Call Meeting to Order - Record Attendance The meeting was called to order by Chair D. Brinza at 7:30 am. Members present: D. Brinza, C. Ludwick, L. McNees, R. Smith, D. Schmalzel, S. Zokoe and M. Grooters. Members absent: G. Carey, J. DeGroot, T. Hiller, and P. Goodale. Also present: City Engineer Scott Conners, Communications Manager/DDA Business Relations Manager Nicole DiDonato, DPW Director Gary Postema, Planning Director Paula Priebe, and Assistant City Manager Frank Wash. 2. Approval of Minutes Following review by members, the DDA meeting minutes from October 17, 2023, were approved on a motion by D. Schmalzel, with support by L. McNees. Motion carried. 3. Introduce New Business Owner: Jennifer Lopez - Unique Plant Boutique N. DiDonato introduced Jennifer Lopez who is a new Walker Standale business owner of Unique Plant Boutique on Lake Michigan Drive. J. Lopez stated her shop is not just a plant and floral shop, but also a unique gift store as well as the location of her Route 37 Podcast studio. She stated at her location she will plan to host plant bar parties, pottery classes, book club meetings and even sit-down podcast sessions. Her soft grand opening will be on Friday, November 24th. 4. Streetlighting Project Update City Engineer Scott Conners stated that the bid opening for the Streetlighting project will be held at 10AM today in the city clerk's office. The sub-committee is scheduled to meet next week Tuesday, November 28th to review the submitted bids to approve sending a bid recommendation to the City Commission for approval. 5. Business Relations Manager Updates  Standale Window Decorating Contest - will take place from December 1st through the 15th. Winners will be announced on December 18th. A representative from the DDA, a Commissioner and the Mayor will deliver trophies to the following category winners: Best Overall, Kids' Choice and Best Use of Small Space.  She attended the MDA Annual Conference where there was discussion related to data driven downtowns, placemaking and the topic of what business owners want.  She stated she met with Michigan Economic Development Corporation (MEDC) and The Right Place to discuss grant martching oportunities that MEDC provides. She stated they match grants for crowdfunded public space projects up to $50,000. Page 2 of 8 6. Planning Updates  No New Projects  Waterford Village - One of the single-family residential lots was approved by Planning Commission (PC). The second will go to PC for approval in December.  Vista-45 - the residential component is under the city's moratorium until late spring. They brought the commercial component to PC last month. PC tabled it until the Master Plan can be amended.  Zoning Ordinance re-write will go to PC in December for approval.  Adobe In & Out - The demolition of the site is done. In order to meet the condition of their PC approval they have to write and record a cross access easement to allow cars to get out of their site and to another road to not turn out on Lake Michigan Road. 7. Continue Discussion/Confirmation of Future Projects The members of the DDA continued the future projects discussion from last month's meeting. F. Wash continued to utilize the whiteboard to capture and organize the project list. The following graphic summarizes the projects that were discussed. M. Grooters gave a presentation with PowerPoint of other creative ways other communities have utilized to engage their community. Those were the following:  Mice on Main in Greenville, SC - nine unique bronze mice sculptures are placed throughout Main Street for people to look for.  Rainworks in Seattle, Washington - Artwork is distributed throughout the city, but is only visible when the artwork gets wet. The artwork is temporary, does not harm the property and does not advertise anything. Page 3 of 8   Paint-by-Numbers Murals - a company comes out to the location and sets up the outline mural. There was discussion regarding opening it for student involvement.  Create a tag line - a catchphrase that reflects and represents the community. M. Grooters provided an example: "Standale Connections." After discussion by members and staff, it was also discussed putting together a sub- committee that would meet to further discuss and finalize these ideas. It was decided that the sub-committee would consist of M. Grooter, C. Ludwick and D. Brinza. 8. Other Business/Updates G. Postema discussed the landscaping maintenance in the DDA district. He stated the current contract for services is with Everett Landscaping and the 5-year contract is set to expire this fall. Everett's has provided a proposal to extend their current contract for an additional 5 years. G. Postema stated that Everett's does a good job in the DDA district and has continued to hold a positive relationship with the city. Following discussion by DDA members, a motion was made by R. Smith, with support from L. McNees to extend the landscaping contract with Everett's as proposed. Motion carried. 9. Next Meeting Date and Time - The next Walker Downtown Development Authority meeting is scheduled for December 19, 2023, at 7:30 AM 10. Adjournment - A motion was made by D. If you have any questions or are unable to attend a meeting, please contact Jessica Marion at 616.791.6878 Page 4 of 8  CITY OF WALKER DEPARTMENT OF FINANCE &TREASURY MEMORANDUM Date: January 10, 2024 TO: Darrel Schmalzel, Walker City Manager Frank Wash, Walker Assistant City Manager From: Dan DeVries, Walker Finance Director/Treasurer RE: DDA Streetscape Special Assessment Billing for 2024 In December 2022, the Walker City Commission approved a resolution to establish the Standale Streetscape Maintenance Special Assessment District #205 (“SAD 205”) for a term of 20 years (calendar year 2023 through 2042). According to the resolution, parcels within the SAD 205 district are assessed annually for their portion of the maintenance costs for the district. The annual amount to be charged to property owners within this district “shall be determined annually in January of each year by this Commission following recommendation from the Downtown Redevelopment Management Board of the City of Walker”. As you will recall, the 2023 installment was the first installment for SAD 205. The total amount billed on the 2023 installment equaled $129,366.25 and included 89 parcels. The establishing resolution says that annual installments subsequent to the 2023 installment are “due on the first day of March in each year thereafter, commencing March 1, 2024”. The March 1 date was chosen in order that Walker may place any delinquent installment amounts on the summer property tax roll in the same year as the delinquent installment. For the 2023 installment, we purposely chose to include certain parcels that fall within the district’s boundaries but currently do not have full improvements available. In those cases, we either charged those parcels 0% or 50% of their potential fully assessed amount to better reflect the parcel’s present level of benefit. Once the improvements are provided to these parcels, Walker will then fully assess the appropriate parcels. Since no improvements related to SAD 205 have occurred in the last year, I would recommend that the 2024 installment amounts simply equal the 2023 installment amounts for each parcel in SAD 205. Additionally, I have compared the total expenditures charged to the DDA Streetscape Fund (Fund 251) for the periods ending 12/31/2022 and 12/31/2023. While the current fiscal year total expenditure amount is slightly higher, the amounts are relatively close and do not warrant an increase to the SAD 205 installment amount in my view. The 06/30/2023 audited fund balance for Fund 251 equals $161,325. The budget for the current fiscal year (2023/2024) shows that Fund 251 will need to use only $27,550 of this fund balance to cover the difference between budgeted revenues and expenditures. Based on these various criteria, I would recommend that we keep the 2024 installment billing at the $129,366.25 level. I would like to request that the Walker DDA Board discuss the 2024 billing at their January 16, 2024 meeting and then provide a recommendation to the Walker City Commission for the total installment amount for the 2024 billing. I would then request that the Walker City Commission approve the 2024 installment amount at the January 22, 2024 Walker City Commission meeting, which would then allow our office the ability to generate the 2024 Streetscape Assessment bills with a due date of March 1, 2024.
