Call Meeting to Order - Record Attendance The meeting was called to order by Chair D. Brinza at 7:30 am. Members present: D. Brinza, C. Ludwick, L. McNees, D. Schmalzel, P. Goodale, and S. Zokoe. Members absent: G. Carey, J. DeGroot, T. Hiller, and R. Smith. Also present: Commissioner Melanie Grooters, City Engineer Scott Conners, Communications Manager/DDA Business Relations Manager Nicole DiDonato, DPW Director Gary Postema, Planning Director Paula Priebe, and Assistant City Manager Frank Wash. 2. Approval of Minutes Following review by members, the DDA meeting minutes from August 15, 2023 were approved on a motion by S. Zokoe, with support by D. Schmalzel. Motion carried. 3. Streetlighting Project Update City Engineer Scott Conners gave a brief update regarding the streetlighting project. S. Conners recommended placing the bid opening on November 21st and then have the lighting sub-committee meet on the following week Tuesday to review the bid offers and send to the City Commission for December 4th for consideration to approve. There was discussion held. 4. Business Relations Manager Updates Nicole DiDonato:  Met with the following new businesses: Unique Plant Boutique at 4163 Lake Michigan Drive and with Zoology at 447 Standale Plaza.  Joined the Michigan Downtown Association and will be attending the regional conference in November to learn about grant writing, bylaws, funding sources and data driven downtowns.  Attended the Sparta Tour & Networking event for September where she toured the rejuvenated town square and learned about incubator shops.  Meeting with The Right Place to introduce Standale and look for grant opportunities.  Walker Chamber will be holding the following events: Walker After Work, a business panel discussion in Jenison and a ribbon cutting ceremony for Cesar's Pub. 5. Planning Updates Paula Priebe:  El Tapatio Mexican Grill & Bar went to the PC for a Special Use Permit that was approved. They still need to show parking plans and will possibly go to the City Commission to ask for a city "quota" liquor license.  Waterford project will go to Planning Commission in November to review the first Page 2 of 6 of their single family lot areas. She reported that there has been no movement yet on the five commercial lots.  She reviewed Vista 45's PUD rezoning and Preliminary Area Site Plan going to Planning Commission for review tonight.  Reviewed some of the changes created from the Zoning Ordinance Re-write Process  Adobé In & Out is moving forward and will be shared access easement with their neighboring property. 6. Discuss Future Projects Using last year's meeting DDA Project/Plan discussion notes and prior ideas discussed through the year, the members began compiling a list of ideas to consider for future improvements within the DDA District. F. Wash utilized the whiteboard to capture and organize the project list. The following graphic summarizes the projects that were discussed. 7. Other Business/Updates - None 8. Next Meeting Date and Time - The next Walker Downtown Development Authority meeting is scheduled for November 21, 2023 at 7:30 AM. 9. Adjournment - A motion was made by D. Schmalzel, with support by C. Ludwick to adjourn the meeting at 8:47 AM.
