Department Updates Adjournment Page 1 of 3  PUBLIC SAFETY COMMITTEE MEETING MINUTES COMMISSION CONFERENCE ROOM MONDAY, FEBRUARY 10, 2025 5:00 PM Call Meeting to Order - Record Attendance Committee Members: Mayor Carey (Chair), Thom Burke, Jessica Babcock, and Elaina Huizenga-Chase City Staff: Darrel Schmalzel, Frank Wash, Shannon Bales, and Keith Mankel Discussion Items Approval of Minutes from 1-27-2025 Motion by Jessica Babcock, seconded by Thom Burke to approve the 1-27-2025 meeting minutes. Motion Carried. Department Updates Mayor Carey updated the Committee on the applications that were submitted for the Fire Chief position and potential candidates. Discussion was held regarding hiring a recruiting agency to find candidates for the position. HR Director, Shannon Bales, shared information about potential recruiting agencies including cost and timeframe. S. Bales provided updates regarding candidates for the open Full Time Firefighter position stating that there is one internal and five external candidates. Discussion on the hiring process took place including testing requirements and changes that are being implemented by the fire department and HR department. There was agreement from the Committee that streamlining policies, processes, and procedures is needed. Chief Mankel shared information about Paid-on-Call firefighter staffing changes, January calls to service and response times, and hiring studies that he learned about at a Chief's conference. Chief Mankel spoke about staffing changes, transfers, and possible retirements within the Police Department. He also shared information about the command Public Safety Committee Minutes 2-10-25 Page 1 of 2 Page 2 of 3  vehicle stating that it has been used three times since being in service. Mayor Carey requested quarterly updates regarding Life EMS which Chief Mankel provided. Discussion was held regarding portable barriers.
