REPORT – DECEMBER 2024
As we have finished 2024, I am pleased to say that crime decreased once again. Part 1 crimes
which include robbery, burglary, larceny, destruction of property, and stolen vehicles all went
down in 2024. We did not respond to one robbery this year. Over-all our calls for service went
up again this year with quality-of-life calls. Retail Frauds saw the largest jump with a 23%
increase. I must give credit to all the hard-working members of the Walker Police Department
and the community for taking proactive measures to reduce crime. There will be more details and
statistics coming soon in our annual report.
We were able to take delivery of a new Mobile Command Unit. The city has never had a mobile
command unit that we are able to use at critical incidents, city events, and fire scenes. This unit
will help us manage a scene or event with the newest technology and real time information. The
specialized unit will also be used by our Special Response Team and store equipment needed for
callouts.
I was able to spend a few hours with the Mayor’s Youth Academy and give them an opportunity
to better understand the daily operations of the police department. The students asked great
questions, had a drone demonstration, and experienced a use of force scenario with our virtual
reality training.
Our interview rooms were updated with new wall coverings and a video recording system from
Axon. The new video recording system will link the interviews to any other video evidence from
the case and allow us to send them to the prosecutor’s office in a digital format. The new system
also comes with updated redaction software that will save our records team many hours when it
comes to FOIA requests.

Patrol
Patrol responded to a single vehicle traffic crash on Maynard near Butterworth. The male driver
was pinned in, and the female passenger was ejected from the vehicle. The driver was seriously
injured, and the passenger was fatally injured. Both alcohol and speed were factors in the crash.
Patrol responded to a retail fraud in progress at a business in the north district. The suspect was
known to loss prevention and was wanted on multiple felony warrants including absconding
from parole. Patrol located the suspect and led officers on a foot pursuit inside the store. The
suspect was caught and resisted arrest. Two customers inside the store assisted the officer in
restraining the suspect. During the incident one of the customers was assaulted by the suspect.
The suspect was lodged on his warrants as well as unarmed robbery stemming from the retail
fraud incident.
Patrol responded to a retail fraud in progress at a business in the north district. The suspect was
located and arrested. The suspect was also wanted out of Grand Rapids for attempted murder. A
weapon was recovered that was possibly used in the Grand Rapids assault.
Patrol drone pilots performed two drone deployments in the month of December.
Road Patrol investigated 1245 offenses this month compared to1253 last month. Patrol officers
completed 121 crash reports during the month of December. Patrol officers conducted 344 traffic
stops. Officers issued 171 citations with 233 total violations this month. Patrol officers made 102
arrests in the month of December.
Investigations
Detectives investigated an incident where a stolen check was cashed at a south district business.
Investigators learned that the suspect had also cashed checks in the city of Grand Rapids. After
reviewing surveillance footage and sharing information with the Grand Rapids Police Department,
a suspect was developed. Although the suspect has yet to be captured, the prosecutor's office
authorized a charge of uttering and publishing.
Patrol responded to a road rage incident that occurred in the north district. One of the drivers
involved had his vehicle damaged by the other person, who fled the scene. Detectives identified
the suspect and were able to interview him. After reviewing video footage of the incident, the case
was sent to the city attorney. The suspect was charged with malicious destruction of property.
Detectives investigated a stolen firearm from a residence in the south district. The victim reported
having several acquaintances over to his home to watch a sporting event. Once everyone left the
home, the victim realized his gun was stolen. Detectives were able to identify a suspect, and he
was interviewed. The suspect confessed to taking the gun and felony charges were authorized.
Detectives investigated the fraud of a vulnerable adult at a foster care facility in the north district.
It was discovered that the guardian of a disabled person had been stealing his social security
checks. Further investigation revealed that the suspect had defrauded multiple disabled adults in

several jurisdictions. After a lengthy, multi-agency investigation, the suspect was taken into
custody and charged with felony criminal enterprise.
Vice
KANET Detectives were contacted regarding a narcotics investigation, stemming from a
suspicious vehicle in the City of Walker. Walker Officers located a vehicle parked along the
roadside which was registered to a wanted suspect for aggravated stalking. The suspect was located
inside the vehicle and was taken into custody for his outstanding warrants. The suspect was also
found in possession of several grams of methamphetamine. The suspect was lodged at the Kent
County Jail and faces additional charges.
KANET Detectives were contacted regarding a narcotics investigation stemming from a call for
service in the City of Walker. Walker officers were called to a residence for a report of
methamphetamine being left behind in the home by the caller’s ex-boyfriend. Officers arrived on
scene and located the methamphetamine. During the investigation, the boyfriend admitted to
detectives that the methamphetamine belonged to him. After a brief struggle with the suspect, he
was arrested and lodged. The suspect was charged with possession of methamphetamine and
resisting and obstructing police.
KANET Detectives were called to the scene of a suspicious package located in the City of Walker.
A local business reported they received a package that contained over 1,500 grams of marijuana.
Detectives arrived on scene and seized the package. The investigation remains ongoing.
KANET Detectives were contacted by the US Marshall Service regarding a narcotics investigation
stemming from a fugitive arrest. The US Marshall Service executed a search warrant at a local
motel in the City of Walker for a wanted fugitive. Once the fugitive was arrested on their felonious
assault warrant, the fugitive team located a large amount of cash and marijuana. KANET
Detectives executed a secondary search warrant for the controlled substance. Five pounds of
marijuana were located and seized and $19,000 in ‘Motion Picture’ money was located. The
counterfeit cash was seized. The suspect faces additional charges.
KANET Detectives were contacted regarding a narcotics investigation stemming from a drunk
driving arrest in the City of Walker. Walker Officers conducted a traffic stop on the vehicle and
after further investigation, the driver was arrested for driving while intoxicated. The driver was
later found in possession of crack-cocaine. The driver was lodged at the Kent County Jail and faces
further possession of cocaine charges.

Training
There was no mandatory department in service training in the month of December. There was a
make up Physical Control Tactics class session for those who missed the training in November.
The training logs for the year 2024 were reviewed and critiqued in preparation for the 2025
schedule.
Community Outreach and Engagement
The Holiday Season was a busy time for the Community Outreach and Engagement Officers.
They attended events such as City of Walker Winterfest, Shop with a Cop, Toy Express at Helen
DeVos Children’s Hospital, Santa Clause Girls Giveaway, and a Grand Rapids Griffins event
with Allegan County benefiting a deserving child. Spreading cheer during the holidays is always
a highlight for the department.
Aside from being in the holiday spirit the Community Outreach and Engagement officers were
also busy working with MDOT to finalize the West River homeless camp clean up. Officer Glass
and Officer Harkema taught at CRASE training for the 59th District Court staff in Grandville and
Officer Glass assisted with the Mayor’s Youth Academy. Officer Harkema collaborated with
Detective Huisman following up on incidents that involved students from two local schools.
Officer Harkema also briefed WMAES staff on reunification procedures at Remembrance
Church in the event of an active violence incident at their school.

Ticket Highlights
133 Service Tickets opened in the last 30 days for the City of Walker
• Working with the PD on some issues with disconnects in the squad cars
Project Highlights
• PD Interview rooms – Finished PD Interview room setup
• Fire – Deploying TVs in all the stations that display the Computer Aided Dispatch
(CAD) system. These screens will show the incidents in the area. The technology
part of this is done, working with DPW to mount the TVs and run power.
• Library – Continuing to work with the library consultants on the Walker portion
of the new library build and the systems Walker IT supports, such as the physical
security system.
• Smart Board – Smart Board has been setup. We are working with departments on
how to use it and how it fits into items such as plan reviews.
• WiFi upgrades – All buildings have had their WiFi upgraded.
• IT Processes – We are working to automate more backend activities such as
patching and new setups. Also working on new proactive processes such as
monthly checks on equipment.

Busy time of the year – Taylor and Rachel have wrapped up the 5-Year Reappraisal
and building permits for 2024. We have got all the new construction appraisals in place
from building permits. Personal Property Statements are starting to come into the office
too. I am close to wrapping up the new 2025 values for real property, so that we will be
able to order those Assessment Change Notices soon.
We sent out reminder letters to our 50+ 100% Disabled Veterans, for their annual
filing of their Exemption. The state changed the rules, so after they file this year, they will
not have to file again unless they move – then they would need to file a rescission for the
current location and file a new Exemption for their new location. We have received a huge
number of those applications, so I will be working on getting those in place.
Just a reminder of the increases each class of property will be getting for 2025 –
these numbers come from the studies that Kent County Bureau of Equalization gives us:
- Commercial – ratio of 45.01, which is a +11.09% increase.
- Industrial – ratio of 44.50, which is a +12.36% increase.
- Residential – ratio of 44.99, which is a +11.14% increase.
- Inflation Rate Multiplier is +3.1% (or 1.031).
In the Residential class, we do a study for each neighborhood, so some will be more
than +11.09% and some will be less, all depends on what the sales in that neighborhood
show us what we need to do. The +3.1% Inflation Rate Multiplier – that is the amount that
everyone’s Taxable Value will increase, so property taxes will increase +3.1% (unless there
is a millage rate increase – that will increase it more).
The next few months will be full of processing Personal Property Statements (due
February 20th) and then we will have March Board of Review (MBOR). With the market
still selling properties high, I am again expecting to have a slow MBOR.

BUILDING MAINTENANCE
• DeMaat Bros remodeled the interrogation rooms at Police Dept
• Modern office finished the remodel in income tax.
• We installed 6 tv wall mounts with tv’s in the fire stations and Mayor’s office.
Kleyn Electric ran power to all the tv’s
• Had several set-up and tear-down in commission chambers
• Met with different contractors to get quotes on some upcoming jobs
• We worked with Trane on some issues at the senior center.
• Cruiser garage door spring broke, worked with west Michigan door for ordering
parts and installation
• S.A. Morman installed a new door and secured lock system for Clerks office
• Repaired the air line for station 2 ladder truck plug in.
• Did Generator PM’s and reprogramming for weekly run times
SIGN SHOP
• Made 42 road signs. Installed/replaced 12
• Started sorting and planning signs that need replacement
• Designed and cut graphics for Police Command Vehicle

GARAGE
Police
• We upfitted the new detectives’ cars with radios, flashlight chargers, lights and
sirens. One is complete and in service the other is just waiting for the siren
amplifier from sound off. Once that arrives it will be ready for service
• Car 317 (10) was picked up from great lakes in December and is in service.
• Car 318 was dropped off at great lakes and will be completed in early January.

• Car 2 was in a minor car deer accident and is going to Rodenhouse on January
6th.
Fire
• Ladder 1 was brought in for a couple small write-ups and during our inspection a
coolant leak was found at the cylinder head. We tore down the engine and sent
the cylinder head out for testing at AIS engines. They found the cylinder head
was cracked in multiple places. We purchased a new cylinder head, all
supporting parts, and made the repairs in house. It was put back into service in
the first week of January.
• Engine 3 had a coolant line that failed in the roof top HVAC unit, flooding the cab
with coolant. We made repairs and sent the truck out to get the interior detailed.
We also had the exterior buffed out and polished to restore the paint as
preventative maintenance.
• Tender 1 was sent to Metal Works in Coopersville to have holes from old lights
repaired and the top of the cab painted. We should get that back in the middle to
end of January.
• The tank for Tender 1 is finalized and ordered. Now we are waiting for a build
slot.
DPW
• Our new tandem plow truck with the swap loader attachments was built and
delivered by Truck and Trailer. It immediately went into service when it arrived.
• Preventative maintenance, inspections, and repairs on the plow trucks as they
tackle winter storms.
• The garage hired a new technician, Brandon Lothshultz.
ROADS
• Crack filling around patches and manholes.
• Mastic material on Butterworth St. and raised manholes on 3 Mile Rd. between
Bristol Ave. and Walker Ave.
• Tree trimming and removal based on service requests.

We will provide updates on a few of our most significant work items below:
1. Walker Library:
Construction slowed during the holidays. The earthwork contractor has worked up to the
library entrance but decided to step back until the patron traffic stops on January 20th.
We observed some significant safety concerns as the work approached the entrance and
we agree that waiting to finish that work after the library closure should be acceptable.
The minor modifications to the temporary library location are nearly complete. We
expect that work to be ready for KDL within a week. After their final day at the existing
location on January 20th, they will begin moving a portion of their materials to this
location. They should be up and running by the first week in February.
Bid package #2 has been completed and we are awaiting formal recommendations and
documentation from Owen Ames and Kimball (OAK). The Library Steering Committee
will be meeting shortly to review the 8 bid packages and award the work.
Bid package #3 is being assembled today as Studio GC submits another set of final
drawings for OAK to put out for bids.
There is a pretty intense list of duties associated with overseeing the library activity.
While construction might look slow amidst the freezing temperatures, there are a wide
variety of tasks taking place behind the scenes. Gary Postema has stepped up to provide
me back up for this role as we enter the construction phase. This has been, and will be, a
huge help as we try to coordinate other mission critical duties and occasional time away
from the office.

We hope to reserve some time on an upcoming Commission agenda to provide an overall
update on the project.
2. Fruit Ridge Over I-96:
Our big charge right now is to complete our contract negotiations with MDOT. We do
not currently have a contract in place to spell out the duties and costs associated with the
project. This has been in the works for a year, but we are at a critical point now. MDOT
cannot award the project without this in place.
An actual construction date has not been set yet but we expect the work to begin no later
than March 31st. This will be set by the contractor following the MDOT award.
3. Requests For Proposals:
We are working on getting designers on board for upcoming projects in 2026. We have 2
grants that will allow us to improve Bristol Avenue from the new bridge north to Three
Mile Road. This project started out as a sidewalk project but we were able to make some
adjustments with the Grand Valley Metro Council (GVMC) and secure funding for actual
street improvements to accompany the sidewalk.
We are also working on a few smaller items from the Capital Improvement Plan and
current 24/25 budget.
As we wrap up the abundance of projects from 2024, the Engineering Department is still busy
working on all of the 3 P’s that make up the majority of our duties. They are public projects,
privately funding projects, and programs. Here are a few critical items.
• We continue to participate in various GVMC Committee Meetings - Tech, Non-
Motorized, Asset Management, Stormwater Ordinance (SWORD), Lower Grand River
Organization of Watersheds (LGROW), Regional Geographic Information System
(REGIS), Transportation Program Study Group, etc.
• We are fully engaged with many private projects at various stages of development. The
size and scope of the projects are significant but, fortunately, the overall demand on
Engineering for new projects slowed slightly during 2024. We continue to engage in
environmental, legal, traffic, and other technical issues to coordinate with the Community
Development Department (CDD), private developers, Grand Rapids utility staff, and
partner road agencies. The active list includes projects like Waterford Village, Tallman
Woods Condominiums, Pheasant Ridge, Modderman Multi-Family, Lewis Farms and a
few other smaller projects that are still on the drawing board. Some of the projects
require an extensive review of public utilities and future public roadways. Our duties
include monitoring and inspection on a variety of levels. We would be happy to answer
specific questions if Commissioners would like to reach out directly.

contract employees and the newly implemented Fire Department.
We ran the final payroll for 2024 and completed all necessary filings as we prep for W-2
creation and submittal in January.
We continued our work on other post employment benefits (OPEB) liability changes for
the upcoming calendar year. We are working with MissionSquare to prepare plan
documents and tentatively plan on employee enrollment in early 2025.

• The Let it Glow Community Christmas Light Contest went well again this year.
• Getting software ready for soccer registrations starting on February 2.

• Confirmed Memorial Day parade planes for flyover. (actually, did this in December)
• Ordered prefilled eggs for Easter egg hunt but have plenty to stuff!
o Easter Egg Hunt is scheduled for Sat, April 12 at 11am sharp!!
• Very busy with fire station rentals, half the year is booked!
• Andrea is busy working on lots of newsletter articles for the city printed version and the Rec
department’s yearly newsletter.
Fitness Dept:
• We increased Personal Training rate from $25.00 a ½ hour session to $30.00. Six session PT
packages are now $175.00.
• Personal Training special buy 6 sessions for $175.00, get 1 additional session. We sold
several gift cards for Personal Training as well.
• Silver Sneaker Xmas party. Approx 75 members showed for the holiday potluck. Everyone
had a great time!
• Over the Christmas break we offered Students 1 month membership for $33.00 while they
were home for the holidays
• Tanning Punch cards are $10 off through March!
Facility
• As of Jan 1, 2025 we have 3441 Active members in good standing here for the gym! All time high
number of members!
• Blood Drive on Dec 26th had 25 doners. Next Blood Drive we will be hosting with Kenowa Hills
High School on Tues, March 4 and Wed, March 5 in our meeting rooms.
• All WIFC Departments are working on budget items for 25/26 fiscal year.

• Our NEON New Years Eve event had over 280 skaters. It was another huge success and a fun way
to ring in the new year!!
• Brief update on our Insurance based memberships:
o Priority Health will no longer be participating with Silver Sneakers. They have gone to a
program called One Pass
o The WIFC will participate with this new One Pass program and still continue with the Silver
Sneakers, AARP and Silver and Fit programs.
o Over 800 of our current members are with Priority and this new One Pass program.
o Hats off to our staff who are one by one switching our senior members over to the One
Pass Program.
Ice
• Holiday Open Skates and Stick and Pucks: We had an extremely busy Holiday Open Skate
and Stick and Puck this year! This translated into increased Concession and Pro Shop
Sales.
• Hawk Hockey: At our December Board meeting we went over how the new Crossbar
payment/communication system has made this much smoother this year. January is a
busy month with Adray League Champions being finalized and prepping for Little Caesar’s
Playoffs. Our Hawk Adray League is also closely coming to an end and we will seed for
playoffs. Hawk Mites participate in the Van Andel Jamboree on January 11th
• Cross Ice Hockey: Rosters were submitted to Maha and approved. We will participate in

Individual Income Tax
Fourth quarter estimated payments continue to come in as they are due January 31,
2025. 2023 returns have now been processed. Forms are loaded in our website
for 2024 tax year and 2025 estimated payment vouchers. Electronic filing is now
open and we are receiving W-2/W-3 from employers.
Corporate/Partnership Income Tax
Corporate/Partnership returns have been processed.
Other
• We are working on State of Michigan matching program to continue to get taxpayers
onboard with filing Walker returns. Staff training is in progress with use of
MSU Tax School and our team. Updated filing version of CityTax is being
implemented with minimal tweeks needed. Our third-party withholding
vendor has implemented updates as well and we are in training of this
version.
We are starting work on 1099-G program to send to individuals.

Finance/Treasurer Department Staff Report
January 2025
The collection of 2024 property taxes is going well. During the month of December
2024, we processed approximately 4,700 payments for a total tax collection of
$2,156,815. As of January 16, 2025, we have approximately 3,200 unpaid 2024 property
tax bills on our tax rolls, which is in line with what we had at this time last year.
The City of Walker Human Resource Department will be providing W-2’s to Walker
employees prior to January 31, 2025 as required. My department will be providing
1099’s to the appropriate vendors prior to January 31, 2025 as required.
Budget worksheets for the 2025-2026 fiscal year have been distributed to the department
heads. Meetings with the department heads to discuss their proposed 2025-2026 budgets
will be held next week. An initial copy of the 2025-2026 budget will be available to the
Walker Budget Committee by February 20, 2025 as required by Section 9.2 of the City of
Walker Charter.
The library bond sale took place on January 15, 2025 and was successful.
I will email a copy of the December 2024 bank balance report to you when it is
completed.

Walker Branch of Kent District Library
Manager’s Report – January 2025
KDL System-wide Statistics
• In December, 135,635 physical and digital items circulated.
• 15,792 patrons attended 174 programs in the branches, and 1,791 patrons attended 24 community events.
KDL Walker Statistics
• 5,382 patrons visited the library in December.
• 18,250 physical items circulated; this number includes all items checked out in the branch or renewed for
more loan time.
• Branch Librarians attended 4 community events and connected with 517 community members.
Library Update
Renovations to the Walker Temporary Location are underway, and our librarians are busy getting ready to move to
the space and prepare for the current location to close for renovation on Saturday, January 18th. Library staff will be
working hard to complete the move for the two weeks we are closed, including preparing part of the collection to be
moved to the temporary location, and the rest to be stored for the new library. Librarians will also be ensuring the
temporary location is ready to open its doors to the community On February 3rd. The move to the temporary location
will enable the construction of the new library to happen at an expedited rate, which will enable the community to
visit their new library sooner!
While we prepare to move to the temporary space, work also continues planning the new library. Regional Manager
Liz Knapp, and Director of Library Operations Jennifer DeVault are excited to continue to work with City Engineer
Scott Connors, Mayor Garey Carey and the Commissioners, city staff and our partners OAK and Studio GC as we fine
tune the details of the new library, and how our community will use and navigate the space.
Programming and Outreach
Sign Up for Let It Snow!
Winter is a great time to stay home and cuddle up on the couch with a good book. Sign up for Kent District Library's
Let It Snow reading program. Adults and teens (age 11+) who read or listen to six books from the Let It Snow reading
categories between December 1 and February 28 earn a collectible Let It Snow mug. Still want more reading? Log four
more titles — for a total of 10 books — by February 28 and be automatically entered into a drawing to win an Amazon
Kindle Scribe. Track your reading progress online using Beanstack or complete and turn in a paper form, available at
any KDL branch.
The Books Everyone is Reading
Kent District Library is encouraging adults to get “On the Same Page” with reading. KDL is thrilled to announce the
books that will build community as everyone reads and discusses the same titles, Wandering Stars by Tommy Orange
and Martyr! by Kaveh Akbar. On the Same Page will include book discussions, programs this spring focused on the
themes in the books, and a Meet the Authors event at 6:30 PM on Wednesday, April 30 at the Godwin Heights High
School Auditorium. Free registration for the author event will be required and will open on Monday, March 17 at 9:00
