a) Ferris was elected Chairman on a motion by Versluis, supported by Waalkes.
Motion Carried unanimously.
b) Minutes of the April 27, 2021 LOCC meeting were approved on a motion by
Waalkes, supported by Taylor. Motion Carried unanimously.
c) Consider salary adjustment for the City Clerk:
Bales summarized the organizational changes that occurred in the Clerk’s office
in March of 2022 in an effort to increase continuity within the department and
ensure subject matter expertise in the essential functions that are performed
within that office.
An Administrative Manager position was created that oversees office staff and
performs the non-statutory duties of the office and provides support to the Clerk
for duties outlined in the City Charter.
The statutory duties of the City Clerk are outlined in the City Charter and the
position description for that office was revised to reflect solely those statutory
responsibilities. About 40% of the duties that previously fell on the City Clerk are
now assigned to the Administrative Manager. Discussion among the members
occurred in regard to the responsibilities of conducting elections and how the
City of Walker’s are always smooth and transparent.

Given that the position is now responsible for about 60% of a full-time position,
staff reviewed the salary with positions of a similar complexity and autonomy per
the City’s compensation plan and recommends a rate of pay accordingly. An
annual salary of $32,448 was suggested (average of 24 hours/week at $26.00
per/hour). Members discussed the changes of the office structure and agreed
that a downward adjustment of the Clerk’s salary was warranted given the
reduced responsibilities.
Versluis moved and Stewart supported a motion to recommend a salary of
$32,448 for 2023/2024. Motion carried unanimously. Discussion then occurred
on the salary for the subsequent year. Versluis moved and Stewart supported a
3% increase (from $32,448 to $33,421) for 2024/2025. Motion carried
unanimously.
d) Consider salary adjustments for the Mayor and City Commissioners:
Staff provided the members an update on the cost of living adjustments that both
union and non-union employees have had and will be receiving in the coming
fiscal year. Members reviewed the salary survey information for the Mayor and
Commissioners from neighboring communities. It was noted that Walker’s
salaries are in the middle range of those surveyed. Members noted that the
Mayor and Commissioners are very involved in the community and many
additional committee and subcommittee meetings. Members discussed that it
would be appropriate to gradually elevate the salaries of the Mayor and
Commissioners to be more reflective of their increased commitments.
Stewart moved, Waalkes supported to recommend a 3% increase in the Mayor’s
salary for 2023/2024 ($13,112). Motion carried unanimously.
Stewart moved, Taylor supported to recommend a 3% increase in the Mayor’s
salary for 2024/2025 ($13,505). Motion carried unanimously.
Waalkes moved, Stewart supported to recommend a 3% increase in the
Commissioner’s salary for 2023/2024 ($6,556). Motion carried unanimously.
Versluis moved, Taylor supported to recommend a 3% increase in the
Commissioner’s salary for 2024/2025 ($6,753). Motion carried unanimously.
e) There being no further business, the meeting was adjourned at 4:35 PM on a
motion by Waalkes, supported by Stewart. Motion Carried.
