1. Call Meeting to Order - Record Attendance
The meeting was called to order by Chair D. Brinza at 7:31 am. Members present: D.
Brinza, G. Carey, J. DeGroot, C. Ludwick, L. McNees, D. Schmalzel, R. Smith, S.
Zokoe, and T. Hiller. Members absent: P. Goodale. Also present: Commissioner Melanie
Grooters, City Engineer Scott Conners, Communications Manager Nicole DiDonato,
DPW Director Gary Postema, Planning Director Paula Priebe, Assistant City Manager
Frank Wash, The Rapid Director of Planning Nicholas Monoyios, Seth Horton with
Progressive AE, Matthew Tipping and Jacob Jones with Century A&E.
2. Approval of Minutes
Following review by members, the DDA meeting minutes from April 18, 2023 were
approved on a motion by G. Carey, with support by R. Smith. Motion carried.
3. Streetlighting Project Update
Matthew Tipping, P.E and Jacob Jones with Century A&E gave an update to the DDA
members for the streetscape lighting project of the pedestrian walkway along Lake
Michigan Drive and portions of Wilson with some side streets included. They provided
three different renderings of lighting from manufactures requesting a recommendation
from the DDA. M. Tipping stated that they will 'spec' a fixture as the baseline that bidders
can base any alternatives around. There was unanimous agreement on moving forward
with option #1 with further discussion on whether to use a Lumca decorative basket arm
or non-decorative arm.
M. Tipping stated he will build the construction documents based of options #1 Lumca
fixture, companies bid proposals will have to provide pricing based on the Lumca fixture
and pole, but will be allowed to provide alternates on other options. He stated they are
shooting to put the RFP out to bid by July, and bid this summer. The bid process and
the project timeline was discussed.
4. Cummings Park & Ride
The Rapid Director of Planning Nicholas Monoyios and Seth Horton with Progressive
AE, gave a presentation to the DDA members regarding the Cummings Park & Ride and
the additional improvements aesthetically they would like to provide. They provided a
rendering of the improvements, showing that they plan to add stacked stone façade
along the curved linear wall and the monument sign that will go further on the southwest
corner.
N. Monoyios inquired if members had questions or items of the project to discuss. Some
items discussed were:
• R. Smith inquired about adding a pedestrian access across the street from Shot's
in the middle of the westside of the fencing. S. Conners stated that they
discussed this at the last Traffic committee, we discourage mid-block crossings

because they create a liability. S. Conners stated there needs to signage
directing people to the crosswalk that is already there.
• D. Binza inquired if charging stations will be added to the parking lot. N.
Monoyios stated that is being considered for the second phase as they consider
the question of "who will provide the power?" There was discussion held.
• C. Ludwick inquired if the parking situation has been resolved with the signs and
the rider truck that's been parked for a while. G. Carey stated that the signage
has helped to reduce the number of Shot's patrons asking if they will be towed. In
regards to the rider truck a moving sticker has been placed with a date.
• D. Schmalzel inquired about if graffiti will be easily removed from the stone
façade. N. Monoyios stated graffiti would not be easily removed from the façade
but anticipate that the cameras will discourage from that issue.
5. Consider Appointment of DDA Business Relations Manager
D. Brinza stated that the subcommittee is recommending that the DDA approve
appointing the City of Walker's Communications Manager Nicole DiDonato as the DDA
Business Relations Manager. D. Schmalzel stated that N. DiDonato will split her time 50-
50 between the Walker Communications Manager and the DDA Business Relations
Manager positions. Discussion was held.
There was a motion by G. Carey, with support by D. Brinza to appoint Nicole DiDonato
as the DDA Business Relations Manager. Motion carried.
6. Planning Updates
Paula Priebe stated there were no new updates to provide.
7. Other Business/Updates
D. Schmalzel stated that he is updating the budget to include N. DiDonato's new
position. A draft will be provided to members at the next meeting.
8. Next Meeting Date and Time - The next Walker Downtown Development Authority
meeting is scheduled for June 20, 2023 at 7:30 AM.
9. Adjournment - A motion was made by D. Schmalzel, with support by R. Smith to
adjourn at 8:34 AM. Motion carried.
