Kent District Library - Walker Branch Mayors, Commissioners, Managers Comments Public Comment Adjournment Page 1 of 46 CITY OF WALKER POLICE DEPARTMENT INTER-DEPARTMENTAL MEMORANDUM DATE: February 3,2025 TO: Mayor Carey, Commissioners, and City Manager Schmalzel FROM: Chief of Police Keith Mankel SUBJECT: MONTHLY POLICE DEPARTMENT REPORT – JANUARY 2025 Winter weather continues to challenge many this month, with numerous slide-offs and crashes occurring. We are reminding the motoring public via social media to slow down and drive with due care and caution during these treacherous conditions. Additionally, we are addressing numerous complaints about abandoned vehicles hindering snow removal. This month has brought several transitions within the department. The most significant announcement is the retirement of Detective Shawn Bailey. A lifelong member of our community, Detective Bailey, has dedicated 33 years of service to our city. We wish him all the best in his next endeavor. Other personnel changes include Officers Nicole McMains and Jonathan Stevens joining the detective unit. Detective Tiffany Elliott has transitioned back to road patrol on the day shift. Officers William Grabinski and Ethan Mickey have successfully completed field training and are now on solo night patrol. We are also proud to announce the promotion of Officer Kurt Bindus to the rank of Corporal. Corporal Bindus fills a vacancy left by Sergeant Frank’s retirement in October. Lastly, we are excited to welcome Sydnie Rohn to our team. Sydnie, a Saranac High School graduate, earned her degree from GRCC in 2017. She previously served with the Portage Police Department for six years before taking time to be a stay-at-home mom. With her wealth of professional experience and dedication to law enforcement, we are thrilled to have her join our team. Page 2 of 46 Patrol During a winter storm event in January, patrol officers were extremely busy, handling 22 crash reports in a single day. Many of these involved multiple vehicles and pileups. In addition to those reports, officers responded to various traffic hazards and slide-offs that did not require crash reports. To assist, additional officers were called in, and the mobile command center was deployed to manage large crash scenes. Patrol officers also responded to a medical emergency involving an infant who was not breathing. Sadly, life-saving efforts were unsuccessful. The officers present participated in a debriefing with our CISM team that evening. In another incident, patrol officers initiated a traffic stop on a vehicle in the south district. The driver failed to stop, leading to a short pursuit that was quickly terminated. Later that evening, officers located the suspect vehicle near an apartment complex in the same district. After boxing the vehicle in, the driver was apprehended following a brief struggle. Additionally, patrol drone pilots conducted one drone deployment in January. In total, Road Patrol investigated 1,298 offenses in January, compared to 1,245 the previous month. Officers completed 109 crash reports and conducted 389 traffic stops. They issued 207 citations, with 263 violations, and made 108 arrests. The team also responded to 118 medical calls during the month. Training In January, mandatory in-service training at the Walker Police Department focused on one-on- one instruction with the new Taser 10 platform. For the first time, the training also incorporated virtual reality (VR) sessions using the new Axon system. Targeted training in January included background investigator training, Field Training Officer (FTO) training, and in-house field training for a new hire. Community Outreach and Engagement Officer Harkema and Officer Glass supported the KCTC Criminal Justice program by assisting with call-for-service scenarios on several afternoons. Officer Harkema also collaborated with the 3 Mile Project on a service project involving Kenowa Hills. Additionally, both Community Outreach and Engagement Officers helped the GRCC Police Academy with call-for-service scenarios. Officer Harkema attended a meeting with several community leaders to discuss the services the police department can offer in terms of referring individuals to various community resources. He also met with a representative from Backing the Badge to gain a better understanding of the peer support services available through their Employee Assistance Program (EAP). Page 3 of 46 The Walker Community Cares initiative received a delivery of car seats from Helen DeVos, which were purchased by the Trevor P. Slot Foundation. Investigations Detectives investigated a retail fraud incident at a north district business. The female suspect stole over $700 worth of merchandise. Investigators reviewed the surveillance video and developed a suspect. The employees were able to pick the suspect out of a photo lineup and the prosecutor's office issued felony retail fraud charges. Detectives responded to the scene of an infant death in the north district. After an extensive investigation, the death was found to be accidental. Detectives investigated a fraud at a south district grocery store. The victim left her purse in a shopping cart and drove home. She later discovered unauthorized activity on her credit cards. Detectives reviewed surveillance footage from the store. Using the surveillance footage along with Flock cameras, a suspect was developed from the vehicle description. The suspect was interviewed and denied the allegations. Charges are pending. VICE During the month of January, KANET conducted 28 controlled purchases of narcotics using confidential informants to purchase narcotics from several different suspected drug traffickers within Kent County. KANET Detectives responded to a total of 28 call outs and executed seven residential search warrants. KANET Detectives conducted multiple MLCC inspections and Tobacco compliance checks. Violations were addressed. KANET Detectives were contacted regarding a narcotics investigation stemming from a traffic stop conducted in the City of Walker. The driver was arrested for driving while their license was suspended. Officers then located two grams of methamphetamine in the vehicle. The driver was arrested and lodged at the KCCF. KANET Detectives were contacted regarding a narcotics investigation stemming from a traffic stop in the City of Walker. KCSD Deputies arrested the driver for driving without a license. Deputies then located one gram of methamphetamine inside the vehicle. The driver was arrested and lodged at the KCCF. KANET Detectives were called to the scene of a narcotics investigation stemming from a traffic stop conducted in the City of Walker. The driver was arrested for driving with a suspended license and the passenger was arrested on their outstanding warrant. Officers located and Detectives seized over two grams of fentanyl, multiple analogues, one gram of MDMA, LSD/ACID, and two digital scales. Both vehicle occupants face multiple narcotic charges, and the investigation remains ongoing. We have narrowed down the issue to a problem with the modems, working with support on a fix. Project Highlights • Fire – Deploying TVs in all the stations that display the Computer Aided Dispatch (CAD) system. This project is complete. • Library – Continuing to work with the library consultants on the Walker portion of the new library build and the systems Walker IT supports, such as the physical security system. • Smart Board – Smart Board has been setup. We are working with departments on how to use it and how it fits into items such as plan reviews. • Fiber – Working with Kenowa Hills and Turnkey (fiber contractor) on adding redundant fiber and relocation of fiber for the Fruitridge bridge project. • IT Processes – We are working to automate more backend activities such as patching and new setups. Also working on new proactive processes such as monthly checks on equipment. I leave for some Florida sun this Saturday (8th) for a week, so I am turning this report in very early for me. Taylor is heading to the hospital this weekend – her doctor is going to induce her labor, so she will have her first baby this weekend. We are so happy for her and Kyle! She will be off work for the next month on maternity leave. In the meantime, Rachel continues to work on her master’s for Assessing (MMAO). She is doing a great job and has class (virtual) and homework every week. Once a month she attends a class in person, on a Saturday and this weekend is that class. She is being challenged, but she is doing great. As far as work goes, personal property statements are due February 20th, so they are coming in slowly. That last week is when most companies turn in their statements, so we should get inundated with those roughly the 20th to the 25th. Once we get all those processed and into the system, we will be able to order the 2025 Assessment Change Notices for our personal property class. Today I ordered the 2025 Assessment Change Notices for our real property. KCI should have them in the mail by the 14th. Again, we are seeing some huge increases in Assessed Value for 2025 (+11.09% for commercial, +12.36% for Industrial, and +11.14% for Residential). The good thing is that the Inflation Rate Multiplier (formerly CPI) for 2025 is +3.1% - the last two years it was +5% (the max), so everyone’s Taxable Value will only increase by 3.1% (unless there was a transfer of ownership last year or there was new construction). Next month we will hold our March Board of Review, where property owners can come in and appeal their 2025 valuation to the Board. We expect it to be slow again this year, for the simple reason that most people know that property is selling at large values, so they understand that their Assessed Values are going up a lot. Page 36 of 46 MEMORANDUM TO: Mayor, Commissioners, and City Managers From: Gary Postema, Director of the Department of Public Works DATE: February 12th, 2025 RE: DPW Monthly Report – January 2025 BUILDING MAINTENANCE • Trane repaired MAU1 and did annual boiler inspections. • New insulation door trim was installed on the mechanics garage doors • Did several small jobs for Library to help with the move • Had several set-up and tear-down in commission chambers • Met with different contractor to get quotes on some upcoming jobs • We worked with Trane on some issues at the senior center SIGN SHOP • Made 32 road signs. Installed/replaced 20 • Installed graphics on 1 police car • Library move help and signage • Snow Plowing and Salting roads • Worked on a plan for the replacement of old signs GARAGE Police • Car 318 was completed by great lakes upfitting in January. When it was brought back, we installed the rear shelf system and power inverter. The sign shop did all the decals, and it went into service. • The Second Detective blazer was finished and put into service this was built in house. • The old SRT truck was removed from service, and we stripped all the valuable lighting from it. It will be sent to auction with both retired detective cars in February. Page 37 of 46 Fire • Tender 1 was picked up at the end of the month from being painted by Metal Works. • The tank for tender 1 is completed and will be delivered in February. • C-16 was brought in for service and at that time we added a trailer brake controller and supportive bump stops for towing the fire extinguisher trailer. • Engine 2 was brought in for some minor write-ups and at that time we performed a service on the whole truck. DPW • We had multiple snow events in January, so we did repairs as needed on plow trucks. • We had multiple cylinders on wings fail which was new for us to see. We are working with Truck and Trailer Specialties to resolve the issue with a possible bad supplier for cylinders. • We have had a couple of problems with our Peterbilt trucks. The JX Peterbilt service center has been great at prioritizing our trucks right away and getting us in as the issues are covered under warranty. • Truck 456 was sent out to State Spring at the end of the month to have kingpins replaced in the front axle due to excessive wear. Garage • Our shop truck was sent out to Hoekstra truck equipment to have a plow mount installed and a lift gate for lifting bigger objects into the bed. • We purchased a new big truck/Equipment scan tool called J-pro; it will be a great addition to the garage and will help us diagnose more in-depth problems supplying us with guidelines and Electrical Schematic which will be a huge help with the variety of equipment we work on. We are working with MissionSquare to prepare plan documents and tentatively plan on employee enrollment in the next couple of weeks. Other: Work continues on preparing for the legislative changes surrounding the Earned Sick Time Act (ETSA). ESTA will be effective February 21, 2025. Need to purchase almost 7,000 pieces of candy yet. • Egg stuffing will take place to earn wellness points on March 14. • Adult Summer softball registrations are open. • Memorial parade meeting takes place 2/12/25. • Michelle has been attending weekly library construction progress meetings to stay updated. • Park rentals have opened online and already started to book. • Fire station rentals are very busy. • Meeting with Ada and Wyoming to plan a tri-city softball tournament this summer went well! • Annual Parks & Rec newsletter coming soon, thank you to Andrea for your hard work! Fitness Dept: • Personal Training sessions are at an all time high right now—trainers are booked solid! • Personal Training special buy 6 sessions for $175.00, get 1 additional session. We will process returns as they come in. Refunds are first priority with balance due and zero balance returns following. Corporate/Partnership Income Tax Corporate and Partnership returns have started coming in for 2024. Other • The upgraded employer withholding tool has been working well with processes flowing well. W-2 and W-3 forms are being filed electronically and Judy is keeping up-to-date on reconciliation. This electronic filing process saves on manual entry of W-2 and improves efficiency. Page 44 of 46 CITY OF WALKER Finance/Treasurer Department Staff Report February 2025 The collection of 2024 property taxes continue to go well. As of the close of business on February 11, 2025, our records show that 1,325 property tax bills remain unpaid. No later than February 19, 2025, we will mail out past due property tax notices to each property owner that appears on the unpaid property tax list as one last notice to pay before we turn over all remaining unpaid real property (building and land) taxes to the Kent County Treasurer on March 1, 2025, per Michigan Property Tax Law. Our office will remain responsible for the collection of unpaid personal property tax bills. I am presently working on a draft copy of the proposed budget for Fiscal Year 2025/2026. The Walker City Commission Finance Committee will review the first draft of this budget at its meeting on February 21, 2025. The sale of the library bond occurred on January 15, 2025. Walker received the cash proceeds from this bond on February 6, 2025. I will provide you with a copy of the January 2025 bank balance report when it is complete.
