Call Meeting to Order - Record Attendance The meeting was called to order by Chair D. Brinza at 7:31 am. Members present: D. Brinza, G. Carey, P. Goodale, L. McNees, D. Schmalzel, S. Zokoe and C. Ludwick . Members absent: J. DeGroot, R. Smith and T. Hiller. Also present: Commissioner Melanie Grooters, City Engineer Scott Conners, Communications Manager Nicole DiDonato, DPW Director Gary Postema, Planning Director Paula Priebe and Assistant City Manager Frank Wash. 2. Approval of Minutes Following review by members, the DDA meeting minutes from January 17, 2023 were approved on a motion by G. Carey, with support by D. Schmalzel. Motion carried. 3. Streetlighting Project Update S. Conners stated that on March 14th he met with members of Century A&E, and Moore & Bruggink to review Standale DDA Lighting Project. He stated that the site survey work has been delayed due to the weather, as snow makes it inefficient to properly survey. He also reported that there was discussion regarding the current streetlight bases and their burial depths. He stated the first round of lights were installed in 1990 and the second set were installed in 2004, which unfortunately had two different build/burial standards. The bases under the lights west of Wilson Avenue were built with four foot bases, while the bases built east of Wilson Avenue were three feet. He reported that DPW has gone out to check the 3 foot bases and found the bases are buried at different depths. He reassured the members that Century A&E and Moore & Bruggink still believe that with the replacement of the bases the DDA will still be within budget. S. Conners stated that a more refined cost estimate should be provided by next months scheduled DDA meeting in April. They are exploring different light options that match what is in the DDA planning study. S. Conners stated that the next progress meeting will be on April 11th which will result in him having more information for the DDA at their April 18th meeting. He mentioned that the DDA subcommittee may need to schedule a meeting later in April to discuss specific details like different light poles, fixtures, etc. S. Conners stated that he is trying to keep the company on schedule but stated they have deviated from the path as they review the city's options. G. Carey advised that the company be informed that while the city and DDA members wants the project done right and be cost effective, there needs to be some urgency as there is a hyper focus to the time schedule. Page 2 of 4 4. Discuss DDA Staff Position D. Brinza reviewed the draft DDA Business Relations Manager job description created by the city's Human Resource Director. He stated the position will serve as a liaison between the Standale business community, the DDA board members and the City of Walker. They will also assist with marketing and promotions of the Standale district activities, events and news. G. Carey requested that the job description requirements place less emphasis on a degree and more on professional equivalent and experience. There was discussion and agreement to remove the bachelor's degree as a requirement. D. Schmalzel stated that the city has standardized wording that will be used. D. Brinza suggested that a subcommittee be formed to talk to potential candidates when the interviewing processes begins. S. Zokoe and C. Ludwick volunteered and the subcommittee will consist of S. Zokoe, C. Ludwick and D. Brinza. 5. Planning Updates • Condo development for Cummings preliminary review is on the agenda for the 4/19 PC meeting. • Valvoline Oil Change, which would be built in front of Blaine's on the out-lot is still in concept phase. • There was an inquiry on the Car Wash proposed in Standale. F. Wash stated that the Final Site Plan was denied by the Planning Commission late last year. • F. Wash stated that he has a meeting today with the Vista 45 developers to discuss traffic issues, specifically the right-of-way out to M-45. 6. Other Business/Updates F. Wash informed the DDA members that Traffic Control Order(TCO) #272 was approved by the City Commission on Monday, March 13th. Signage of "No Parking at Any time" will be displayed and enforced on Parkside Ave. NW on the EAST side of the street, from 30 ft. north of Lake Michigan Drive to Chesterfield Blvd. NW. He reiterated that the "No Parking" prohibition on both sides of Parkside Ave NW, from Lake Michigan Drive to 30 ft. north, as outlined in the prior TCO #228 will remain in effect. There was discussion. 7. Next Meeting Date and Time - The next Walker Downtown Development Authority meeting is scheduled for April 18, 2023 at 7:30 AM. 8. Adjournment - A motion was made by G. Carey, with support by D. Brinza to adjourn the meeting at 8:04 AM. Motion carried.
