes, bonds of said Borough of an aggregate principal amount not exceeding $1,475,000 are hereby authorized to be issued pursuant to the Local Bond Law. Said bonds shall bear interest at a rate per annum as may be hereafter determined within the limitations prescribed by law. All matters with respect to said bonds not determined by this ordinance shall be determined by resolutions to be hereafter adopted. Section 8. To finance said purposes, bond anticipation notes of said Borough of an aggregate principal amount not exceeding $1,475,000 are hereby authorized to be issued pursuant to the Local Bond Law in anticipation of the issuance of said bonds. In the event that bonds are issued pursuant to this ordinance, the aggregate amount of notes hereby authorized to be issued shall be reduced by an amount equal to the principal amount of the bonds so issued. If the aggregate amount of outstanding bonds and notes issued pursuant to this ordinance shall at any time exceed the sum first mentioned in this section, the moneys raised by the issuance of said bonds shall, to not less than the -5- amount of such excess, be applied to the payment of such notes then outstanding.
