Call Meeting to Order - Record Attendance The meeting was called to order by Chairman Brinza at 7:30 AM. Members present: D. Brinza, J. DeGroot, G. Carey, L. McNees, R. Smith, D. Schmalzel, P. Goodale, T. Bart. and C. Ludwick. Members Absent: T. Hiller Also Present: City Engineer Scott Conners, DPW Director Gary Postema, and Assistant City Manager Frank Wash. 2. Approval of Minutes Following review by members, the DDA meeting minutes from July 19, 2022 were approved on a motion by G. Carey, with support by L. McNees. Motion carried. 3. Streetscape Special Assessment Renewal Update D. Schmalzel provided a handout of the proposed schedule for special assessment proceedings. He stated the DDA will begin the process formally at the September DDA meeting where the resolution will be provided for the DDA to review and adopt. He stated the Special Assessment process can take between three to four months to accomplish. 4. DDA Plan Amendment Update/Process D. Schmalzel discussed the current DDA Plan with members and reviewed the projects that have been completed in the plan. D. Schmalzel stated that at the September meeting, F. Wash will lead a white-board exercise to discuss updates to the DDA Plans project list; what improvements do members want to see in the DDA. He stated he will provide a proposed schedule of proceedings for this project at the September meeting for members to review. He also requested members come prepared to discuss future projects they would like consider adding to the DDA Plan. D. Schmalzel stated the DDA Plan can go up to a 25-30 year plan period. He also stated the DDA needs the plan to be long enough that if they bond for a project(s) the length of the bond payment falls within the plan period. 5. Planning Updates • Tidalwave car wash is back across from the Meijer gas station. • Healthcare facility along Lake Michigan Drive submitted their permits and are getting started. DPW is working with them with sprinkler and electrical issues due to condensing two driveways into one. • Vista 45 needs 3 levels of review and approval. 1) a preliminary site plan, 2) a rezoning and 3) construction plan for phase 1. They are slowly working on it but need to make improvements to the plan and there are items the Planning Commission wants clarified before approval. Page 2 of 3 • Grand Valley State University parking lot is under construction at the northwest corner of Cummings and M-45 6. Other Business/Updates • D. Brinza stated that the Streetscape and Lighting Subcommittee met on Monday, Aug. 15th to finalize the details of the project. The City Engineer S. Conner, will put together a Request for Proposal to obtain bids for the project. • D. Brinza asked for members opinion on hiring a DDA Staff member to assist with DDA communications, marketing, as well as assist in managing projects. D. Brinza stated he has a meeting scheduled with Spring Lake's DDA Director to see what they do and to obtain a job description of the position. There was discussion from members. D. Schmalzel stated that he will have the city's HR Director obtain additional job descriptions to review and discuss at a future meeting. • It was recommended that the DDA Chair and Vice Chair receive curtesy invites for any future site plan meetings on properties within the DDA District. • D. Schmalzel informed members that they will be hosting a Movie in the Park at the Walker Community Park featuring Disney's Finding Dory on Thursday, August 18th at 6 PM 7. Next Meeting Date and Time - The next Walker Downtown Development Authority meeting is scheduled for September 27, 2022 at 7:30 AM 8. Adjournment - A motion was made by R. Smith, with support by G.
