WIFC HVAC Cooling System Status & Other Long Term Maintenance Items Adjournment Page 1 of 11 FINANCE COMMITTEE MEETING MINUTES COMMISSION CONFERENCE ROOM WEDNESDAY, MAY 7, 2025 8:00 AM Call Meeting to Order - Record Attendance Committee Members: Mayor Carey (Chair), Steven Gilbert, and Roxanne Deschaine City Staff: Darrel Schmalzel, Dan DeVries, and Frank Wash Meeting called to order by Mayor Carey at 8:05 AM Discussion Items Approval of February 21, 2025 Meeting Minutes Motion by Roxanne Deschaine, seconded by Steven Gilbert to approve the February 21, 2025 meeting minutes. Motion Carried. FY 24-25 Budget Amendments City Treasurer Dan DeVries presented highlights of the 2024–2025 fiscal year budget amendments to the Committee. He summarized the increases and decreases to various fund balances and provided explanations for the proposed balance transfers. The Committee also discussed how these transfers would impact the 2025–2026 fiscal year budget. Motion by Steven Gilbert, seconded by Roxanne Deschaine to approve forwarding the 2024/2025 fiscal year budget amendments to the full City Commission for approval. Motion Carried. FY 25-26 Proposed Budget Treasurer DeVries reviewed Draft 2 of the proposed 2025–2026 fiscal year budget with the Committee. D. DeVries outlined staffing additions across various city departments and shared how these changes would impact the overall budget. The Committee also discussed adjustments to the budget resulting from decreases in construction costs. Motion by Roxanne Deschaine, seconded by Steven Gilbert to approve forwarding the fiscal year 2025/2026 budget to the full City Commission with proposed changes for final approval. Motion Carried. Finance Committee Minutes 5-7-25 Page 1 of 2 Page 2 of 11 Adjourned at 9:10 AM Finance Committee Minutes 5-7-25 Page 2 of 2 Page 3 of 11 CITY OF WALKER ENGINEERING DEPARTMENT MEMORANDUM TO: Darrel Schmalzel, City Manager Dan DeVries, Finance Director FROM: Scott Conners, P.E., City Manager DATE: September 3, 2025 RE: Traffic Signal Projects This memo is a follow up to our discussion in August about the shortfall we have with our joint traffic signal project. The project includes both the North Park Street & West River Drive and the Alpine Avenue & Hillside Drive traffic signals. These signals were originally budgeted in 2 consecutive seasons, but we combined them for design and construction purposes to take full advantage of the economy of scale. The cost of mast arm traffic signals, like many construction items, have gone up considerably. Our original budget included $880,000 over the 23/24, 24/25, and current 25/26 budgets. We are prepared to bid the project for construction in the spring of 2026, but our new total project cost is estimated at $1.2 Million. We would need to allocate another $320,000 in order to bid the project now, for construction within the current budget cycle. If additional funding could be secured, this would be the best option. A secondary solution would be to bid both signals together but have 2 separate completion dates. North Park/West River could be built in the spring with Alpine/Hillside construction after July 1, 2026. This would allow us to budget for the extra in the next budget cycle. I’ll plan on being in attendance at the Finance Committee meeting this Friday to help answer questions of you and the committee.
