1. Call Meeting to Order - Record Attendance
The meeting was called to order by Chair D. Brinza at 7:30 am. Members present: D.
Brinza, L. McNees, D. Schmalzel, S. Zokoe, G. Carey, C. Ludwick, R. Smith, D. Prato
and J. DeGroot. Members absent: M. Grooters and T. Hiller. Also present: City Engineer
Scott Conners, Communications Manager/DDA Business Relations Manager Nicole
DiDonato, DPW Director Gary Postema, and Assistant City Manager Frank Wash.
2. Approval of Minutes
Following review by members, the DDA meeting minutes from January 16, 2024, were
approved on a motion by G. Carey, with support by J. DeGroot. Motion carried.
3. Streetlighting Project Update City Engineer S. Conners stated that the MDOT Permit has
been obtained and a pre-con meeting is scheduled for this Friday.
4. Business Relations Manager Updates - Nicole DiDonato
Tiffany from Placer.AI gave a video demonstration of their software and provided
many specific examples of Standale specific data that is obtained through the
use of mobile devices. Much of this data can be used for market analysis and
shows travel patterns in the area. Many questions and answers were provided
as members discussed applicable use of the software in the DDA district and
perhaps city-wide. Cost of the program is $19,000/year. Members had some
follow-up questions they would like to have researched and will consider formal
action to move forward or not at the next meeting.
The Branding Subcommittee reviewed various services offered by New Moon
Visions to provide branding and marketing of the DDA. The members agreed
that we should complete Option 1 at this time which includes doing some brand
research, interviews and creating a summary report of the findings before
proceeding to next steps. Motion was made by G. Carey, supported by S. Zokoe
to spend between $2000-$4000 to complete the first step of the branding
process. Motion carried.
5. Planning Updates
Assistant City Manager Frank Wash, Scott Conners, and D Schmalzel provided updates
on the following items:
There is a joint master plan meeting tomorrow night to specifically discuss
certain areas of Standale, mainly the property west of Meijer.
There is an open house tonight to review the Kinney Avenue construction
project.
Provided a budget timeline update and update on the development plan.
6. Other Business/Updates

Members expressed their desire to see Christmas lights on the new decorative
street light poles.
Members discussed the possibility of providing EV chargers in the district.
7. Next Meeting Date and Time - The next Walker Downtown Development Authority
meeting is scheduled for March 19, 2024 at 7:30 AM at the Fire Station #2 upstairs.
8. Adjournment - A motion was made by R. Smith, with support by S. Zokoe to adjourn the
meeting at 8:52 AM. Motion carried.
