MINUTES FOR THE REGULAR MEETING
OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK
HELD ON TUESDAY, JUNE 9 AT 7:30 PM
Mayor Giordano called the meeting to order and read the Statement of Compliance.
Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Ms. Cericola-Drake Mr.
Martinello, Mr. Ritchie, Ms. Smith and Ms. Wingate. Mr. Brennecke was absent.
Also present: Kelley Halewicz, Municipal Clerk and Craig Bossong, Municipal Attorney.
Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of
silence honoring our Veterans and to remain standing for the prayer.
PROCLAMATIONS & PRESENTATIONS – None.
MAYOR’S REPORT AND REPORTS OF COMMITTEES
Mayor’s Report.
Mayor Giordano thanked the Council members who attended the Memorial Day ceremony and the
Waldwick Public Library's 250th Anniversary presentation featuring George Washington and the
Revolutionary War.
He thanked Chuck Wanamaker for another successful car show.
Mayor Giordano announced he will be attending the ECLC High School graduation ceremony in Ho-Ho-
Kus.
The first summer concert featuring Blues Chambers, a Waldwick resident, will take place on Wednesday,
weather permitting.
Mayor Giordano advised that beginning next month, members of the Governing Body will wear their blue
shirts at meetings.
He also announced that a discussion regarding the Borough's finances will be held under new business in
place of the Mayor's Report at the next June meeting to maintain transparency.
Financial & Administrative Committee.
Mr. Martinello reported that the Finance Committee continues to work on negotiations for the PILOT
program and is focused on securing the best agreement for the Borough.
He noted that the Administrator and Clerk are continuing to work with the Board of Education to schedule
a meeting. They are trying to coordinate a date that works for everyone, including the Borough’s
redevelopment attorney and financial advisors.

He noted that two new police vehicle leases are on tonight’s agenda. These vehicles were included in the
2026 budget and will allow the department to retire and auction three older vehicles. The lease payments
will be funded through the police vehicle fund, which is supported by fees generated through the
departments outside employment program.
He also noted that the certification of the audit report is on the agenda and reflects the Borough’s
continued commitment to financial accountability and transparency.
Fire & Police Protection Committee.
Mayor Giordano noted that Mr. Brennecke was absent and would provide his report at the next meeting.
Public Safety Committee.
Ms. Wingate reported that WALVAC responded to 19 calls in May, resulting in a saving of approximately
$20,000 to the Borough. She thanked WALVAC for its continued service.
WALVAC was on standby at the Community Alliance Car Show and Crescent Day, and no incidents were
reported.
She noted that WALVAC and the Police Department are planning events for the upcoming Junior Police
Academy.
She reported that field usage fees were discussed at the Board of Education meeting and were tabled
until August for further discussion.
Ms. Wingate also noted that the Borough and Board of Education are working to schedule a meeting
regarding the PILOT program to ensure both entities remain informed.
Recreational & Health Committee.
Ms. Smith thanked Bruce and Joann Mitchell for another successful library event and noted that it was
well attended.
She also thanked Chuck Wanamaker and the volunteers for another successful Car Show.
Ms. Smith said she will be unable to attend the first summer concert but hopes for good weather and a
great turnout at Borough Park.
She noted that Tim Gysin is scheduled to perform at the August concert.
She shared information on upcoming library events, including dog caricatures.
Ms. Smith congratulated all Waldwick student athletes on a successful spring season and wished them a
great summer.
REGULAR MEETING MINUTES: 3 JUNE 9, 2026
Public Works Committee.
Mr. Ritchie noted that the Finance Committee meets weekly to discuss financial and administrative
matters and thanked Council President Martinello and Administrator Marquis for their efforts.
He was unable to attend the recent Sewer Authority meeting due to business travel. He reviewed the
Borough’s ongoing efforts to address concerns regarding odors and possible health impacts.
He noted that the Borough does not have control over the Sewer Authority or the sewage that flows
through town but stressed that the issue needs to be addressed. He encouraged residents to continue
making their concerns known.
Buildings & Grounds Committee.
Mrs. Cericola-Drake reported that a contractor recently inspected the HVAC issue on the second floor of
the Administration Building and will provide a quote for repairs.
She thanked Kelley and Borough administration for another successful Primary Election and was pleased
that County Committee results were received promptly.
DEPARTMENT HEAD REPORTS
Borough Administrator:
Mayor Giordano asked Ms. Halewicz to provide the Borough Administrators report in the absence of Mrs.
Marquis. She had no report.
Municipal Clerk.
Ms. Halewicz reported that the Primary Election ran smoothly and thanked the board workers and super
board workers for their efforts. She also thanked the Police Department for returning election materials
to the County and the DPW for assisting with the setup and cleanup.
Attorney.
Mr. Bossong had no report but noted a Closed Session item regarding contract negotiations for about
fifteen minutes.
Mayor Giordano noted that he will have to recuse himself from Closed Session and will turn it over to
Council President to run the meeting.

PUBLIC HEARING & ADOPTION OF ORDINANCE(S)
Mayor Giordano asked the Clerk to read Ordinance No. 2026-#07 by title.
Ordinance No. 2026-#07 - AN ORDINANCE TO AMEND CHAPTER 63 PARK & RIDE LOTS IN ITS ENTIRETY
Council comments. Mrs. Cericola-Drake acknowledged concerns expressed in emails regarding the
changes to the Park and Ride lot. She noted that permit fees had not increased in approximately 20 years
despite rising costs and inflation.
Mayor Giordano reminded residents that the lot is owned by NJ Transit and not the Borough. As a result,
the Borough cannot give preference to Waldwick residents or control who parks in the lot.
Mrs. Halewicz added that the lot has been underutilized for several years, primarily since COVID. She
noted that the Borough has received positive feedback regarding the transition from permits to daily
parking and that the first come, first serve will allow better use of the lot.
Mr. Martinello noted that parking rates are comparable to surrounding communities. He stated that the
current permit system results in an oversold but underutilized lot and that daily parking will provide
everyone with a fair opportunity to park.
Mayor Giordano closed the Public comment. Ordinance No. 2026-#07 was advertised and on second
reading is adopted. This ordinance will go into effect immediately after approval and publication according
to law.

Council comments. Mayor Giordano noted that the Junior Police Academy is entering its fourth successful
year. He thanked the Police, Fire Department, and WALVAC for their involvement and thanked the new
Chief and Police Department for continuing to support the program.

UNFINISHED BUSINESS
Ms. Wingate extended her congratulations to the teachers who received Teacher of the Year.
NEW BUSINESS
Mr. Martinello added his congratulations to the Class of 2026 for all grade levels. He looks forward to
seeing everyone at graduation.
REGULAR MEETING MINUTES: 7 JUNE 9, 2026
PUBLIC COMMENT
Laura Litchult expressed concerns regarding the PILOT program and the scheduling issues between the
Borough and Board of Education. She questioned the financial impact, the status of negotiations, potential
effects on school taxes and enrollment, and asked whether the developer has participated in other
successful PILOT projects.
Jim Shultz expressed concerns regarding the funding of the Board of Education and referenced State
guidance regarding redevelopment review committees.
Chuck Wanamaker thanked the Governing Body, Police Department, and WALVAC for their support of the
Community Alliance Car Show. He also expressed concerns regarding the changes to the train station
parking lot.
Joann Mitchell requested improved visibility of the pedestrian crossing signs near the library.
Ester and Gino Giomaralli thanked Chuck Wanamaker and the Community Alliance for another successful
Car Show. They also expressed concerns regarding increased truck traffic on Harrison Avenue and
suggested no truck signage.
CLOSED SESSION - Any matter permitted to be discussed in Closed Session pursuant to N.J.S.A. 10:4-12
RESOLUTION NO. 2026-189
Authorize Closed Session
WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of
the public from a meeting in certain circumstances; and,
WHEREAS, the Mayor and Council is of the opinion that such circumstances exist.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of
Bergen, State of New Jersey, as follows:
The public shall be excluded from discussions of the Closed Session.
The general nature of the subject matter to be discussed is as follows:
Contract Negotiations
It is anticipated at this time that the above-mentioned subject matter will be made public within 60 days
or as soon thereafter as it is deemed to be in the public interest to do so based on the conclusion of the
matter.
This resolution shall take effect immediately.

Authorizing Annual Appointment of Municipal Representatives to Bergen County Community
Development Regional Committees, FY 2026-2027 Covering Period July 1, 2026 through June 30, 2027
WHEREAS, the Municipality of Waldwick has entered into a three-year Cooperative Agreement with the
County of Bergen as provided under the Interlocal Services Act N.J.S.A. 40A:65a-1 et seq. and Title 1 of
the Housing and Community Development Act of 1974; and,
WHEREAS, said Agreement required that the Municipal Council appoint a representative and alternate
and that the Mayor appoint a representative and alternate for the FY 2026-2027 term starting July 1, 2026
and ending June 30, 2027.
NOW, THEREFORE, BE IT RESOLVED that the Municipal Council hereby appoints COUNCILWOMAN
COURTNEY WINGATE as its representative and COUNCILWOMAN ANGELA SMITH as its alternate and that
the Mayor hereby appoints TATIANA MARQUIS as his representative and KELLEY HALEWICZ as his
alternate to serve on the Community Development Regional Committee for FY 2026-2027; and,
BE IT FURTHER RESOLVED that an original copy of this resolution be forwarded to Robert G. Esposito,
Director; Bergen County Division of Community Development, One Bergen County Plaza, Fourth Floor,

Authorize Waiver of Permit Fees for Waldwick Public Library for the Installation of a Gazebo
WHEREAS, under Chapter 11 of the Code of the Borough of Waldwick, the Mayor and Council at any
Regular Meeting has the right to waive certain fees; and,
WHEREAS, the Waldwick Public Library has filed for building permits associated with construction work to
be completed at the installation of a gazebo; and,
WHEREAS, the Waldwick Public Library has made a written request to the Mayor and Council to waive the
municipal fees associated with the permits.
NOW, THEREFORE, BE IT RESOLVED by the Municipal Council of the Borough of Waldwick that all
municipal fees associated with the permits on behalf of Waldwick Public Library for the above referenced
project are hereby waived.

WHEREAS, the Waldwick Police Department is in need of one new vehicle to assist with providing
administration police services; and,
WHEREAS, the attached quote was from All American Ford of Paramus to lease one (1) 2026 Ford
Expedition vehicle; and,
WHEREAS, N.J.S.A. 40A:11-10 and N.J.S.A. 40A:11-12 permit municipalities to award public contracts
without public bidding when the vendor is an approved state contractor or part of an approved national
cooperative; and,
WHEREAS, the vehicle is on NJCPA Bid # BC-BID-24-43/CO-OP# CK04; and,
WHEREAS, the contracts were awarded through a fair and open process, pursuant to N.J.S.A. 19:44A-20.4
et seq.; and,
WHEREAS, Colleen Ennis, Chief Financial Officer, has certified that $70,659.60, with five yearly lease
payments of $16,411.46 is available in the following appropriation: X-XX-XX-XXX-XXX and has further
certified that this commitment together with all previously made commitments and payments does not
exceed the funds available in said appropriation; and has further certified that the funds available in the
said appropriation are intended for the purpose herein committed.
NOW, THEREFORE BE IT RESOLVED, by the Mayor and Council of the Borough of Waldwick that the
Borough Administrator is hereby authorized to utilize the Bergen County Cooperative Contract with All
American Ford of Paramus, 375 Route 17, Paramus, NJ 07652-2905 to purchase one (1) 2026 Ford
Expedition vehicle in the amount of $70,659.60, with five yearly lease payments of $16,411.46.

Certification of the Annual Audit
GOVERNING BODY CERTIFICATION OF THE ANNUAL AUDIT
WHEREAS, N.J.S.A. 40A: 5-4 requires the governing body of every local unit to have made an annual audit
of its books, accounts and financial transactions; and,
WHEREAS, the Annual Report of Audit for the year 2025 has been filed by a Registered Municipal
Accountant with the Municipal Clerk pursuant to N.J.S.A. 40A: 5-6, and a copy has been received by each
member of the governing body; and,
WHEREAS, R.S. 52:27BB-34 authorizes the Local Finance Board of the State of New Jersey to prescribe reports
pertaining to the local fiscal affairs; and,
WHEREAS, the Local Finance Board has promulgated N.J.A.C. 5:30-6.5, a regulation requiring that the
governing body of each municipality shall by resolution certify to the Local Finance Board of the State of New
Jersey that all members of the governing body have reviewed, as a minimum, the sections of the annual audit
entitled "Comments and Recommendations; and,
WHEREAS, the members of the Governing Body have personally reviewed as a minimum the Annual Report of
Audit, and specifically the sections of the Annual Audit entitled "Comments and Recommendations, as
evidenced by the Group Affidavit form of the governing body attached hereto; and,
WHEREAS, such resolution of certification shall be adopted by the Governing Body no later than forty-five
days after the receipt of the annual audit, pursuant to N.J.A.C. 5:30-6.5; and,
WHEREAS, all members of the governing body have received and have familiarized themselves with, at least, the
minimum requirements of the Local Finance Board of the State of New Jersey, as stated aforesaid and have
subscribed to the affidavit, as provided by the Local Finance Board; and,

WHEREAS, failure to comply with the regulations of the Local Finance Board of the State of New Jersey may subject
the members of the local governing body to the penalty provisions of R.S. 52:27BB-52, to wit:
R.S. 52:27BB-52: A local officer or member of a local governing body who, after a date
fixed for compliance, fails or refuses to obey an order of the director (Director of Local
Government Services), under the provisions of this Article, shall be guilty of a
misdemeanor and, upon conviction, may be fined not more than one thousand dollars
($1,000.00) or imprisoned for not more than one year, or both, in addition shall forfeit his
office.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Waldwick, hereby states
that it has complied with N.J.A.C. 5:30-6.5 and does hereby submit a certified copy of this resolution and
the required affidavit to said Board to show evidence of said compliance.

Ordinance No. 2026-#07 AN ORDINANCE TO AMEND CHAPTER 63 PARK & RIDE LOTS IN ITS ENTIRETY
BE IT ORDAINED that the Municipal Council of the Borough of Waldwick hereby amends Chapter 63 Park &
Ride Lots in its entirety. The changes to Code of the Borough of Waldwick below show deletions to the code
in strikethrough and additions in underline as follows:
§ 63-1. Location.
The improved parking facility operated and maintained by the Borough of Waldwick on lands leased by
the Borough from the State of New Jersey and situated north of West Prospect Street between the
westerly side of Hewson Avenue and the Conrail Railroad tracks is hereinafter designated or referred to
as the "Waldwick Park and Ride Lot."
§ 63-2. Parking Fees by permit only during certain hours.
During the hours between 6:00 a.m. and 610:00 p.m. (prevailing time) daily including Saturdays and
Sundays, except Saturdays, Sundays and national holidays, parking in the Waldwick Park and Ride Lot
shall be restricted to passenger vehicles only that pay the requisite fee as detailed in §48:91-12.2 of the
Borough Code. rate of $4.00 per daily, Monday through Sunday, excluding national holidays with each
parking transaction subject to a $0.XX service charge through Park Mobilethe Borough’s authorized
vendor. with an unexpired Waldwick park and ride permit displayed from the dashboard, sun visor or Formatted: Font: 11 pt, Complex Script Font: 11 pt
otherwise in such a way that the expiration date thereof shall be plainly visible through the windshield
from the center front of said vehicle.
§ 63-3. Permit requirements.

§ 63-43. Restrictions.
A. Head-in parking. All vehicles in the Waldwick Park and Ride Lot shall be parked within a delineated
parking space head in, that is, with the front of the vehicle toward curbs or stops and the rear toward
driving lanes.
B. Registered vehicles only. Vehicles that have not paid the dailyappropriate fee or vehicles which remain past
the expiration of their parking session which do not have currently valid registration tags affixed thereto
shall not be parked in the Waldwick Park and Ride Lot at any timeand shall be subject to a violation
as outlined herein.
B.C. No overnight parking is permitted at any time.
C.D. Removal of unauthorized vehicles. In addition to penalties for violations as herein provided, any
vehicle left parked or unattended in the Waldwick Park and Ride Lot contrary to the provisions of
this ordinance may be removed, and it shall be the obligation of the owner of such vehicle to pay
reasonable costs for the removal and for any storage which may result from such removal before he
shall be entitled to recover possession of such vehicle.
§ 63-5. Adoption of additional regulations.
The Mayor and Council of the Borough of Waldwick may by ordinance adopt and amend rules not
inconsistent herewith for the purpose of protecting and promoting the public welfare by encouraging the
most efficient use of the Waldwick Park and Ride Lot as a commuter parking facility in accordance with
the provisions and intent of the agreement dated September 6, 1977, by and between the Borough of
Waldwick and State of New Jersey. Upon adoption, such regulations shall be posted conspicuously at the
point or points of vehicular access to the lot.
§ 63-6. Severability.
If any clause, provision or part of this ordinance or the application thereof to any person or circumstance
shall, for any reason, be adjudged by a court of competent jurisdiction to be invalid, such judgment shall
not affect, impair or invalidate the remainder of this ordinance.

Ordinance No. 2026-#08 AN ORDINANCE TO AMEND CHAPTER 48 FEES, SECTION 63-3
PARK & RIDE IN ITS ENTIRETY AND SECTION 91-12.2 VEHICLES
AND TRAFFIC - PAID PARKING FEES TO UPDATE FEES
BE IT ORDAINED that the Municipal Council of the Borough of Waldwick hereby amends Chapter 48 Fees,
Section 63-3 Park & Ride in its Entirety and Section 91-12.2 Vehicles and Traffic - Paid Parking Fees to Update
Fees. The changes to Code of the Borough of Waldwick below show deletions to the code in strikethrough
and additions in underline as follows:
§48:63-3. Park and Ride.
A. Fees. Waldwick Park and Ride lot is available on a first come, first serve basis for daily parking through
the Borough’s authorized vendor Park Mobile at a rate of up to $4.00 per day daily excluding national
holidays with each parking transaction subject to a service charge fee set by the Borough’s
authorized vendor.Waldwick Park and Ride permits, valid for three (Student Permit), six or 12
consecutive calendar months, shall be available at the office of the Borough Clerk upon application
thereof and payment of a nonrefundable fee as follows:
(1) Student permit for three calendar months: $80. Formatted: Justified, Right: 0.25", Tab stops: 0.33",

(a) The three month student permit shall only be issued once during a twelve-month period.
(2) Permit for six calendar months: $150.
(a) The six month permit may be issued on or after the 11th day of the calendar month proceeding the Formatted: Tab stops: 0.33", Left + Not at 1"
first month of effectiveness.
(b) Within two months prior to the expiration date, the holder of a six month permit may obtain a permit
valid for an additional six months upon payment of the appropriate fee and surrender of such
currently valid permit; provided, however that permits are subject to availability limitations in
accordance with § 63-3B below.
(3) Annual permit for 12 calendar months: $250. Formatted: Justified, Right: 0.25", Tab stops: 0.33",

(a) The charge for an annual permit may be issued on a pro-rated basis as of the date of registration.
(b) Annual permits are issued on a split year calendar from July 1st — June 30th.
(c) Within two months prior to the expiration date, the holder of a twelve-month permit may obtain a
permit valid for an additional 12 months upon payment of the appropriate fee; provided, however
that permits are subject to availability limitations in accordance with § 63-3B below.
(4) Administrative fee for lost or stolen permits: $25.
B. Limited availability. The number of permits issued may be limited based upon the number of parking Formatted: Right: 0.25"
spaces available at the Waldwick Park and Ride Lot.
C. Transferability. A permit shall be nontransferable and shall only be permitted to be utilized with a
vehicle that is registered with the Borough.
D. Registration. An applicant may register a maximum of three vehicles for which the permit may be
utilized for, so long as all such vehicles are registered to the same address. Proof of vehicle
registration must be provided at the time of application and no such permit shall be issued without
such proof of registration. The applicant is responsible for notifying the Borough of any change in
registration within 30 days of such change. Failure to do so shall

be cause for forfeiture of said permit.
§48:91-12.2. Vehicles and traffic - paid parking fees.
A. Paid parking spaces shall be delineated in paid parking zones as herein established, and parking signs
shall be installed near such paid parking spaces. Upon payment, the Borough’s authorized parking
vendor shall indicate on its mobile application the maximum uninterrupted time a vehicle may
remain parked within the paid parking space. Paid fees will be in the following increments Monday
through Sunday from 6:00 am – 10:00 pm, excluding national holidays:
(1) $0.501.00: for up to two hours.
(2) $12.00: for up to four hours.
(3) $1.503.00: for up to six hours.
(4) $2.504.00: for up to 122416 hours.
B. Each parking transaction will be subject to a service charge fee set by the Borough’s authorized
vendor.$0.40 service charge.

Please take notice that the foregoing Ordinance was introduced and passed on first reading by the Mayor
and Council of the Borough of Waldwick, Bergen County, New Jersey, at the Regular Meeting of said
Governing Body held on Tuesday, May 26, 2026 and will be further considered for final passage after a
public hearing to be held on Tuesday, June 9, 2026 at 7:30 pm in the Council Chambers, Administration
Building, 63 Franklin Turnpike, Waldwick, New Jersey, at which time and place those concerned or
affected thereby may be heard.
Copies of the foregoing Ordinance are available to interested persons at the office of the Municipal Clerk
and may be secured upon application to the Municipal Clerk during regular business hours.

BE IT ORDAINED that the Municipal Council of the Borough of Waldwick hereby amends Chapter 48 Fees,
Section 52 Waldwick Junior Police Academy to set fees for 2026 with annual increase thereafter and
Section 65 Police Training Facility, Nonparticipating Municipal Law Enforcement Agency Use Fee to
increase fee. The changes to Code of the Borough of Waldwick below show deletions to the code in
strikethrough and additions in underline as follows:
§48:52. Waldwick Junior Police Academy.
The fee for participation in the Waldwick Junior Police Academy shall be $100 120. The fee may be
adjusted annually by no more than 4% which amount shall be set annually by resolution.
§48:65. Police Training Facility, nonparticipating municipal law enforcement agency use fee.
The Waldwick Police Training Facility (Pistol Range), may be made available to law enforcement
agencies for a daily use rate of $500 675.
BE IT FURTHER RESOLVED that the ordinance shall take effect upon publication to the municipal website
and adoption as required by law.
