Kent District Library - Walker Branch Mayors, Commissioners, Managers Comments Public Comment Adjournment Page 1 of 44 CITY OF WALKER POLICE DEPARTMENT INTER-DEPARTMENTAL MEMORANDUM DATE: March 1, 2026 TO: Mayor Carey, Commissioners, and City Manager Gallagher FROM: Chief of Police Keith Mankel SUBJECT: MONTHLY POLICE DEPARTMENT REPORT FEBRUARY 2026 I am pleased to share that the Walker Police Department has successfully completed and received approval for re-accreditation through the Michigan Law Enforcement Accreditation Commission (MLEAC). This achievement affirms that our department continues to meet the highest professional standards in policy development, training, and operational best practices. Currently, only 98 agencies statewide have achieved accredited status through the Michigan Law Enforcement Accreditation Commission. This distinction places Walker among an elite group of departments committed to excellence, accountability, and continuous improvement. Our policies and training reflect the most current and qualified standards in modern law enforcement, ensuring we provide the highest level of service to our community. Several members of our department attended the Michigan Association of Chiefs of Police conference held in Grand Rapids. The conference focused heavily on proper use-of-force training and reinforcing de-escalation techniques whenever possible. These discussions emphasized the importance of ongoing, scenario-based training to ensure our officers respond professionally, lawfully, and with sound judgment. As always, we returned with valuable knowledge and new ideas to further enhance our training programs and maintain the highest professional standards. I had the opportunity to view the interview process for our next City Manager. Following a full day of interviews conducted by the City Commission, Shay Gallagher was selected to serve as Walker’s next City Manager. We look forward to working with Mr. Gallagher and benefiting from his prior experience as we continue moving our city forward. I attend a roundtable with local nonprofit organizations that meet three times each year. During these meetings, we discuss current trends and emerging needs within our community, as well as identify new resources that may be available to better serve those in need. One of the most valuable aspects of this collaboration is the opportunity to share information and coordinate resources. Page 2 of 44 Patrol Patrol responded to a home invasion at an apartment complex in the south district. The suspect broke into the apartment and assaulted an occupant inside. The suspect fled the scene on foot and was located by patrol officers who took him into custody. Patrol responded to a report of a felonious assault in the north district where a subject displayed a firearm during a road rage incident. Patrol responded to a home in the south district where a subject was recklessly discharging a handgun in his back yard. There were numerous callers reporting multiple shots in the area. The officers checked the area and located numerous spent 9mm shell casings to support the shots fired. It was determined that no one was hurt and the homeowner was charged with illegal discharge of firearms. Patrol officers responded to a strong-armed robbery at a retail business in the north district where $4,000 of merchandise was taken. The suspects fled from the store before officers arrived. An area search was done to attempt to locate the suspect, however they were not located. The case is turned over to the detective unit. Patrol drone pilots performed 2 drone deployments in February 2026. Road patrol investigated 1113 offenses this month compared to 1090 last month. Patrol officers completed 60 crash reports during the month of February. Patrol officers conducted 373 traffic stops. Officers issued 178 citations with 223 total violations this month. Patrol officers made 107 arrests in February and responded to 32 medical calls. Investigations Detectives investigated a retail fraud in the north district. A suspect stole $300 worth of merchandise and fled into a nearby theater. Investigators looked at surveillance footage from both businesses and were able to identify a suspect. Detectives interviewed the suspect, and he confessed. Detectives investigated a check fraud where the suspect passed bad checks at both a south district business and a north district bank. Investigators identified the suspect. He was found to be incarcerated at the Van Buren County Jail. Detectives went to Van Buren to interview the suspect. He confessed and was charged with several counts of check fraud. Detectives investigated a retail fraud in the north district. A male and female ran out of a beauty store with over $2,000 worth of merchandise. An employee attempted to stop them from leaving, but they ran around him and fled the scene. Investigators viewed the surveillance footage and were able to determine the identity of the female. She is from the Muskegon area and is currently on probation for theft. After being picked out of a photo lineup by the witness, the suspect confessed to detectives. She was charged with felony retail fraud. The male accomplice remains unidentified. Page 3 of 44 Detectives investigated another retail fraud from the same beauty store. A woman fled from the business after stealing over $1,200 worth of perfume. Investigators viewed the surveillance footage and developed a suspect. The suspect was picked out of a photo lineup by the witness. Detectives were unable to locate the suspect, who is from the Kalamazoo area. A felony warrant was authorized by the prosecutor's office. Several Walker PD detectives testified in the trial of Diminick Jones. Jones stabbed his girlfriend at a south district apartment complex in 2023. The jury found him guilty of assault with intent to murder. VICE KANET responded to assist the Walker PD on a traffic stop in the north district. Following a K-9 sniff of the vehicle, officers conducted a search. Seized from the vehicle was: 8 ounces of methamphetamine, 5 grams of fentanyl, and an ounce of illegal mushrooms. The driver was charged with multiple felonies. KANET detectives executed a search warrant in Gaines Township, stemming from an investigation into the sale/delivery of methamphetamine. Upon executing the search warrant, the suspect was placed under arrest. Detectives seized 154 grams of methamphetamine, scheduled analogues, and scales. KANET detectives executed a search warrant in the city of Grand Rapids, stemming from an investigation into the sale/delivery of methamphetamine. Upon executing the search warrant, detectives seized a pistol, 21 grams of crack cocaine, 8 grams of cocaine, 1.3 grams of fentanyl/heroin mix, 4 grams of methamphetamine, and approximately $2,500 cash. The suspect was arrested at the scene. Flock Officer Searches: 427 Hot List Hits: 405 Suspects Identified: 0 Vehicles Identified: 0 Arrests: 0 Community Outreach and Engagement Throughout February 2026, Officers Glass and Harkema continued collaborating with new property owners along Alpine Avenue, including GR Square and the former Friday’s location, to address ongoing nuisance and trespassing concerns. Information related to these issues was shared with the road patrol to ensure consistent enforcement and follow-up. The officers also established a monthly coffee group at Coventry Woods to strengthen relationships with residents and proactively reduce unnecessary calls for service. During this time, Officer Glass conducted a building security assessment at Calvary Chapel Church and began coordinating future safety training for church staff. Page 4 of 44 Additionally, the officers met with Standale area business owners to discuss trending calls for service and review proper trespassing procedures, as several businesses indicated uncertainty about the process. They attended a HOPE Collaborative meeting to provide input on upcoming community initiatives and determine areas for police department involvement. Officers Glass and Harkema also helped the Grand Rapids Community College Police Academy as role players during a scenario-based training day. Officer Harkema attended, while Officer Glass took part in the Special Olympics Polar Plunge in support of community engagement efforts. The officers further helped with traffic control during the final leg of the Run Across Michigan Folds of Honor Run, which traveled through Standale into Grand Rapids. Officer Harkema also helped the Grandville Police Department School Resource Officer with truancy and welfare checks in the south district. Training Mandatory in-service training for February 2026 consisted of a six-hour session focused on the fundamentals of de-escalation, instructed by the department’s Force Science De-Escalation instructors. Personnel were also trained on how to access and navigate the new Axon Standards platform, which will be used for completing use-of-force reports, foot and vehicle pursuit reports, award nominations, equipment requests, internal affairs investigations, and background investigations. This online system will streamline internal document tracking, generate relevant statistical data, and provide command staff with efficient access to critical information. Specialized training during the month included a Peer Support CISM refresher and attendance at Michigan Commission on Law Enforcement Standards (MCOLES) Instructor Development training. Two members progressed to Step #2 of the FTO process and are expected to move to Step #3 next month. We have added some cameras and other IT related items after our walkthrough with the IT vendors. Cabling is starting, hardware is either on-hand or ordered and will be configured over the next month. Page 11 of 44 • Email server move – We need to move to Microsoft’s Government Cloud to assist in meeting compliance for the PD and court, and help with accreditation with PD. We are targeting Saturday, April 11th for this move. On Saturday morning, you will stop receiving email, and it will appear like email does not work anymore. On the backend no email will be lost, but there will be a period of time where it appears that you did. At some point on Saturday, you should be asked to sign into your email again. With that said, there is a very real possibility you will have to work with IT to get into your email again. We will have people onsite helping Police/Fire and anyone else that needs assistance Saturday April 11th and Sunday April 12th all day to include at the start of the day and night shift for Police/Fire. • eWarrants – looking at using Adobe signing. • Income Tax automation – working with i3 Verticals and the Income Tax department to further automate their data entry tasks. We are considering using an AI-based solution to assist with this. Our current software vendor that we use to process income tax, Innovative/CityTax, is not responsive and is holding up this project. No update on this, Innovative/CityTax is not responding to emails and calls. • Fire – Updating and upgrading the network and computers in all the fire vehicles. Once done this will allow advanced GPS based dispatch. We will close our 2026 March Board of Review after the letter appeal day tomorrow – then I will wrap up all the paperwork and reports to get them ready for delivering them to Kent County Equalization next Tuesday. Once that is done, we can roll the database over to 2027 and start the process all over again. Randy Smith has resigned from our Board of Review. We still have the three people that we need for our Board, so there is no need to fill that position currently. Randy was an awesome person to serve on our Board – very knowledgeable with real estate, development, and issues with homes. He will be missed. Thank you for your service, Randy, it was greatly appreciated. I am retiring at the end of the month, so this will be my last monthly report. Page 34 of 44 CITY OF WALKER ENGINEERING DEPARTMENT MEMORANDUM TO: Shay Gallagher, City Manager FROM: Scott Conners, P.E., City Engineer / Public Services Director DATE: March 11, 2026 RE: March Staff Report - Engineering In the paragraphs below we will provide updates on 3 topics that will require a significant amount of energy throughout the month of March and into the spring. Walker Library: We are about to begin an important stage of Library construction. Inside the building we are beginning to see drywall installation. This will continue as rough-in work for electric, plumbing and heating/cooling is completed. The process of commissioning (testing and certifying) these utilities is also beginning. Outside of the building the spring weather will bring a significant effort related to site work. One of the first things we will see is the new driveway that runs between the new library and our main city hall entrance. We hope to open this driveway with a temporary surface to allow for better circulation in the front parking lot. The new covered walkway entrances to City Hall are also on the horizon. We are anticipating the removals to take place on March 19th and 20th. Unfortunately, we are still months away from restoring the parking that will be adjacent to the existing covered walkway entrance. But the work is beginning! Thanks for everyones patience as we navigate the construction zone to participate in various commission meetings, pay taxes, and attend to daily city business. We can see the finish line! Emergency Management: The Engineering Department has some very basic roles in our Emergency Management Plan. The primary roles are assisting with Damage Assessment and preparing maps and reports to assist the overall city team. When an emergency involves flooding, we have a more active role that includes proactive work and reactive response. This task becomes increasingly important in the spring. Page 35 of 44 Our preemptive duties generally focus on our FEMA certified floodwall between Turner Avenue and US-131. This floodwall requires annual inspection and certification to ensure that there are no breaches. The City is also required to test and maintain a series of back flow preventors that close when the Grand River rises above it’s banks. These large iron gates allow water to outlet to the river from the storm sewer system in Turner Avenue. The gates close when backwater pressure from the river rises and pushes upstream and back towards Turner. The Grand River flooding is usually very predictable as it often takes 3-4 days for heavy rainfall to make it’s way downstream. The headwaters of the Grand River start in Jackson and then run through Lansing on the way to Grand Rapids, Walker, and eventually Lake Michigan. The National Oceanic and Atmospheric Administration (NOAA) uses river gauges to monitor the elevations and predict peaks in the flow & depth. The recent storms are anticipated to cause an increase in the Grand River of just over 2’ in the next 4 days. The image below shows the official forecast. Page 36 of 44 Private Development Activity: Two large developments have each received their stormwater and soil erosion permits. Earthwork has begun on both the Vista 45 and Highview (formerly Lewis Farms) sites. Each of these projects will include public utilities to serve a large base of rental units. The fine details included in the sanitary sewer, watermain, and street improvement plans are still being massaged into their final forms. Both projects will require approval by our utility partners in Grand Rapids. That work should be permitted in the next 4-8 weeks. Mass balancing of the soil on the site will take place before the utility installation begins. There are several other residential projects working through this approval process. We anticipate a very busy year with the inspection and oversight of the public components of these projects. Assistant City Engineer, Travis Mabry, is charged with monitoring these activities. Staffing changes this month: 1. Three Paid on Call Firefighters are joining the team in March. Welcome Sasha Schuitema, Tyden Ferris, and Daniel Heitzman! 2. Shay Gallagher was hired by the City Commission as City Manager. His first day is March 5th. Welcome Shay! There are police officer and paid on call candidates in the pre-employment screening process. We hope to have them on board in a few weeks. More details soon. Initial interviews were held for the Deputy Court Administrator position. A second round of interviews with Judge Christensen will occur in March to finalize the selection of a candidate. More details next month. Julie Fend’s retirement date is set for April 30th. Work continues filling the City Assessor job opening. We are looking into alternative options and working with the City of Grandville to determine if there is a possibility for shared services with them on this position. Kelly Smith’s retirement date is set for March 31st. Darrel Schmalzel retired on February 28th after almost 28 years of service to the City of Walker. Congrats Darrel and Happy Retirement! Current employment:  8 Elected Officials  134 FT Employees  37 PT Employees  40 Seasonal Employees  15 Paid-On-Call Employees Payroll & Benefits: 1095-Cs were submitted to the IRS and copies sent to employees at the beginning of February. We audit payroll and benefit records in the months of February and March. We review payroll deductions, leave balances, employees lists, benefit enrollments, etc. to ensure all data is accurate and applied correctly. We take this time to clean up files, close out the calendar year documents, and store or purge retention items as required. The Personnel Committee met to discuss the Municipal Employees’ Retirement System (MERS) Deferred Retirement Option Program (DROP) benefit pertaining to the Police Command and Police Administration division. This program allows an employee to sign up and set a specific retirement Page 38 of 44 HR Department Staff Report (cont.) date (up to 5 years in the future) while deferring their pension payments until that specified date. Discussion was held regarding succession planning efforts for leadership in the Police Department, cost of the program, required financial contributions to allow for benefit enhancement to the plan, and employee interest. Chief Mankel will discuss the program with those in the division and report back regarding interest to help the committee determine if spending additional funds to offer this benefit would be valuable. Page 39 of 44 CITY OF WALKER WALKER ICE AND FITNESS CENTER MEMORANDUM TO: Mayor, Commissioners and City Managers FROM: Mary Kay Sherman DATE: March 10, 2026 RE: February 2026– City Staff Report Rec Dept: • 410 kids are registered for spring soccer. • We are busy working on practice permits, game schedules, soccer official schedules, shirt order, etc. for soccer season, practices start April 6. • We had a group of our senior gym members help us stuff eggs, 1900 eggs were stuffed last week, and another group comes this week. • We are still looking for help the day of the Easter egg hunt – March 28th from 9:30-12pm. • Park rentals have started coming in on a weekly basis. • Adult softball registration is open online. • Memorial Day parade registration opens on April 1. We have already been getting inquiries about registration. Fitness Dept: • 2026 New Year Weight Loss Challenge Winners. Matt Goodrich lost 7.21% & Pat Snyder lost 8.27%. • Hired another Fitness Instructor to help sub classes--Mallory Feyen. • As of 3/1/26 we have 3855 members to the gym. • March specials for the gym: o Tanning Punch Cards are $10 off – now $33 for 10 sessions o Personal Training – Buy 6 session package and get one addition session free. Facility • Room rentals continue to be fully booked on weekends. • The Little Free Food Pantry continues to be visited more and more by those in need. • Trane has begun installation of the new Chiller Unit in the Mezzanine. Project completion date is May 1. • Kenowa Hills High School will be hosting their blood drive here at the WIFC in our meeting rooms on March 16 & 17 from 11am-6pm. Walk-ins are welcome! Page 40 of 44 Ice • We hosted our biannual Try Hockey for Free Event at the WIFC this past Saturday. We had 81 skaters attend!! This is the largest group we have ever had participate for this event. Great times were had, skaters fell in love with the sport and got better in a short time. Thanks to the HAWK Coaches, HAWK Bantam A players, and the Lake Effect Figure Skating Club for volunteering to coach for this event and Gillian for coordinating! • Our HAWK hockey season is winding down with our teams participating in Little Caesar's Championship weekend and final tournaments this upcoming weekend. What an incredible season! Spring Hockey Tryouts begin March 16th with Fall Tryouts to follow the week of May 18th. HAWK is posied to be the second largest Association in our immediate area of West Michigan--all on one sheet of ice! • Our next session of Learn to Skate and Learn to Play begins March 14th. Due to overwhelming interest, we have added an extra half hour to the time slot. We anticipate over 130 participants during our 1.5 hour of ice • The Semi Pro team West Michigan Sentinels will be playing their playoff games at the WIFC! First two games of their home playoff run is Saturday March 21 at 5pm and Sunday March 22 at Noon Page 41 of 44 X Jan CITY OF WALKER INCOME TAX DEPARTMENT MEMORANDUM TO: Mayor, Commissioners, City Managers, Finance Director FROM: Cherie Roberts, Administrator DATE: March 11, 2026 RE: February 2026 Monthly Staff Report Individual Income Tax We have started processing 2025 returns with refunds as of 3/1/2026. We have received approximately 4300 e-filed and paper returns to be processed. 95% of all W-2/W-3s received from our employers have been reconciled. This makes it possible to accurately process returns as we can verify that the withholding reported on the return matches what the employer paid in withholding. A big shout-out to Judy and Alana for great efficiency in reconciling these processes. Corporate/Partnership Income Tax We are starting to receive 2025 Corporate and Partnership returns. Other Page 42 of 44 CITY OF WALKER Finance/Treasurer Department Staff Report March 2026 Property Taxes: Based on State of Michigan property tax law, the City of Walker concluded the collection of 2025 property tax bills for real property (which is considered land and buildings) on March 1. After the March 1 cutoff, real property tax bills must be paid to the Kent County Treasurer. In early March of each year, all local units of government go through a property tax process referred to as “settlement” with their local County Treasurer. During the settlement process, the local unit verifies the amount of property taxes billed by taxing unit and then reconciles the payments made to each taxing unit. Once the records have been verified and reconciled, the local unit then transfers the unpaid real property tax information to the County. The local unit and the County then “settle” on the amount of unpaid real property taxes that are turned over to the County. However, the local unit continues to collect unpaid personal property taxes (which are based on the value of items within businesses such as furniture and fixtures, tools, machinery, etc). Walker began the collection of 2025 property taxes on July 1, 2025. Between that date and March 1, 2026, Walker processed 17,131 property tax payments for a total tax collection of $64,803,071. The settlement process between the City of Walker and Kent County for the 2025 property tax roll is in progress and our reports have been forwarded to the county. Completion of this process should occur within the next week or two. Finance: The Walker Finance Committee met on February 23, 2026 to discuss the first draft version of the proposed Fiscal Year 2026/2027 budget. The meeting went well, and revisions were discussed. A second draft of the proposed FY 2026/2027 budget will be prepared and reviewed in April 2026. A recommended FY 2026/2027 budget will be presented to the full City Commission for approval in June 2026. Budget amendments for the current fiscal year are being created. These amendments will be reviewed by the Finance Committee and then presented to the full City Commission for approval. My goal is to complete this process by mid-April 2026. This includes items checked out and renewed for more loan time. We held 13 programs attended by 249 patrons and attended 5 outreach events attended by 223 community members. Library Updates In February, the Walker team and a few other KDL Staff toured the new library with Gabe Baumann from OAK. Staff were excited to see the new library from the inside for the first time! Kent District Library is encouraging adults to get “On the Same Page” with reading. KDL is thrilled to announce that the book that will build community as everyone reads and discusses the same title is The Women by Kristin Hannah. On the Same Page will include book discussions, programs focused on the themes in the book and a Meet the Author event at 6:30 PM on Tuesday, June 9 at the Godwin Heights High School Auditorium. The author event will feature Kristin Hannah and special guest Megan Chance, who The Walker Team touring the new library share a long-standing friendship. Programming and Outreach On February 13th, we held the program Polar Pals at Walker Ice and Fitness Center. Children learned about winter animals through craft and play in the room right next to an ice rink! A big thank you to our friends at the Walker Ice and Fitness Center for sharing their space with our community so we can continue to offer fun and educational programs while we are in the temporary location.
