REPORT – OCTOBER 2024
After 27 years of dedicated service Sergeant Jason Frank has retired. Sergeant Frank has
consistently demonstrated professionalism, leadership, and commitment to excellence during his
career. Over the years Sergeant Frank has received numerous letters of recommendation and
citations for outstanding performance. We wish Sergeant Frank well in his future.
We held a training for all of department in-house trainers on the new requirements from PA1 of
2023. This training was to make sure that we are consistent with our trainings as they pertain to
PA1 and the Michigan Law Enforcement Accreditation Standards. The new requirements started
in July of this year and thanks to Captain Heugel we have submitted all our training outlines to
MCOLES. All the training courses submitted were approved and our department has met the
Continuing Professional Education requirements for 2024.
We also assisted Grand Rapids Police and the United States Secret Service with the visit of Vice
President Kamala Harris. With the venue at Riverside Park in Grand Rapids our site security role
was reduced some, however, we had a larger role with the motorcade on roadways in our city
adjoining the venue.
The department attended numerous Trunk-Or-Treat events throughout the city leading up to
Halloween. The weather was nice for Trick-Or-Treat on Halloween with a lot of kids out in the
neighborhoods. I am happy to report that it was quiet and there were no shenanigans reported.
Captain Heugel attended the GRCC Advisory Board meeting in October. At the meeting it was
announced that Director David Kok submitted his resignation effective January 3, 2025. The
Advisory Board requested to be a part of the interview process for the new Police Academy
Director, recognizing that GRCC is a vital training facility for West Michigan Law Enforcement
agencies.

Patrol
Patrol responded to a felonious assault with a handgun in the south district. Another driver was
threatened with a handgun during a road rage incident. Charges are pending.
Patrol responded to a suspicious situation at an apartment complex in the north district. When the
officer arrived on scene, his cruiser was rammed by an unknow subject who fled the area. This
incident is still under investigation.
Patrol Officers and Special Response Team members responded to Plasan North America on a
possible planned protest outside the business. There was a heavy police presence, and the protest
never took place.
Patrol responded to a hit and run traffic crash involving a pedestrian and a pickup truck. The
pedestrian sustained fatal injuries from the crash. The Accident Investigation team conducted
follow-up, located the suspect vehicle, and identified the driver. Charges were obtained on the
driver of the pickup truck.
Patrol drone pilots performed 2 drone deployments in the month of October.
Road Patrol investigated 1416 offenses this month compared to 1244 last month. Patrol officers
completed 117 crash reports during the month of October. Patrol officers conducted 379 traffic
stops. Officers issued 217 citations with 277 total violations this month. Patrol officers made 132
arrests in the month of October.
Investigations
Patrol responded to a report of a stolen cell phone at a north district store. The victim accidentally
left her phone in a shopping cart in the cart corral. The victim was able to track the phone to a
parking lot at York Creek Apartments and recovered it. Video surveillance was obtained showing
the suspect with the victim’s phone. The suspect shopped in the store and used her member account
while checking out, which led to the identification of the suspect. A charge of Larceny was
ultimately authorized for the suspect.
A south district school was broken into by three juvenile suspects. Video surveillance at the school
captured the three suspects and two of them were ultimately identified, interviewed, and confessed
to the crime. Property stolen during the burglary was recovered and returned to the proper owners.
The three juveniles were referred to the Kent County Prosecutor's Office-Juvenile Division for
B&E Building with Intent charges.
Patrol responded to a larceny from auto report in which the victim’s credit cards were stolen from
inside their vehicle and fraudulently used at north end businesses. Detectives obtained video
surveillance from the businesses and identified the two suspects. Although the suspects evaded
detectives for interviews, felony charges of larceny from auto and possession of a financial
transaction device were authorized for both.

Officers took a report of a retail fraud at a south district store. Detectives obtained video
surveillance and were able to positively identify the suspect. Detectives interviewed the suspect,
and he confessed to the crime. Charges of Organized Retail Crime and Theft Detection Device
were authorized.
A retail fraud involving price switching was reported to patrol. Detectives obtained store video
surveillance and positively identified the suspect. Detectives then interviewed the individual, who
confessed to committing the crime. A charge of Retail Fraud was authorized for the suspect.
Detectives investigated a series of retail frauds committed by the same suspect. A white cargo van
was used as his getaway vehicle. The suspect stole from eight businesses in Walker over the course
of several days. Detectives reached out to area loss prevention employees and were able to identify
a suspect. Using information from FLOCK and other agency reports, Detectives were able to get
several felony charges authorized.
Vice
KANET Detectives were contacted regarding a narcotics investigation stemming from a
trespassing complaint in the City of Walker. Walker Officers contacted an individual who had
been asked to leave the area. The individual was arrested on their outstanding warrants and later
found in possession of cocaine. The male was lodged at the jail and charged.
KANET Detectives were contacted regarding a narcotics investigation stemming from a retail
fraud complaint in the City of Walker. Walker Officers were dispatched to a local business for a
report of a retail fraud in progress. The male suspect fled the scene and was apprehended
by Walker Officers. The stolen merchandise was recovered, and the male was found in possession
of methamphetamine. The male was charged with the Retail Fraud, arrested on his outstanding
warrants, and faces possession of methamphetamine charges.
KANET Detectives executed a search warrant in Plainfield Township. Detectives located 36 grams
of methamphetamine, 448 grams of marijuana, heroin/fentanyl, 19 firearms, firearms accessories,
ammunition, and $570 USC. The investigation remains ongoing.

Training
Mandatory in-service training for October 2024 was Medical First Responder updates and CPR
recertification. All sworn members of the department attended the four-hour block training that
consisted of American Heart Association video demonstrations of CPR and choking protocols,
survival link lecture, policy review and practical CPR and choking exercises. The training also
included a segment on the Electric Vehicle shut off tool. Fire Marshal, Kevin DeGroot,
presented on the use of the shut off tool by police and fire personnel to prevent unpredictable
movement by any full or hybrid electric vehicle in emergency situations.
Two members of the department attended the fall 40-hour session of Kent County Crisis
Intervention Team Training. The training is coordinated and facilitated by members of the
Walker Police Department, GRPD, and KCSO and is available to all law enforcement and
hospital security personnel in the county. Network 180 continues to be a fiduciary partner under
an operating grant.
The department was also able to send another member to a weeklong training through the West
Michigan Criminal Justice Training Consortium to become a Force Science qualified instructor
in use of force. We now have three officers who are certified as Force Science Use of Force
Instructors and two additional who are certified as Force Science Realistic De-escalation
Instructors.
Axon held a three-day training course at the department that involved several department
members from Command, Detective Bureau, Records, and Training Officers. The training
covered updates in the newly purchased Axon fleet and body camera platforms, the new
redaction software for FOIA purposes, and the new Virtual Reality Training platform.
Community stakeholders also held training at a major facility in the City of Walker. Meijer
Corporate held a fire drill training exercise that our road patrol took part in.
Community Outreach and Engagement
Community Outreach and Engagement Officers assisted with the investigation into threats at a
local school. The school administrators were in direct contact with the Detectives formulating the
best plan of action for the situation. Officer Glass assisted a local bank with robbery response
training to ensure effective police response and safety for their employees and customers.
Community events for the month of October included the City of Walker Pumpkin Bash, which
was well attended, and the weather was perfect for enjoying the activities. Officer Glass
attended the Scary Skate event at Walker Ice and Fitness Center, along with several other Trunk-
Or-Treat events leading up to Halloween. Meijer Corporate hosted their annual Car Show and
employee events which were attended by Cadets and Officers.

Career fairs popped up around the community in October at Walker Fire Station #2, Walker
Charter Academy and GRCC. All the career fair events were staffed by Cadets and Police
Officers. Community Outreach and Engagement Officers lent their assistance to both KCTC and
GRCC assisting with basic traffic stop education and scenarios training with the students.

Ticket Highlights
115 Service Tickets opened in the last 30 days for the City of Walker
• Adding the county computer aided dispatch system (CAD) to additional fire
computers
Project Highlights
• Redundant city fiber – Kenowa Hills received notice that the FCC gave final
approval for the installation of this fiber run. The total amount of money from the
state and the FCC is $1.8 million for the installation. Walker has budgeted $100k
to pay for the materials needed to run our own line while the Kenowa Hills line is
installed.
• Library – Working with the library consultants on the Walker portion of the new
library build and the systems Walker IT supports, such as the physical security
system.
• Smart Board – There has been a requests from a few departments for a Smart
Board to assist with meetings, plan reviews and planning. We received the Smart
Board this week, we are in the process of setting it up. We’ll work with the
departments on a process for reserving it and where to store it.
• WiFi upgrades – Budgeted in this fiscal year is an upgrade to all our buildings
WiFi equipment. One of the goals of this project is to properly mount all the
equipment and to eliminate the areas of poor WiFi that exist today. All the
hardware is on order and meet with a wiring contractor to get a quote to run new
wiring.
• IT Processes – We are working to automate more backend activities such as
patching and new setups. Also working on new proactive processes such as
monthly checks on equipment.

ASSESSING DEPARTMENT
MEMORANDUM

Rachel and Taylor continue to work on the usual tasks – 5-year reappraisal, building
permits and fieldwork, processing and scanning documents (deeds, property transfer
affidavits and principal residence exemptions). They will continue to work on these items
until roughly mid-December – then these tasks will be put aside until mid-March, so that
they can concentrate on the time sensitive tasks that roll around that time of year, which
are conducting a personal property canvas (to get all the new companies on the roll and
remove those that have left), processing personal statements, finalizing all the new
appraisals on new residential construction, and our March Board of Review.
Next week I will be attending my first Entire Tribunal Appeal at the Michigan Tax
Tribunal. Since I have been the Assessor, we have settled all the Tribunal appeals, prior to
them going to trial – this will be my first trial. It is for the 2023 appeal of Green Ridge
Mall – they own 6 parcels, and they appealed all six parcels. Since then, both sides have
got professional appraisals done and they have dropped three of the parcels from the appeal,
but the three that remain are the big value parcels. Our appraiser will be there too, and for
the most part, he and the appraiser on their side will be the main witnesses on the stand.
My part should be small, but I still need to be there. This is costing us a chunk of change
to cover the costs (attorney fees, appraisals and appraisers time at trial), but the amount of
value in dispute was quite large, so we had to fight. From reading both sides’ appraisals, I
feel that we have a good chance at winning, as the Petitioner’s appraisals are not as good
as our sides – they used horrible sales comparables. I will keep you posted on this one.
For our 2025 values, the final residential sales study is 45.03, which equates to
raising the class +11.04%. Each neighborhood is studied independently, so some
neighborhoods will get a larger increase and others will be smaller, but the average will be
+11.04%. The Inflation Rate Multiplier (formerly known as CPI – Consumer Price Index)
is +3.1% for 2025, less than the last two years +5.0%. I am waiting for Equalization to get
me the studies for the commercial and industrial class, which should be coming soon. Once
I get those, we will meet to discuss contentions and then they will get me the final studies
for those classes. I will keep you posted on those numbers when they come through.

December Board of Review is coming up on December 10th, so Rachel is gathering
any of those changes – should only be a small handful. Then preparations for the March
Board of Review (MBOR) will begin. I am thinking that it will be another small MBOR,
but only time will tell.

ELECTIONS
The Walker Election Commission’s Public Accuracy Testing was Thursday, October 10th at 1:30 PM and
was held in the City Commission Chambers.
Early Voting was held for 9 consecutive days starting Saturday, October 26th and went until Sunday,
November 3rd. The Early voting site was open to voters on those days from 8 AM – 4 PM in the City
Commission Chambers.
The Walker voter turnout for the November 5, 2024, Presidential Election pending State certification was:
• 76.35% over all voter turnout.
• 3,491 voted in person during the 9-consecutive days of Early Voting
• 5,913 voted by an absentee ballot
• 5,617 voted in-person on Election Day
• 106 voters converted their AV ballot to in-person during Early voting. Unfortunately, there is
not a report yet that allows us to generate the number of voters who converted during Election
Day.
BID OPENINGS

No new home occupation licenses were issued for the month. The clerk’s office immediately transitioned

Police
• We had a few bigger repairs with the police car fleet. Car 5 had to have extensive
front end suspension repair after being hit while on the job.
• Car 1 and Car 4 hit each other they were both repaired by Riverbend in a very
timely manner.
• Car 12 was completed by Great Lakes Upfitting. We installed the shelf and
inverter, and the sign shop did the graphics. It is now in service. We were very
impressed with the build.
• New Car 10 is currently at Great Lakes Upfitting getting built.

• West Shore fire took care of some small problems we were having with
programming the E-One Platform truck.
• Engine 4 was in the shop for a good portion of the month due to some pump
issues and waiting for a new air tank. We ended up finding one that was close
and making it work with some different plumbing.
• I have checked in with Chrysler on the Ram 3500 Abs problem and have not
gotten any info on parts availability.
DPW
•New Peterbilt Truck 459 is being built by Truck and Trailer Specialties. It will be
done at the end of November.
• Equipment has been ordered for our new 2024-2025 Western Star Trucks and
our chassis have been assigned vin numbers.

HR team was also available for one-on-one meetings during the enrollment period. We
completed 215 employee renewals during this time.
Other:
A Personnel Committee meeting was held this month. Work continues on updating the
draft of the Elected Officials Handbook. They also approved an edit to our holiday policy
as it pertains to regular part-time employees and holiday pay. I will work with management
to draft a policy to bring forward for review by the Committee to be effective for 2025. We
will meet again before the end of the year to finalize the handbook update and attend to
other policy business.

The State of Michigan Supreme Court made a decision in July that will revoke the Paid
Medical Leave Act. The Earned Sick Time Act (ESTA) will be effective February 25, 2025,
and employers have been working closely with legal teams and various groups to get more
information on the parameters of this bill. I have been attending as many webinars and
discussions on this topic as possible in order to best create a policy for the City of Walker.
I continue to work in PowerDMS taking various online trainings. We hope to roll the system
out to all departments in 2025 where they will have access to all City policies in one place
with improved tracking of updates and better overall compliance.
Many other personnel and related activities were addressed this month.

• We got a lot of great feedback about the Haunted home display contest, thank you Mayor Carey
for delivering the prize basket to the winner.
• Michelle and Andrea attended the WMRPA quarterly meeting in Spring Lake and Grand Haven that
included a tour of Sands County Park and workshop.
• Working on researching and trying to put together a weeklong soccer camp for next summer.
• Getting ready for the Let It Glow holiday light contest that starts later in November.
• Veteran’s drive is going well, 12 local businesses have collection boxes this year to help with the
drive.
Fitness Dept:
• Chad from The Center of Physical Rehabilitation was here on 10-24-24
• Personal Training is still going strong.
• We had the Mich/Mich State Fitness Challenge in October and Mich State won the Challenge
• We have begun our November Deals that run the entire month:
o Buy 12 month membership and get 2 additional month FREE!
o Tanning Punch cards are $10 off!
o Personal Training – Buy 6 sessions and get one additional session free!
Facility
• Preparations for the Winterfest are underway. Decorations are going up for the event on Thurs,
Dec 5 from 5:30-7:30pm.
• Our facility will be closed on Thanksgiving Day Nov 28th and open regular hours the rest of the
weekend.
• Toys for Tots boxes are up and ready for donations! We are accepting donations until Dec13th!
• As of November 1, 2024 we have 3288 active members at the gym.
• We are working on scheduling and staffing open skate sessions for over the holidays of
Thanksgiving and Christmas break.

o Walker Staff Skate on Fri, Nov 29th from 2-3pm. This is free to all of the City staff and their
families to come skating and enjoy a cookie and hot chocolate!

o Senior Luncheon with all of our senior fitness members on Wed Dec 11th from 11:30-1pm
o Blood Drive on Thurs Dec 26th from 1-6pm—Give blood and receive 2 Ice skating passes!
o NEON New Years Eve Skate from 5-7pm—Ring in the new year at the WIFC!!
o Mayor’s Cup Hockey Tournament Jan 3 & 4.
Ice
• Try Hockey for Free: We hosted a USA Hockey Try Hockey for Free event on Saturday
November 2nd. We had over 20 participants show up and have a great time! We were able
to add some new skaters to our Learn to Skate/Learn to Play Program from this
event. Special thanks to Kenowa Hills Varsity Hockey who had a couple of players help me
out on the ice and to Gillian for helping organizing and promoting the event to make it such
a great success!
• Cross Ice: We have added 6 new skaters over the last two weeks, bringing our group up to
24 participants! Already more than last year. Cross Ice feeds into our HAWK Hockey
program so this is a great start to our season which began on October 11th.
• Kenowa Hills Hockey: Kenowa Hills selected its varsity hockey team the first week of
November. Looking forward to some exciting hockey ahead for this group!
• Pro Shop: I met with Bauer and CCM reps last week in preparation for booking orders for
the 2025/2026 hockey season. CCM order will be placed Mid November and Bauer in Early
December

Individual Income Tax
We are continuing to process paper batches of late returns, returns on
extension and returns with provided missing information.
Corporate/Partnership Income Tax
We have a very small amount of corporate/partnership returns to be
processed that were on extension or have losses that have been delayed
for processing from our vendor's upgrade being adjusted.
Other
• Walker annual forms for 2024 and estimated and withholding
forms for 2025 are in process and will be posted to the website by
mid-December.
• With employee additions, training is going well, and we are
optimistic that our 2024 tax season will be efficient.
• Digital archiving of returns is going smoothly. This addition will
make return retrieval more efficient to assist taxpayers.

Finance/Treasurer Department Staff Report
November 2024
We have started preparing the 2024 winter property tax roll. The 2024 winter tax bill will include
the millages for the Kent County Jail, Kent County Senior Services, Kent County Veteran
Services, Kent County Zoo/Museum, Kent County Early Childhood Development and the Kent
District Library. We will be finalizing the roll early next week and then forwarding the bills to
the printer. The 2024 winter property tax bills are scheduled to be mailed on December 2, 2024.
The financial audit for the City’s fiscal year ending June 30, 2024 has been completed and the
final audit report has been issued. Doug Vredeveld will present the audit to the City Commission
at their November 25, 2024 meeting.
Using information from the audit, I have completed and filed the various required annual reports
with the State of Michigan that are due within 180 days from the end of our fiscal year. These
reports include the Act 51 Report (this report deals with our annual road funding revenues from
the State), the Local Government Retirement System Annual Report (this report relates to the
City’s Pension and OPEB plans), and the Status of Tax Increment Financing Plan report (this
report is specific to the Walker DDA Fund).
I will email a copy of the October 2024 bank balance report to you when it is completed.

Walker Branch of Kent District Library
Manager’s Report – November 2024
KDL System-wide Statistics
• In October, 615,712 physical and digital items circulated.
• 20,830 patrons attended 623 programs in the branches, and 9,168 patrons attended 131 outreach events.
KDL Walker Statistics
• 8,618 patrons visited the library in October.
• 21,247 physical items circulated; this number includes all items checked out in the branch or renewed for
more loan time.
• 32 in-person programs were offered in the branch with 1,772 patrons of all ages attending.
Library Update
KDL Walker staff were excited to attend the Groundbreaking for the library expansion on Wednesday, November 6 at
1pm. The event started strongly with moving speeches by Mayor Garey Carey and KDL Director of Branch Operations
Jennifer DeVault opened the ceremony, and Darren Schretter from Studio GC, and concluded with the Walker
Commissioners and others breaking ground. We were happy to see so many community members and KDL and
Walker staff in attendance!
We're pleased to announce that we have received the 2024 Intellectual Freedom Award, presented by the Michigan
Library Association. Established in 2023, the MLA Intellectual Freedom Award recognizes a library for the Board’s and
Staff’s outstanding work to protect and promote the principles of intellectual freedom and the right to read.
Programming and Outreach
Our fall programming season is wrapping up this month. We will be pausing programming for our winter season to
give our librarians time to prepare for the transition and move to the Walker Temporary Library in Standale. When we
resume programming in March, we will hold smaller programs in the temporary library and will be holding larger
programs in the community room at Walker Firestation 2 next door. We are grateful to the city of Walker and the team
at Walker Fire Station 2 for allowing our librarians and our patrons to use the space!
