1. Call Meeting to Order - Record Attendance
The meeting was called to order by Chair D. Brinza at 7:30 am. Members present: D.
Brinza, G. Carey, J. DeGroot, C. Ludwick, L. McNees, D. Schmalzel, R. Smith, S.
Zokoe, and T. Hiller. Members absent: P. Goodale. Also present: Commissioner Melanie
Grooters, City Engineer Scott Conners, Communications Manager/DDA Business
Relations Manager Nicole DiDonato, DPW Director Gary Postema, Planning Director
Paula Priebe, Assistant City Manager Frank Wash, Matthew Tipping and Jacob Jones
with Century A&E.
2. Approval of Minutes
Following review by member, the DDA meeting minutes from May 16, 2023 were
approved on a motion by G. Carey, with support by R. Smith. Motion carried.
3. Streetlighting Project Update
Matthew Tipping, P.E. and Jacob Jones with Century A&E gave an update to the DDA
members of the streetscape lighting project. They reviewed their drawings showing the
light fixtures and bases to be listed within the bid documents. M. Tipping discussed
adding an additional lighting cabinet Lake Michigan Drive on the north side of the Aldi
parking lot.
M. Tipping stated that his structural team was currently working on the retrofit base that
will allow them to utilize the existing bases with additional concrete. M. Tipping also
reviewed their estimated projected schedule which is as follows:
• Complete Bid Documents - July 2023
• Advertise for Bids - August 4, 2023
• Bid Opening - August 24, 2023
• Post- Bid Evaluation - August 28 - September 1, 2023
• Bid Award (City Commission) - September 11, 2023
• Pre-Construction Meeting - September 26, 2023
• Construction (Estimated) - October 2023 - June 2024
• Substantial Completion - Late May - Early June 2024
• Final Completion - 30 Days after Substantial Completion
4. Business Relations Manager Updates
Nicole DiDonato stated she will be focusing on the following:
• Meeting with business owners
• Develop database of local business information
• Manage branding /rebranding of Standale
• Manage DDA website

Paula Priebe stated
• Valvoline Oil Final Area Site Plan review will go to the Planning Commission on
July 5th.
• Adobe In & Out Mexican restaurant has renewed interest in the Standale Floral
shop location 3970 Lake Michigan Drive. CDD is anticipating them to apply later
this summer.
• WellNow Urgent Care building should be opening soon.
• Aspen Dental's opening has been delayed due to water sprinkler problems.
S. Conners stated that a traffic study is being conducted for Vista-45. He stated that
MDOT and the developer are still in discussions.
6. Other Business/Updates
• S. Conners stated he met with N. DiDonato and D. Schmalzel to come up with a
sidewalk connectivity project that would connect the city's Community Park to the
city's Fire Station parking lot on Lake Michigan Drive. He hopes to have
feasibility and cost estimates provided to the DDA in a few months.
• D. Schmalzel reviewed the 2023-2024 Proposed Budget.
• D. Schmalzel stated he attended the Developer Day hosted by the Right Place,
with Mayor Carey, N. DiDonato, and F. Wash. He stated the tour provided great
exposure to Standale and provided a great look at emerging development
opportunities. He also stated that the City has a tour planned in July with the City
of Holland.
• N. DiDonato talked about attending the opening for Mix Boba Lounge and stated
they have a dedicated room set up for study space for Grand Valley students.
• L. McNees stated that B2B Outlet posted on Facebook that they will be going out
of business
• S. Zokoe stated that he is working to rekindle the Walker Chambers meetings.
Their first topic will be discussing how to retain employees. Their website will be
connected to the City's website.
7. Next Meeting Date and Time - The next Walker Downtown Development Authority
meeting is scheduled for August 15, 2023 at 7:30 AM. The July 19, 2023 meeting has
been cancelled.
8. Adjournment - A motion was made by G. Carey, with support by S. Zokoe to adjourn at
8:19 AM. Motion carried.
