REPORT – DECEMBER 2020
The updated in-car and body camera system was deployed this month, with all cruisers outfitted
and all sworn officers assigned a BWC. The implementation included in-service training for users,
as well as training for members of our Records staff who will be involved with releasing requests
of video under the Freedom of Information Act. To date, the system is performing as promoted
and enhancing the video capabilities for the agency.
Early in the month, Chiefs from the major GR metro law enforcement agencies met and discussed
the consistent gun violence incidents being seen throughout many jurisdictions. Through these
conversations it was decided a task force would be established, comprised of investigators from
the agencies incurring the majority of these incidents. While we are not immune from this type of
violence, we have determined our contributory benefit to this initiative would be in the form of
information sharing and a communication point on behalf of the agency. D/Sgt. Elliott is
overseeing our role and is the gatekeeper for our information sharing amongst the group.
Officers Stahr and Newberry have successfully completed their field training assignment and are
assigned to solo patrol duties. Officer Stevens began the field training process and is currently in
Step 1. With the assignment of the officers to solo patrol, we were able to fill the vacant detective
position created after Detective Raap’s retirement this past July. Jon Kooistra has been selected
to fill this position, starting mid-month.
This month starts the end of year review for the agency, including compiling data for the annual
year-end report, which is completed through the work of numerous members of the agency.
Patrol
Patrol was sent to the intersection of 3 Mile Rd. and Elmridge Ave. on a 2-vehicle crash with
injuries. The investigation has shown that the vehicle traveling north on Elmridge Ave. did not
stop at the stop sign and collided with a vehicle traveling east on 3 Mile Rd. Two people were
transported to the hospital with critical injures. The crash reconstructionists continue to work on
the crash and possible charges.

Officer Jordan Stahr and Officer Jake Newberry both have successfully completed their field
training and now have been assigned to road patrol. Officer Stahr will be working day shift while
Officer Newberry will be assigned to the night shift.
We were able to get all patrol vehicles outfitted with the new in-car video system from Axon. With
the new in-car video system, all officers are now assigned a body camera for patrol.
Patrol took 75 crash reports during the month of December compared to 80 last month. There were
96 citations issued with 114 total violations for both civil infractions and misdemeanors.
Community Involvement
Police assisted in traffic control at the Ice and Fitness Center for the Christmas drive-through event
(Jingle Bell Lane).
School Involvement
No events at the schools.
Volunteers
No volunteers until the State enters phase 6.
Chaplains
One meeting took place with three in attendance. The Chaplains were briefed on department
operations and the state of the department.

Investigations
In October patrol units were called to the scene of a male/female domestic dispute in which child
pornography was located on the male’s cell phone. Detectives seized the cell phone as evidence
and had it forensically examined by ICAC. The forensic exam of the cell phone discovered that
there was child sexually abusive material downloaded on the suspect’s phone. Felony charges for
Possession of Child Sexually Abusive Material and Computer Crime were authorized for the
suspect.
In December five more stolen vehicle reports were taken. Those reports added to the already
increasing number of stolen vehicles reported in 2020 over past years. The year ended with 58
stolen auto reports compared to 25 in 2019, and 22 in 2018.

Vice
KANET detectives conducted tobacco stings at 20 area businesses in northern and southern Kent
County. Detectives used underage decoys to try and purchase tobacco products, however no
violations were observed.
KANET detectives conducted alcohol stings at 26 area businesses within Kent County. Detectives
used underage decoys to try to purchase alcohol from those businesses. One violation was
observed in another jurisdiction and the clerk was cited.
KANET detectives were called out to the city of Walker to assist detectives with a larceny
investigation in which suspected narcotics were found. Walker detectives had arrested a larceny
suspect and found suspected LSD while searching his wallet. Additionally, detectives located
suspected cocaine in the stolen vehicle which the suspect was driving. KANET detectives field
tested the substances and logged them into evidence. The suspect was lodged on multiple charges.
KANET detectives conducted an undercover buy in the city of Walker. An undercover detective
met with a subject who was selling marijuana and purchased 17 grams from that suspect. The
investigation later led to a search warrant.
KANET executed a search warrant in the city of Walker following an investigation into the sale
of marijuana. Detectives seized 14 grams of marijuana. Drug charges are pending against the
suspect.
KANET detectives conducted a knock and talk in the city of Walker following up on a silent
observer tip regarding drug use at that address. Through the investigation detectives determined
the tip was unfounded.
KANET detectives were called out to the city of Walker to assist officers with a narcotics
investigation which originated as a traffic stop. Detectives seized .1 grams of methamphetamine.
A suspect was lodged on a warrant but no additional charges are being sought at this time.

ADMINISTRATION
Chief Pelton attended two virtual meetings with the State Fire Marshal.
Chief Pelton attended the virtual meeting with the Michigan Fire Fighters Training
Council.
Chief Pelton, Chief Munn, and Chief Host attended the Kent County Chiefs’ meeting
Chief Pelton, Chief Munn and Chief Host attended the Western Michigan Chiefs’
Meeting
Deputy Chief Munn became the next West Michigan Chiefs’ President and was sworn in
at the December meeting.
Chief Pelton, Lt DeGroot and Lt. Heinrich meet with CSI of Grayling to look at Tender 1
for proposals to retrofitting a different tank on the current chassis.
Chief Host, Lt. DeGroot and Chief Inspector McCormack completed a fire investigation
on the fire at occurred on Riverbend Drive, SW. Origin and cause were discovered by the
team.
Chief Pelton completed his Masters of Homeland Security/Technology at Eastern
Michigan University. Virtual graduation was held on December 19.
CALL SUMMARY
We responded to 47 calls for service in December with an average response time of
00:07:04 for the first arriving officer or apparatus. Seven calls were for medical and 40
were for fire incidents.

We had three less calls in December this year compared to December of 2019. We are
below the average number of 52 calls for December. Of the 47 calls in December 27
were non-emergency and 20 required an emergency response. Daytime responses
between the hours of 7:00 a.m. to 6:00 p.m. accounted for 66% of all calls for service in
December. Responses in Station 3’s district accounted for 57% of all calls for service.
In December we responded to six incidents for automatic aid and had three incidents
where Walker required automatic aid response. Automatic aid is relied upon for
structural fire assignments to help put enough firefighters on scene in a timely manner.
TRAINING
Due to the COVID-19 restrictions, we had to improvise the schedule. Instead of doing
the engine operations training that we had planned, we chose to do online training
through UL Firefighters Safety Research Institute. Our training covered
“Understanding and Fighting Basement Fires’.
December also included EMS training. We also changed this to virtual training and
covered OBGYN.
We also virtually covered water mapping and air entrainment.
Set times were assigned to Firefighters, due to COVID-19 restrictions, for our annual
gear and uniform inspection inventory.
Our Fire Inspectors attended a virtual continuing education training through the
Michigan Fire Inspectors’ Society.
FULL-TIME STAFF
In December, the full-time staff responded to 23 of the 47 calls
for service. They reviewed medical bags, prepped for training,
did lots of gear washing and shuttled machines back and forth
for miscellaneous repairs. They are continuing asset inventory
for all current equipment on the fire trucks and completing
company inspections. Firefighter Chris Stiltner started his full-
time career with the City of Walker in December.
We have split our crew into two engine companies. Chief Host
has been reassigned to the north station until Chris Stiltner is
fully trained. Having two crews lowers our initial response
time to place an engine on scene in less than 5 minutes of the
call anywhere in the City of Walker. This also lowers our Chris Stiltner
st
number of 1 due responders. To compensate, Chief Pelton responds from Station 1 on
all major emergencies requiring more than a single engine
response.

PAID-ON-CALL STAFFING
We are currently at a low level of daytime staffing for certified paid on call firefighters.
We have experienced multiple daytime calls where no paid-on call personnel were able to
respond. We continue our recruitment efforts to find possible candidates for paid-on-call.

FIRE PREVENTION
In addition to Chief Inspector McCormack’s inspections, re-inspections, and plan reviews
listed on the chart, he responded to four daytime fire alarms and attended a zoom pre-
construction meeting for Hendershot.
Chief Inspector McCormack, along with our engine crews, conducted a walk through of
the Grand Rapids Press building to assess the condition of the building as well as observe
some of the dismantling of the press. We are hopeful this building won’t stay empty for
very long.

In December both engine crews started to conduct company inspections. This was done to
get our crews familiar with the buildings within the City. It also provides more eyes to
help with prevention activities. As 2021 begins, the Engine Crews will be out completing
more inspections in the community.

Company inspections are designed and geared for the Engine Company to go out in the
public to perform an “annual” inspection of a small business. In smaller occupancies the
list of potential violations is proportionately less. The opportunity gives our Engine
Companies a chance to look inside a business during normal operations to identify
hazards, access points and potential safety concerns.
Annual Inspections are categorized for the larger occupancies like warehouses, businesses
with a larger footprint and industrial. These occupancies typically have suppression
systems that require more training and certification to identify and work with the business
to correct.
With all inspections performed in the City of Walker, we are working to keep our businesses in
business. A business that suffers a major fire loss typically does not return to the community.
We train and certify our Fire Inspectors to the NFPA 1031 Standard for Professional
Qualifications for Fire Inspectors. Our Inspectors train the Engine Companies to that same
standard to provide knowledgeable and courteous service to our business community.

RE: January’s Monthly Report
A lot of the jobs that Chris and Rachel have been working on most of the year are
done for a few months – those include the 5-year reappraisal, building permits, and
fieldwork for new construction. They continue to enter documents into the system (deeds,
property transfer affidavits and principal residence exemptions) – including scanning and
filing them as well.
Personal property statements are due on February 20th – so they will be coming in
soon. Businesses must claim all their personal property (machinery, furniture and fixtures,
computers, etc.) on their statement as of tax day, which was December 31, 2020. While
personal property has changed a lot in the last few years, we still have a small amount of
time to process and assess these businesses for their personal property, so Chris and Rachel
will be spending most of their time in the next 6 weeks on processing these statements.
Yesterday I finished up with the ECF studies, so I am very close to ordering our
2021 Assessment Change Notices for all our real property in Walker. I have a bunch of
different reports and checks and balances to preform, before I can say that I am totally
ready to order the statements. Also, I will need to check for more splits and combinations
that are ready for processing and get those finished up as well.
In addition to wrapping up the real property values, I have three Tribunal appeals
that need my attention. I really do not understand why the Tribunal schedules anything for
these appeals during the months of January, February and the first half of March –
Assessors are very busy during this time. I will keep you posted on how these appeals are
proceeding.

I applied for an Election Grant from The Center for Civic Life and Walker was awarded
$9265.00 in a grant money from The Center for Civic Life, this money was extremely
helpful to help with budget constraints and additional cost for the Presidential Election
and items related to COVID-19 cost.
The grant money was spent on the following items:

Business Licensing:
Out of approximately 1,033 businesses, we have just over 20 businesses that have not
complied. We are also assisting the Police Department, Fire Department and Treasury
with collecting false alarm fees and outstanding personal property fees before we mail
their business license renewal.

Alan Vellenga submitted his application on 9-28-2020 for the Youth Commission, he is
currently a Junior at Grandville Schools.
The City Clerk’s office did not receive any other applications in 2020.

We made it! 2021! January is traditionally the month that our activity level picks up with
projects and developers slated for spring construction. That push appears to be starting right on
cue. Here is a list of items we plan to be engaged in.
• Capital Improvement Plan (CIP) budgeting and refinement is underway as we review our
next 5 years of infrastructure work.
• We are reaching out to MDOT to set the stage for our next BUILD grant application for
the Fruit Ridge and I-96 interchange.
• The bid opening for our Kinney project is the first week in February. That means that
contractors are looking at our project right now and preparing their bids. Construction
will straddle the 2020/2021 and 2021/2022 fiscal years.
• Departmental budgeting has begun and will result in a draft within a few weeks.
• We have fine-tuned our proposed update to the Highway Rules and Regulations manual
for review by the Ordinance Committee. That meeting is scheduled for January 25th.
• We have prepared a Request For Proposals (RFP) for the traffic signal design at the
intersection of Fruit Ridge Avenue and North Ridge Drive. A portion of that project has
been funded by Visser Brothers as part of the North Ridge East project. The remainder
will need to be accounted for in the 2021/2022 budget. We will be recommending a
design firm to the City Commission in late February.
• Construction has begun on the extension of Hendershot Avenue, as part of the Amazon
project. That road is expected to be ready for service in mid-summer.
• We continue to work on dozens of private projects at various stages of development.
Lots of environmental, legal, traffic, and other technical issues to coordinate with CDD
and private developers. This list is a very long one, including over 40 active soil erosion
permits, but we would be happy to answer specific questions if Commissioners would
like to reach out with questions.
• Our November bridge inspections and subsequent audit by MDOT resulted in several
items that need attention. Travis is working with the DPW on addressing the items noted
in both reports. The good news is that our bridge inspections showed that we are in

relatively good shape and our audit only resulted in a handful of low-cost follow up
items.
• We are gathering traffic crash data at two locations to consider for future Safety grants.
First is the Bristol and Pannell intersection. The other location is the intersection of
Center Drive and Weatherford. At this point no projects are proposed. The data
gathering will just allow us to continue discussions that have been started at various
levels among staff and various committees.
• We are assisting residents/developers on several proposed ROW or easement vacations.
We are likely to have 2 documents for City Commission consideration in January or early
February.
• We received feedback from several residents in the Dakota area about the lack of support
for a sanitary sewer project. Although we lacked the 50% necessary to fund the
improvement, there were a significant number of residents showing strong support. That
will help the next time we are asked to consider this enhancement.
• We are still waiting on final written authorization from Consumers Energy for several
neighborhood trail connections to the Fred Meijer Standale Trail. We have obtained
verbal approval and the DPW is planning to construct these connections in the spring.
• The RFP for DDA street lighting has been redirected to Frank Wash. We will standby to
provide support as related to our team of consultants and their potential involvement.
• We are analyzing 2020 PASER road ratings in anticipation of a 2021 call for projects to
include in the regional Transportation Improvement Program (TIP). We hope to generate
a long list of eligible projects and work with staff to rank them before submitting them
for regional consideration later in the spring.
• We continue to participate in various GVMC Committee Meetings - Tech, TAP, Non-
Motorized, Asset Management, Stormwater Ordinance, LGROW, REGIS, Transportation
Program Study Group, etc. Activity among these regional groups has been dramatically
reduced as many agencies continue to work from home and discourage in person
meetings. We anticipate this participation and collaboration picking up as we enter 2021.

COVID-19 Response:
We continue to monitor activity as it pertains to employees and their exposure to the
virus in conjunction with the respective department heads. We also continue to monitor
changes to rules and guidelines at the Federal and State level and adjust our policies as
needed. With employees experiencing more exposure outside of the workplace and
positive cases, we have implemented rotating work from home schedules and other
remote work measures for increased employee safety.
Vaccinations are now available for first responders through the Kent County Health
Department (KCHD). Police and Fire are working directly with the KCHD to coordinate
vaccinations for those employees that are eligible and wishing to be vaccinated.
Recruiting / Staffing:
There are no current job openings. Jack Wohlford (DPW), Jonathan Stevens (Police),
and Chris Stiltner (Fire) joined the Walker team in December. Please join me in
welcoming them aboard.

Fitness Dept:
• Since we opened the gym on 9/9/20 we have had 690 members restart their memberships. We continue
to follow the MDHHS mandates and our WIFC Stay Safe Member Guidelines. Masks are still required
at all time in the building
• MDHHS state mandates have cancelled all indoor fitness classes effective Nov 18. The gym remains
open
• New Year, New You Fitness Challenge began this week with weigh-in through Saturday. As of Friday
we have 24 members participating. This year we are having teams coached by 3 of our Personal
Trainers. The trainer will keep members motivated and help them with losing weight/body fat. The
team who wins the most body fat % will receive 1 free month & the individual within the team (highest
percentage lost) will receive Personal Training sessions. Everyone will be a winner.
• Working on getting new quotes for recumbent & upright bikes. The old True Bikes were purchases in
2008.
Facility
• Kenowa Hills High School has a bin in our lobby collecting items for Mel Trotter Ministries until Jan 15
• WIFC budget preparations have begun
Ice:
• Ice Rental: Individual Exercise Skates for Private rentals have been going strong for Ice Rental.
• Pro Shop: The Bauer Equipment Booking order will be placed by January 15th for a July ship date
• HAWK, Cross Ice and Learn to Skate/Learn to Play Hockey: We are anticipating and planning on
getting back to games and events on January 16th!

The detailed comparison to the prior year by month follows. Collections above are
reported on a cash basis.
The increase in collections to date over the prior year is due primarily to timing
differences related to the extended due date of the 2019 returns and 2020 estimated
payments and doesn’t indicate actual economic growth. Although total cash collections
to date for the fiscal year ended 6/30/21 are $850,000 higher than the prior year,
approximately $2 million of current year cash collections were accrued as part of the
fiscal year 6/30/20 revenue. It’s reasonable to assume, therefore, that current collections
will be less than the prior year on an accrual basis (the method we use for budgeting and
the audited financial statements).
We are working on several methodologies for estimating the impact of
• non-resident refunds for 2020 for COVID-19 work at home
• decrease in corporate revenue due to general economic downturn
• decrease in resident revenue due to layoffs (unemployment is not taxable at the
local level)

Three ways we are projecting revenue for the fiscal year ended 6/30/21 are:

All three methods have various limitations and are subject to estimates. It’s very early to
predict what the non-resident refunds will look like with wage allocation for 2020 remote
work. I’ll continue to work with management and finance to refine the numbers.

Other
• 2020 forms 1099-G are due by January 31, 2021 to taxpayers that received
Walker income tax refunds in excess of $10 during the 2020 calendar year and
itemized deductions on their 2019 federal returns. With programming changes
that we requested from Innovative Software (CityTax), we were able to reduce the
number of 1099 forms from 7,284 mailed last year to 680 this year. The total cost
of producing and mailing has decreased from $5,258.73 to $710.74.

Finance/Treasurer Department Staff Report
January 2021
The collection of 2020 property tax bills is going well. During the month of December
2020, we processed 4,857 payments for a total tax collection of $1,665,814. As of
January 12, 2021, we have 3,585 unpaid 2020 property tax bills on our tax rolls, which is
significantly lower than we had at this time last year. All December 2020 Board of
Review changes have been entered into the 2020 property tax system and all resulting
refunds or additional tax bills have been generated and mailed. As mentioned in last
month’s report, we have implemented some changes to our internal procedures related to
the processing of property tax payments received. Overall, these changes are improving
our efficiency in this area.
The City of Walker Human Resource Department will be providing W-2’s to Walker
employees prior to January 31, 2021 as required. My department will be providing
1099’s to the appropriate vendors prior to January 31, 2021 as required.
The City Commission will be considering a resolution later this month that authorizes the
2021 installment amounts for the DDA Streetscape Special Assessment. Once the
resolution is approved, our office will prepare and mail the bills prior to February 1,
2021. The bills will be due March 1, 2021.
The City has received CARES Act grant money from the State of Michigan and Kent
County over the past several months. We have received this money by way of four
different programs and each program has its own reporting requirements, forms and
deadlines. In addition, the 59th District Court has received grant money from the
Michigan State Police. All of these grants are related to the COVID-19 pandemic.
Budget worksheets for the 2021-2022 fiscal year bill be distributed to the department
heads soon. Meetings with the department heads to discuss their proposed 2021-2022
budgets will be held over the next few weeks. An initial copy of the 2021-2022 budget
will be available to the Walker Budget Committee by February 20, 2021 as required by
Section 9.2 of the City of Walker Charter.

Manager’s Report - January 2021
KDL System-wide Statistics
• In December, 148,510 digital items were checked out, an increase of 31% from this time last year. In
2020, 1,715,073 digital titles were checked out, up 31% over 2019.
• In December, 81 online programs were offered, with 7,645 attendees streaming live and 22,927 total
views.
• KDL continues to grow. We now have 188,558 cardholders, an increase of 51% from this time last
year.
• In 2020, 60,106 unique users checked out 1,717,889 items from KDL, for an average value of $1,086.65
per user.
KDL Walker Statistics
• In December, 5,087 items were checked out using our curbside service.
• 1,582 patrons used the curbside service in December.
• Our wireless network was logged into 1,133 times.
Library Services Update
KDL is planning for a tentative reopening date of January 18th. This date is not to be promoted to the public
as the library is still reviewing data and will postpone reopening if there is a post-New Year’s surge.
KDL will be following all MIOSHA guidelines including opening the building at a 30% capacity, and requiring
masks for entry.
Until the buildings re-open curbside services are still available. In order to ensure patrons still have access
to new –to-them titles while they can’t browse in the building, the library is now offering book bundles to all
curbside users. Book bundles are curated sets of 5-10 books, such as Easy Readers for kids, or Mystery
Bundles for adults.
January 4th kicked off the annual “Let it Snow” reading program for adults and teens (age 11+). Those who
read six books during the program will receive a mug. Those who read ten books will be entered for
additional prizes, including iPads and Let it Snow hats. There are even Let it Snow book bundles, which
contain a selection of books for readers to complete the Let it Snow program.
Patron Praise
“I have 2 little boys (5 and 3) and before the pandemic we spent a lot of time at the library. We loved
attending toddler/story time, finding books, meeting new friends, chatting with staff, and spending lazy
afternoons playing in the kid area. To say we miss the library is an understatement.
The steps Walker library has taken to still serve the community is SO appreciated. We look forward to
picking up our holds each week and are thankful how quick of a process it is. We also love picking up the
