Call Meeting to Order - Record Attendance The meeting was called to order by Chair Brinza at 7:30 am. Members present: D. Brinza, D. Schmalzel, J. DeGroot, D. Prato, C. Ludwick, and J. Banfil. Members are absent: R. Smith, T. Hiller, M. Grooters, A. Van Ess and S. Boersma. Staff present: Communications Manager/DDA Business Relations Manager Nicole DiDonato, Planning Director Paula Priebe, City Engineer Scott Conners, DPW Director Gary Postema, and Assistant City Manager Frank Wash. Guests present: Scott Zokoe from Zokoe Five Star Real Estate. 2. Approval of Minutes Motion by J. Banfill, supported by J. DeGroot to approve the minutes of the August 19, 2025, DDA meeting. Motion carried. 3. Business Relations Manager Updates  N DiDonato discussed holding a merchant meetup in early September with small business owners.  Mayor Carey gave updates on Walker and Standale developments.  N DiDonato also attended DDA/ Economic Development luncheon in Plainfield Twp. That focused on TIF and Brownfield Development for cities and DDA districts. 4. Streetlight Decoration Discussion  The board would like to move forward with holiday lights on the new street poles.  Staff discussed doing a short section of lights as a trial run this year (Kinney to Lakw Michigan Drive).  N DiDonato to reach out for more lighting quotes. 5. Vista 45 Streetlights City Engineer S Connors discussed Vista 45 street light height. 6. Planning Updates Planning Director P Priebe mentioned a national fast-food chain would like to rezone property at 3791 Lake Michigan Dr., which is in line with the City's Master Plan. 7. Other Business/Updates The DPW Director, Gary Postema discussed looking into other options for replacing tall grass in the right-of-way. He also mentioned DPW's intent to replace sprinkler heads. Page 2 of 4 The City Engineer, Scott Connors and Gary Postema will collaborate on a request for proposals for landscaping options. The Standale Survey Update:  The Standale survey conducted by Rowe concluded on August 31.  Representatives from Rowe are now compiling a report based on the survey results.  The Standale subcommittee meeting is set for Tuesday, September 30, to discuss the survey results and outline next steps. 8. Next Meeting Date and Time - The next Walker Downtown Development Authority meeting is scheduled for Tuesday, October 21, 2025, at 7:30 AM 9. Adjournment Motion by D. Schmalzel, supported by D. Special Meeting - Project Open House The Walker Standale Downtown Development Authority, in collaboration with ROWE Professional Services Company, held a special virtual meeting in place of its regular October meeting to review the plan for the resident Open House, scheduled for October 29 at Fire Station 2. The DDA is seeking community feedback on the Standale Subarea, which encompasses the area between Cummings and Kinney, as well as the space behind the Fire Station, extending back to Community Park. Rowe created six stations that the community could circulate through, which include a slideshow, a coloring station for kids, and other visuals and renderings of proposed transformational ideas. The DDA plans to issue additional communications and reminders about the upcoming Open House, ensuring that people are aware that kids are welcome. Most of the DDA board plans to attend the Open House and has also extended the invitation to area businesses and the Walker Chamber. The Open House will take place from 6:00-7:30 pm, ensuring we can accommodate people who have after-work and school commitments. Page 4 of 4
