REPORT – DECEMBER 2025
As we closed out 2025, I am very pleased to report that overall criminal offenses declined
compared to the previous year. Major crimes continue to trend downward, which reflects the
hard work of our officers and the proactive efforts of our community. One area of concern
remains retail fraud, which experienced the largest increase once again—up 20% this year and
43% over the past two years. We will continue to work closely with our retail partners to address
this issue. More detailed statistics and analysis will be available in our upcoming Annual Report.
Our current police department building is more than 35 years old and has reached its maximum
capacity. There are several safety concerns related to the building’s layout, and as the City of
Walker continues to grow, it is critical that we plan for the future. A space needs study has been
completed, and we are now evaluating the next steps to ensure we can continue to provide safe,
efficient, and effective public safety services to our community.
Captain Brandyn Heugel was promoted to the rank of Deputy Chief. Deputy Chief Heugel has
been with the department since 2000 and has steadily worked her way through the ranks. She is
an exceptional leader who consistently puts the needs of the department and the community first.
Internal interviews were conducted for the rank of Corporal. We had four outstanding candidates
who demonstrated a strong desire to take on additional responsibilities and continue advancing
their careers within the department. We look forward to helping them learn and become future
leaders of the department.
I attended the Kent County Emergency Management “Rising Waters” exercise, which focused
on a large-scale flooding scenario. The exercise was held at the Kent County Emergency
Operations Center and was very successful. These types of training are critical to ensuring we are
prepared to respond effectively to large-scale emergencies.
I met with a local condominium association to discuss traffic safety concerns. The conversation
was productive, and it is always valuable to hear directly from our residents and work
collaboratively on possible solutions.

We closed out the year with another successful city event, Winterfest. These events require many
hours of planning to ensure the safety and enjoyment of everyone who attends. We could not
accomplish this without the tremendous support and collaboration of other city departments, and
I am grateful for their continued partnership.
I would like to extend my sincere appreciation to the dedicated members of the Walker Police
Department, along with our residents and business community, for their continued partnership in
reducing crime and helping make Walker a safe, welcoming place to live, work, and visit
throughout 2025.
Patrol
Patrol assisted the GRPD with a missing subject from the Michigan Veterans home on Monroe
Ave. The subject was located in the Grand River near the west shoreline. Unfortunately, the subject
was found deceased. We worked with Grand Rapids Police in conducting the death investigation.
Patrol attempted to stop a vehicle in the south district for a traffic violation. The vehicle did not
stop and accelerated at an extremely high speed. The vehicle went off the roadway a brief time
later and struck a tree. The driver was seriously injured. Alcohol is believed to be a factor, and the
crash is still under investigation.
A patrol officer was responding to a traffic crash on I-96 where a vehicle had gone off the roadway
due to the icy road conditions. Prior to his arrival on the scene, another vehicle lost control and
crashed into our patrol vehicle, causing damage. No injuries were reported. This is a reminder to
slow down and be cautious in inclement weather.
Patrol responded to two separate burglaries of vape shops in both the north and south districts.
Patrol offices quickly obtained suspect vehicle information from video cameras and Flock Safety
cameras. Patrol officers located the suspect vehicle in Ottawa County. Stolen property was located
in the vehicle, and one of the suspects was subsequently arrested.
Patrol officers responded to a retail fraud in progress in the north district. When officers arrived
on scene, the suspect fled on foot from them into the parking lot. The suspect then jumped into an
occupied vehicle and implied that he had a gun and forced the driver of the vehicle to drive away.
Officers attempted to stop the vehicle, but the vehicle continued to drive away. A short time later,
the female driver was pushed out of the vehicle by the suspect, and the suspect fled in her vehicle.
Officers briefly pursued the vehicle but terminated the pursuit due to dangerous traffic conditions.
The female driver was not injured during the assault. The victim’s vehicle and the suspect were
located later that evening in Grand Rapids. The suspect was arrested on multiple felony charges.
Patrol drone pilots performed one drone deployment in the month of December.

Road Patrol investigated 1191 offenses this month, compared to 1178 last month. Patrol officers
completed 100 crash reports during the month of December. Patrol officers conducted 339 traffic
stops. Officers issued 192 citations with 231 total violations this month. Patrol officers made 115
arrests in the month of December and responded to 24 medical calls.
Investigations
Detectives were called in to investigate a carjacking that had just taken place in the parking lot of
a north district business. Patrol located the vehicle and suspect in Grand Rapids. The suspect was
taken into custody a short time later. He was brought back to the department, where detectives
interviewed him. The suspect confessed and was charged with multiple felony offenses.
Detectives were called in to investigate a burglary of a south district business that had just occurred.
Patrol used Flock to identify a vehicle of interest, which led officers to a home in Coopersville. A
juvenile subject was taken into the department, where detectives interviewed him. The suspect
confessed and was charged in juvenile court.
Detectives investigated a retail fraud in the south district. The female suspect attempted to steal
merchandise before store employees confronted her. She fled the scene. Detectives reviewed the
surveillance footage and were able to identify the suspect. Although her location remains unknown,
charges were authorized.
Detectives investigated an embezzlement at a north district metal scrap yard. During the
investigation, it was determined that the former employee was overpaying his friend for scrap
metal, to the tune of $5,000. Video surveillance revealed that the accomplice would stand on the
scale when the suspect was weighing the scrap metal, causing the price to be inflated. Detectives
interviewed both suspects. One of them confessed. The prosecutor's office authorized felony
charges for both subjects involved.
Detectives investigated a retail fraud in the north district. A female suspect stole over $150 worth
of merchandise and fled when store employees confronted her. Detectives reviewed the
surveillance footage and determined the suspect had also committed a retail fraud at a neighboring
store, just minutes earlier. Investigators were able to find a Flock image of the suspect vehicle,
which led to the identification of the suspect. After the witness picked the suspect out of a photo
lineup, the prosecutor’s office authorized charges.

Vice
KANET detectives conducted a buy bust with assistance from the DEA, and Battle Creek SWAT.
The suspect was confirmed to be in possession of 350 grams of fentanyl and 4 ounces of cocaine.
A vehicle takedown was conducted and the suspect was arrested. After taking the suspect into
custody, detectives executed a search warrant at his residence were 256 grams of cocaine, 8.24
grams of fentanyl, 12.21 grams crack cocaine, and $28,000 in cash were seized. The suspect was
lodged at the Kent County Jail.
Detectives assisted the Human Trafficking Task Force with a prostitution sting at a hotel on 28 th
Street. 12 suspects were arrested in 6 hours.
Surveillance was being conducted on a residence in Sparta, stemming from an investigation into
the sale/delivery of methamphetamine. During this time a male subject was observed arriving at
the address, going inside for a short time and then exit the residence. A traffic stop was conducted
on the vehicle. Detectives spoke with the driver, who gave consent to search his person and vehicle.
During the search detectives located 28 grams of methamphetamine. While arresting the subject,
a search warrant was executed at the residence. Upon executing the search warrant, an additional
306 grams of methamphetamine were located and approx. $2,500 USC were seized.

Training
Department-wide mandatory in-service training for December 2025 included Taser 10
recertification, Virtual Reality scenario training, and gas mask fittings. Personnel rotated through
multiple training stations to reinforce existing skills while learning new techniques. Proper gas
mask fitting is critical to ensure equipment integrity and an effective seal for everyone prior to any
operational need. The use of the Axon VR system provided members with valuable scenario-based
training focused on de-escalation and use-of-force decision-making, allowing officers to safely
simulate real-world encounters and refine their responses.
Specialized training in December included instruction related to the Field Training Program and
the department’s Power Ready program, which focuses on preparing the next generation of
officers. Personnel also attended Advanced Roadside Impaired Driving Enforcement (ARIDE)

training to enhance the detection and processing of impaired drivers. A member of the Detective
Bureau attended Basic Detective School, while several officers completed MCOLES Speed
Measurement Certification online, along with various FEMA training modules. The final Police
One online training session of the month focused on officer mental health and stress management
to promote long-term wellness and career sustainability.
Community Outreach and Engagement
Officers Glass and Harkema were actively engaged in community outreach and departmental
support efforts throughout the month. Both officers attended various holiday events at local
schools. They partnered with the Grandville Police Department during the annual Shop with a Cop
event, alongside road patrol officers, to ensure that all Cummings Elementary students could
participate and shop with an officer. They also worked with Sobie Meats to provide holiday meals
to local families and delivered meals and gifts to WMAES families.
Officer Harkema assisted the Walker SRT with scenario-based training and attended the Second
Hope Collaborative Family LIFE Night, where families identified by local schools, churches, and
Walker PD calls for service received practical guidance from a guest speaker on managing
children’s behavioral challenges. In addition, Officer Harkema assisted a local community group
with snow removal for an elderly resident and worked with the Mobile Crisis Team to help a newly
relocated North District resident connect with local resources after losing her belongings during
interstate travel. Both officers attended or instructed at departmental training sessions and began
familiarization with City IT–approved video editing software to support future social media and
recruiting initiatives.

Service stats for the month
Project Highlights
• Library –Joining meetings and helping as needed as the project progresses.
Meeting with OAK and wiring/physical security contractors on the 15th to review
getting those items started.

• PD Axon auto-tagging –Kent County is assisting with increasing the accuracy of
the auto-tagging. New solution is in place and is working better than before. Kent
County Dispatch and Axon continue to tune the system.
• Email server move – We need to move to Microsoft’s Government Cloud to assist
in meeting compliance for the PD and court, and help with accreditation with PD.
There will be a weekend of disruption in January or February, there will be
communications sent out before the change happens. We had the kick-off meeting
for this project with the contractor and are working towards getting a date for the
move asap so we can start communicating the change to everyone.
• eWarrants – looked at a solution with i3 Verticals, but is has a high cost
associated with it. Looking into alternatives.
• Income Tax automation – working with i3 Verticals and the Income Tax
department to further automate their data entry tasks. We are considering using an
AI-based solution to assist with this. Our current software vendor that we use to
process income tax, Innovative/CityTax, is not responsive and is holding up this
project.
Security Highlights
• Adam is working on implementing new software to further our security posture
and to meet Court and PD Criminal Justice Information System (CJIS)
compliance.

RE: December Report from Assessing
December Board of Review was on the 9th, and everything proceeded smoothly.
The annual personal property canvas was completed by Taylor and me, and we were able
to get all the personal property statements out on the 11th to all businesses. Taylor and I
continue to finalize the 5-year reappraisal, building permits with fieldwork, and
processing documents (deeds, property transfer affidavits and principal residence
exemptions). We had two IFT certificates before the commission on the 22nd for the
property at 2574 Hillside each were passed. There will be another one coming for the last
lease holder in the new building soon.
Kelly is finishing up the crazy residential ECF studies. This year has been a real
humdinger to say the least. As Kelly has said before, it has kept her on her toes a lot this
year with all the late updates! She never ceases to amaze us with her skills keeping up
with the curveballs of the assessing world. She is out for the month of January but will be
working remotely on finishing up year end things as we head into 2026.
The Small Claims Tribunal for the house on Hufford is still in the waiting stage –
this is one of the last two appeals left from 2024 the other being Target which has been to
pre-trial and is set for Fall of 2026. We have 4 appeals still open for 2025 – The two for
Y & O Walker LLC (Green Orchard Mall) was settled January 12th, 2026. That leaves
ARC Hospitality (Marriot Springhill Suites), Macatawa Bank, 2476 Waldorf LLC (small
industrial bldg.), and an appeal over a Principal Residence Exemption for a home on Lake
Michigan Dr. I will keep you all posted as we proceed with these appeals.

GARAGE
Fire
• Engine 2 is currently at Cummins. We had them install a new EGR cooler. We ran it for 2
weeks and found coolant in the oil. The new EGR cooler was defective. They are replacing that
under warranty. They also found a freeze plug in the head was leaking coolant into the oil.
• Engine 3 was in the shop for new rear brakes and some minor repairs.
• We are installing cradle points and 5G antennas in all the Fire department vehicles.
• New Car 2 is in service
• We are starting to pull the white Tahoe’s out of service as new car’s are being built.
• The topper and equipment will be here in January for the next truck build.
• The truck committee will be meeting with pierce to discuss the new rescue truck build.

• Car 11 was pulled from the road rotation and is going to be stripped of parts or re use.

Walker Library:
We had hoped to have the roof and exterior windows completed in December but the angry
autumn weather said otherwise. With the fall stories of the Edmund Fitgerald still echoing in our
ears, our construction team has persevered and continues to peck away at the exterior items. The
good news is that work inside the building continues to be on schedule. These rough-in items are
on the critical path for our Fall 2026 grand opening. The Owens Ames and Kimball team is
anticipating interior drywall in about a month. The entire team is excited about spring and the
sitework that will expose us to another level of chaos in the middle of our campus. We
appreciate the patience of all our employees and visitors. We are past the halfway point and we
will be pushing to the finish line over the next 8-9 months.
Public Safety Space Needs Study:
The Public Safety Committee has accelerated their meetings to meet every 2 weeks as we
forecast and explore the future of both Fire and Police. Our staff commitment has also expanded
to support their activity. We are looking at a variety of issues related to the expansion of the Fire
Department to full time and the continued lack of space for the Police Department. Studio GC is
wrapping up a report that will detail the Space Needs Study. A significant part of our effort will
be in supporting the committee and our Finance Director in securing funding for the
infrastructure necessitated by this growth. The committee has also asked us to accelerate our
plans to look at City Hall and to help balance the needs of the many as we continue to work with
our colleagues in Fire and Police. We have not made much progress on this new front yet, but
we intend to see progress through the spring and summer as we dedicate our team to this special
initiative.

Public Projects:
This will be a lighter year for publicly funded projects. Our 2 biggest efforts are the Bristol
Road Improvements (from Three Mile Road south) and the Richmond Street Improvements
(from Gordonshire to Deerfield). These projects each present some challenges as we wrap up the
design this year. Construction is not likely until 2027. We do have several smaller projects that
will be constructed. They are:
• Mid-Block Crossings (3 Locations)
• Maplerow Sidewalk
• North Park Street & West River Drive Traffic Signal
• Alpine Avenue & Hillside Avenue Traffic Signal
We also have a number of special initiatives:
• Public Safety Space Needs Study and Support
• City Hall Space Needs Study
• Community Park Pedestrian Connection
• Remembrance Business District Mid-Block Crossing (near Mullins)
There are many other critical items taking place as we continue to work on existing and future
private projects. We also remain busy administering many of the behind the scenes program
tasks like soil erosion, stormwater permitting, Act 51 compliance, asset management, FEMA
floodwall monitoring, etc. We will have a busy year in 2026!

Payroll & Benefits:
We have completed all 2026 payroll changes based on open enrollment selections and other

We have been working on new laws regarding qualified overtime tax exemption for employees that
must be reported as part of the W-2 process for 2025. We are working with our software companies
and legal team to ensure we are compliant with required reporting and future tracking of qualified
time. We will have notices ready by end of January to share with employees.
Michigan Employee Retirement System (MERS) was onsite in December to meet with employees
and review retirement plans.
Other:
Many other personnel and related activities were addressed this month.

• Let it glow competition didn’t get a lot of entries this year but those that entered enjoyed being
part of a friendly competition. Thank you, Mayor Carey, for delivering the prize basket to the
Gigliotti family.
• Recreation has been busy getting ready for the spring and summer seasons.
• Spring Soccer registration starts January 12.
• Adult softball registration starts February 2.
• Easter Egg hunt is March 28.
Fitness Dept:
• Silver Sneaker x-mas party. Good turn out with about 65 seniors.
• Martial Arts workshop was schedule on December 6. Good turnout
• Personal Training is going strong.
• The Weight Loss Challenge is underway for Jan and Feb.
• As of January 1, 2026 we have 3700 members registered. In December of 2025 we had 11,532
members check in to the gym!
• January membership specials include:
o $0 Joining Fee for all new and returning members to the gym
o Buy 6 months get one additional month free
o Tanning Punch Cards are $10 off – now $33 for 10 sessions
o Personal Training – Buy 6 session package and get one addition session free.
Facility
• Room rentals continue to be fully booked on weekends for Jan and Feb.
• Community Service workcrew here on 1/8/26 to take down all of the holiday decorations which
was a huge help.
• The Little Free Food Pantry continues -- it is being visited more and more by those in need.
• Christmas break public skate sessions were very well attended.

• NEON New Years Eve Skate was another great turnout with over 250 skaters.
• Trane will begin work on installing the new chiller unit in the Mezzanine in January.
• New ice rink scoreboard is ordered and hopefully installed the end of March 2026.

• Pro Shop: I placed Booking orders with CCM and Bauer for a restock of our Pro Shop for the
2026/27 season, with a July 2026 delivery date. We had a lot of traffic through the Shop in
December per usual with the hottest items being Mystery Mini Sticks. We sold 548 mystery
minis over couple month span!
• Ice: December was another busy month with all of our HAWK practices and games, hosting a
Mite Jamboree, user groups like Future Pro Goalie camps, and Grinder Hockey Tournaments
renting ice
• Cross Ice/Learn to Skate/Learn to Play Hockey: This has been our biggest season so far for
Cross Ice, Learn to Skate and Learn to Play Hockey! This is our feeder group for filling out our
HAWK Association so good times ahead

Individual Income Tax
Individual returns are complete for tax year 2024. 2025 forms are being added to our
website for acceptance of returns in late January.
Completed returns have been successfully scanned into our Opex system for archival
retrieval with OnBase. We are working with i3 Vertical in developing a software program
to automate data entry of our returns for greater efficiency.
We will continue a sweep of compliance requests for returns not submitted for 2024. By
doing this, we can also check that they are compliant for prior years if necessary.
E-filing return audit is complete for 2024.
2025 return tax forms and payment vouchers are being added to the website to start
accepting City of Walker returns approximately end of January, 2026.
Corporate/Partnership Income Tax
Extension returns for 2024 are completed. 2025 Corporate/Partnership returns are being
added to the Walker website.
Other
We are in the middle of Phase I with i3 Vertical to redo the scanning, processing feature
of our Opex machine to eliminate redundancy in processing. Our goal is to have this
completed for the 2026 tax year. In the meantime, we are processing as we have done in
the last two years which is a longer process. We thank everyone for their patience while
we update our systems for more efficiency in processing and compliance.

Finance/Treasurer Department Staff Report
January 2026
The collection of 2025 property taxes is going well. During the month of December
2025, we processed 3,735 payments for a total tax collection of $1,758,777. As of
January 13, 2026, we have approximately 3,600 unpaid 2025 property tax bills on our tax
rolls, which is slightly higher than what we had at this time last year.
The City of Walker Human Resource Department will be providing W-2’s to Walker
employees prior to January 31, 2026 as required. My department will be providing
1099’s to the appropriate vendors prior to January 31, 2026 as required.
Budget worksheets for the 2026-2027 fiscal year have been distributed to the department
heads. Meetings with the department heads to discuss their proposed 2026-2027 budgets
will begin next week. An initial copy of the 2026-2027 budget will be available to the
Walker Budget (Finance) Committee by February 20, 2026 as required by Section 9.2 of
the City of Walker Charter.
I will email a copy of the December 2025 bank balance report to you when it is
completed.

Walker Temporary Library
December Monthly Report
Walker Temporary Library November Statistics
11,383 physical items circulated. This includes items checked out and renewed for more loan
time. 7,040 digital items were checked out via the OverDrive platform. This does not include
digital materials checked out via other digital platforms like Hoopla and Kanopy that do not break
circulation down by branch.
We held 6 programs attended by 354 patrons and 5 outreach events attended by 337 people.
6,237 cardholders who live in Walker used their card in the last 12 months. This includes
individuals and families who share a library card.
Programming and Outreach
While in our temporary location, we’ve held programs in
many spaces. In December, we held two in the
temporary library parking lot, Meet the Sled Dogs, and
Ready for Reindeer.
Prizes are in for two of our reading programs, Let it
Snow, for adults and teens, and Legendary Readers, for
kids Kindergarten to fifth grade. Adults and teens who
have read 6 books can now pick up their mug. Kids who
have read 100 days this school year are able to pick up Library Staff at Sled Dogs
their legendary readers mini flashlight.
Library Updates
On January 27, the KDL Walker Staff will be touring the
new library. Thank you to Scott Connors for leading the
tour!
We have added to databases, Morningstar Investment
Research Center and Weiss Financial have joined KDL’s
digital resources. These two tools offer clearer, broader
and more user-friendly investment information for
Walker Branch Staff at Library In-Service
patrons at every experience level.
Upcoming Program Highlights Walker Friends of the Library Volunteers at Reindeer
Starting in January, we moved some large events to the Walker Ice and Fitness Center. We’re grateful
for the use of these spaces in the community while we excitedly wait for the new library!
