Adjournment Page 1 of 6 Memorandum TO: City of Walker Zoning Ordinance Subcommittee FROM: Christopher Khorey, AICP SUBJECT: Parking DATE: October 28, 2022 The Zoning Work Group is proposing new policies regarding parking, including a completely new table of parking requirements that uses the exact same list of uses that will appear in the permitted uses section. The new policies are below: • Instead of shared parking lots being required to provide the combined number of spaces required for all uses sharing the parking lot, they would only be required to have 75% of the total required spaces for all uses. • Residential or agricultural lots greater than one acre in size, and with a front setback of 65 feet or more would not be required to pave their driveways. (This is actually the current working interpretation of the Ordinance, but it would be worded to be more clear and explicit). • Parking lots adjacent to residential must have a fence between them and the residential lot (this is not a change), but the fence no longer has to be chain link. Proposed New Parking Chart: Bolded requirements indicate revisions from the existing ordinance. UFA means “usable floor area.” Proposed Minimum Current Minimum Required Land Use Required Parking Spaces Parking Spaces Residential Uses Single-Family Dwelling 2 per dwelling unit 2 per dwelling unit Two-Family Dwelling 2 per dwelling unit 2 per dwelling unit 3-4 Unit Dwelling 2 per dwelling unit 2 per dwelling unit 4+ Unit Dwelling 1.5 per dwelling unit 2 per dwelling unit Mobile Home Dwelling See Article 14 See Mobile Home Section Live/Work Dwelling 2.5 per live/work unit None Page 2 of 6 Townhouse Dwelling 2 per dwelling unit 2 per dwelling unit State-Licensed Residential 0.5 per resident in maximum 1.25 per bed Facility capacity Foster Family/Family Day Care 0.5 per resident in maximum 1.25 per bed Home capacity 0.5 per resident in maximum 1.25 per bed Group Day Care Home capacity 1 + required spaces for None Home Occupation dwelling unit 0.5 per dwelling unit or patient 1.25 per bed Nursing Home/Assisted Living room Commercial and Office Uses Animal hospitals 1 per 250 square feet UFA None 1 per 250 square feet UFA 1 per 200 square feet UFA (if under 50,000 sf) 1 per 250 square feet UFA (if Retail over 50,000 sf) 1 per 200 square feet UFA 1 per 2 customer seats plus Restaurants 1 per employee Microbrewery/Microdistillery 1 per 200 square feet UFA None No Additional Parking None Drive-Thrus Required No Additional Parking None Outdoor Dining Required Hotels and motels 1.1 per guest room 1 per guest room Laundromat 1 per 250 square feet UFA None Personal Service 1 per 250 square feet UFA None 1 per 400 square feet UFA 1 per 500 square feet UFA + Professional Office 1 per 2 employees 1 per 400 square feet UFA 10 for the first doctor + 8 for the second doctor + 6 for the third doctor + 4 for any Medical and dental clinic additional doctors Child care and day care centers 1 per 300 square feet UFA 1 per 300 square feet UFA Banks 1 per 400 square feet UFA 1 per 300 square feet GFA Fitness centers and health clubs 1 per 800 square feet UFA None Theaters, assembly halls, 1 per 3 seats in the 1 per 4 seats in the concert halls, sports arenas maximum seating capacity maximum seating capacity Event Space 1 per 400 square feet UFA 1 per 100 square feet UFA Commercial Recreation 1 per 800 square feet UFA None Self storage (indoor access) 0.1 per storage unit None City of Walker · Parking Policies 2 Page 3 of 6 Car washes 5 1 per employee 100% of combined parking None requirement of all ancillary uses (retail, restaurant, car Gas stations wash, etc). 1.5 spaces per repair bay. 1 per 200 sf GFA Spaces to store cars to be repaired do not count towards minimum Automobile repair, minor requirement. 1.5 spaces per repair bay. 1 per 200 sf GFA Spaces to store cars to be repaired do not count towards minimum Automobile repair, major requirement. 1 per 400 square feet of indoor None showroom space, plus 100% of required spaces for ancillary uses (automobile repair, etc).
