SPECIAL COUNCIL BUDGET MEETING MINUTES: 1 FEBRUARY 7, 2023 MINUTES FOR THE SPECIAL COUNCIL BUDGET MEETING OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK HELD ON TUESDAY, FEBRUARY 7, 2023 AT 8:30 AM Mayor Giordano called the meeting to order and read the Statement of Compliance. Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Ms. Cericola, Mr. Ritchie, Mr. Schatz, Mr. Sciolaro, Mrs. Sherman and Mrs. Weber. Also present: Patrick Wherry, Borough Administrator; Matthew Guilder, Grants Administrator; Colleen Ennis, CFO and Kelley Halewicz, Municipal Clerk. Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of silence honoring our Veterans and to remain standing for the prayer. PUBLIC COMMENT Mayor Giordano asked if any member of the public wished to come forward and to discuss anything and if so, please state your name and address for the record. There was no public to come forward to speak at this meeting. OLD BUSINESS a. 2023 Municipal Budget Discussion CAPITAL BUDGET Police P-1 Police Vehicle – Patrol Mr. Wherry explained that this is the year where one police vehicle is replaced. Last year there were two replaced and next year the department would be slated for two replacements. P-2 Police Vehicle Admin./OEM Lt. Troy Seifert presented to the Mayor and Council his justification for the purchase of an OEM vehicle that would also be used for police department in emergency situations. The vehicle would be utilized for as many incidents as needed. The purchase would bring delivery of the vehicle by end of this summer, lighting installed, the vehicle would be on the road by later September early October. Police Accreditation. Lt. Dowling and Lt. Seifert presented to the Mayor and Council the reasons to move forward at this time with accreditation including cost $52,905 first year, with JIF loan/grant $25,000 = $27,905 first year cost. For subsequent years, JIF provide for 5% off workers compensation and general liability line of $5,000-$8,000 per year going forward. The costs moving forward would be $22,900. The bottom line is that the State and AGs office are coming up with so many directives that are long and involved, written by attorneys and our department needs assistance breaking these down. Accreditation would allow for the firm to assist the Waldwick Police Department with coming into compliance with these policies and procedure as well as standard operating procedures. This has been coming before the Mayor and Council since 2016. The firm will work with the police department over a 3 year period and SPECIAL COUNCIL BUDGET MEETING MINUTES: 2 FEBRUARY 7, 2023 then work with them on re-accreditation. This is in the best interest of our police department and our officers. The other items P-3 and P-4 are slated for FY2024. Fire Department F-1 Platform Aerial Ladder Apparatus Chief Walt Riker, Chief of Operations Andrew Agugliaro, Captain David Guy and Lieutenant Matt Amos presented to the Mayor and Council the $1,900,000 truck the department is requesting. The current ladder is deteriorating and American LaFrance has gone out of business, making it difficult to obtain parts. The new truck will take two and half years to get if they place the order by April. The proposed new ladder is Pierce with 100ft ladder not so much for height but for reach. The chassis would be prepaid and the sale of the old fire truck could be used to offset. The department went to see other trucks and had trucks come into town to make sure the vehicle fit into the fire house as well as being able to maneuver some of tight roads in Waldwick. The department has had numerous repairs already on the ladder since 2004, 2016, 2018 and 2020. If the ladder does not work, the truck cannot be used. The Mayor and Council discussed use of fundraising monies toward the truck, grants were ruled out due to low call volume but the overall consensus is that more work needs to be done, competitive quotes and the fact that the committee cut out the Administrator and Council Liaison from the process which was a requirement. Mr. Wherry went through F-2, F-3, F-4 and F-5 with the Mayor and Council as these are items requested each year. F-6 through F-8 are slated for FY2024 and beyond. The Mayor and Council took a break at 8:07 pm and came back on the record at 8:17 pm. Administration Mr. Wherry explained the items listed below to the Mayor and Council. A-1 Improvements to Hudson Avenue is a NJDOT grant. A-2 Improvements to Bohnert Place is a CDBG grant. A-3 Brookview Park Bridge is being funded by Bergen County Open Space and Waldwick Open Space monies. A-4 EV Charging Station is part of the new parking lot improvement with grant from NJDEP/PSEG A-5 Various IT/Telecom Equipment A-6 WALVAC – bathroom and kitchen A-7 WALVAC – 2 Lucas Chest Compression Machines Corps will fund one and the Borough will fund the other. They are $16,550 each. A-8 AED for Borough Hall, DPW, Senior Center all other buildings have AEDs. A-9 Park Space Acquisition is for HCA Park and the home. Open Space was out to walk the project with us and they believe it is a great fit for BCOS monies. A-10 through A-13 are slated for FY2024 and beyond. DPW Mr. Wherry explained the items listed below to the Mayor and Council. SPECIAL COUNCIL BUDGET MEETING MINUTES: 3 FEBRUARY 7, 2023 Items D-1 Road Resurfacing, D-2 ADA Ramp Upgrade, D-3 Traffic Devices and D-4 Storm Water Repairs & Grates These items are to be determined based on other cuts the Council makes to balance the budget. D-5 Thermoplastic Striping this is the striping for the roads. D-6 Malcolm Street Pump, Control/Rehab/Sewers this pump is in need of replacement. D-7 Pool Concrete Repair, Paint Pump Upgrades this will solve some of the problems were are having with water loss. D-8 Electrical Upgrades – Borough Park as the Borough has more events in Borough Park, there is a need to upgrade our lighting. D-9 Sewer Truck – this is just for the back of the truck. D-10 through D-20 are slated for FY2024 and beyond. Water W-1 Infrastructure Improvements is in the budget each year for various improvements, hydrants, valve and things of that nature. W-2 Well House Roofs this item was from last year and they roofs are in need of replacement. W-3 Tank Repairs our two tanks in Wyckoff are in need of a cleaning and cleaning evaluation to determine what repairs need to be done. W-4 Booster Station Generator Hook Up & Tow Behind Generator W-5 New Water Main Loop (Hemlock and Evergreen) W-6 New Water Main Loop (Sheridan and Bergen) W-7 Sample Ports W-8 Utility Water Truck the truck they currently have is 10 years old W-9 Whachs valve nut RX The Mayor and Council discussed the items above and would like to keep all these items in the budget. W-10 Mini Excavator – split cost – ½ water & ½ roads is slated for FY2024.
