Minutes Walkersville Planning Commission Meeting February 25, 2025 Commission Chairman David Ennis called the meeting to order at 7:00 p.m. with members Mike Kuster, Jeremy Peterson, Russ Winch, and John Merando present. Also present were Town Planner Susan Hauver and Communications Specialist Crystal Feaga. Members Nathan Shatto and Nick Thompson were absent. The meeting was also live-streamed on the Town’s website. 1. Minutes Member Kuster made a motion, seconded by Member Merando to approve the minutes of the January 28, 2025 workshop. The motion passed on a vote of 4-0-1 (Winch abstained). 2. Comprehensive Plan Implementation: Draft zoning text amendments to Industrial Districts Commission members continued their review of the industrial zoning districts. Ms. Hauver presented a list of proposed amendments and terms to be added to the definitions section of the ordinance. Commission members commented on Section 88-54, performance standards: • Add new section A. site plan approval is required for all new uses, changes of use or expansion of uses. • Section B. Add reference to the Adequate Public Facilities Ordinance, noting that site plans would be subject to the requirements of the APFO. • Section E. Storage and operations, change to Storage. Insert the word evergreen before plantings and add the phrase at all times of the year to that sentence. • Move Section I. to Section L., and rename the subsection to be moved “Air Quality” (instead of “Sulfur Oxides”). • Add standards for Agritourism, that driveways and parking areas must have gravel and that tracking of debris into the public rights-of-way is prohibited. 3. Public Comments Mr. Richard Greenwood noted his previous request to the Commission to consider a Code amendment to allow him to build an accessory dwelling unit in an accessory structure on his property on W.
