Public Safety Facility Discussion Adjournment Page 1 of 3  PUBLIC SAFETY COMMITTEE MEETING MINUTES COMMISSION CONFERENCE ROOM MONDAY, FEBRUARY 23, 2026 5:00 PM Call Meeting to Order - Record Attendance Committee Members: Elaina Huizenga-Chase, Jessica Babcock, and Roxanne Deschaine City Staff: Keith Mankel, Rusty Shoultz, Darrel Schmalzel, Dan DeVries and Emily Mankel Also Present: John Helmholdt, Seyferth PR Discussion Items Approval of Minutes from February 9, 2026 Motion by Roxanne Deschaine, seconded by Jessica Babcock to approve the Minutes from February 9, 2026. Motion Carried. Public Safety Facility Discussion Continued John Helmholdt, Seyferth PR, reviewed the poll results with the Committee. He said that overall the public had a positive response to the City's public safety departments. The Committee considered recommendations and discussed the potential for a future public safety millage. Mr. Helmholdt emphasized the importance of proactively educating residents on current staffing levels, facility conditions, and equipment needs within the departments. Discussion followed. Fire Department Updates The department is continuing policy and procedure training and has recently implemented the use of the Hotwash app to enhance incident reporting and documentation. Police Department Updates Public Safety Committee Minutes 2-23-26 Page 1 of 2 Page 2 of 3  Two conditional offers of employment were extended to new officers, bringing the total number of full-time employees to forty-three. The annual report has been completed and will be distributed at the end of the month. Discussion continued regarding strategies for communicating department information to the public.
