Call Meeting to Order - Record Attendance The meeting was called to order by Chair D. Brinza at 7:30 am. Members present: D. Brinza, G. Carey, J. DeGroot, C. Ludwick, L. McNees, D. Schmalzel, R. Smith, S. Zokoe, T. Hiller, and P. Goodale. Also present: Commissioner Melanie Grooters, City Engineer Scott Conners, Communications Manager/DDA Business Relations Manager Nicole DiDonato, DPW Director Gary Postema, Planning Director Paula Priebe, Assistant City Manager Frank Wash, Matthew Tipping and Jacob Jones with Century A&E. 2. Approval of Minutes Following review by members, the DDA meeting minutes for June 20, 2023 were approved on a motion by R. Smith, with support by D. Schmalzel. Motion carried. 3. Streetlighting Project Update Matthew Tipping, P.E. and Jacob Jones with Century A&E gave another update to the DDA regarding the streetscape lighting project. M. Tipping also reviewed wireless lighting control options and pricing with DDA and inquired about their preference. There was discussion held and members unanimously expressed their desire to stay with the original lighting fixture without wireless connect-ability for the Request for Proposal. It was also decided to extend the project completion window from May 31, 2024 to the end of summer to help attract more bidders and possibly better bid rates. The sub committee meeting scheduled for next week was cancelled. 4. Business Relations Manager Updates Nicole DiDonato: • Reviewed the survey responses she received from businesses within Standale and some of the one-on-one meetings she has had with Standale business owners • Suggested creating a sub committee consisting of a few members of the DDA and some Standale business owners within the DDA to discuss branding/new logo. • She provided an update regarding the summer concert series and some takeaways for future events. • Discussed the database she is creating of the DDA businesses and contact information. Upon request by D. Brinza she will be sharing the database with DDA members. 5. Planning Updates Paula Priebe stated: Page 2 of 3 • Valvoline Oil - 153 Wilson Ave NW - Final Area Site Plain Review was approved at the Planning Commission. Building permits have been applied for and they are are in the early release stage. • Adobe In & Out - 3970 Lake Michigan Drive NW - will go to the Planning Commission August 16th for Site Plan Review. • El Tapatio Mexican Grill & Bar - 363 Cummings Ave NW - has applied for a liquor license through the clerk's office. However, she stated that before it can go to the City Commission for consideration, the business needs to go to Planning Commission for a Special Assessment Use permit and CDD is waiting for an application to be submitted. • Vista 45 project the company has had meetings with MDOT and has worked through some of their traffic problems. She stated that they are revising their preliminary site plan and she anticipates it going to the Planning Commission for review in September. 6. Other Business/Updates • R. Smith inquired about the progress of the Lincoln Lawns project • S. Conners reviewed the concept that was drafted for a sidewalk connectivity project that would connect the city's Community Park to the city's Fire Station #2 parking lot on Lake Michigan Drive. The total cost estimate was around $226,000. • T. Hiller requested that F. Wash lead another white-board exercise to discuss updates to the DDA Plans project list, discussing what improvements members want to see in the DDA. • D. Brinza inquired what the city's ebike regulations are for city owned trails. • S. Conner provided an update on the Kinney project. He stated the project would be on Kinney Avenue from Lake Michigan Drive running north to Leonard Street. The design would transition the rural two-lane road section into three lanes and would consist of enclosing the ditches and putting in storm sewers. 7. Next Meeting Date and Time - The next Walker Downtown Development Authority meeting is scheduled for September 19, 2023 at 7:30 AM 8. Adjournment - A motion was made by R. Smith, with support by J.
