Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY, 7:00 P.M. December 12, 2022 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Cindy Johnson, and Councilman Lynn Reece, and Councilman Steve Yokeley. The Town Attorney, Jay Wagner was present along with the Town Clerk, Donna Alwine. After an invocation by Mayor Pro Tempore Zane Hedgecock, Councilman Steve Yokeley led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilman Steve Yokeley seconded, and the motion passed unanimously (5-0). MOTION FOR APPROVAL OF DRAFT MINUTES  November 08, 2022, Regular Meeting Minutes MINUTES for the above meeting were unanimously approved (5-0) on motion by Councilman Lynn Reece seconded by Councilman Mark Swaim with the date correction on the top from December 13, 2022 to December 12, 2022. PUBLIC SESSION – no speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Resolution # 22-021, to set 2023 scheduled regular council meeting dates. Councilman Mark Swaim moved to accept the resolution, Councilwoman Cindy Johnson with a (5-0) unanimous approval. 2. After much discussion, with a (5-0) unanimous vote, the town council approved the DOT proposed traffic plan to help improve the safety of the Hwy 109 area at the Wallburg Road and Motsinger Road intersection/areas. Councilman Steve Yokeley moved to go ahead with the DOT contract for Highway 109 improvements, Mayor Pro Tempore Zane Hedgecock seconded with (5-0) unanimous approval. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – November 30, 2022 Mark Swaim gave a brief update on the finances of the Town: CASH $ 1,344,259.15 CAPITAL FUND-First National $ 811,947.77 MONEY MARKET-Capital Bank $ 248,881.37 MONEY MARKET-First National $ 1,899,227.26 COVID Fund Account $ 729,129.39 Wall Home Checking $ 10.00 Town Park Checking $ 220.00 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 5,198,462.08 2. Wall Home Update – Councilwoman Cindy Johnson and Mayor Pro Tempore Zane Hedgecock gave an update on the Victorian Christmas held at the Wall Home on December 2, 2022. It was a beautiful day and there were around 350-400 in attendance. Don Dix and Jean Barneycastle were thanked for stepping in to assist with traffic control. There were many positive comments with a lot of volunteer work put in this event. There were two groups of Wall families visited. 3. Town Hall Park Construction –Councilman Steve Yokeley is awaiting the site plan for the covered platform in the amphitheater. The park women’s bathroom replacement HVAC system has been installed and the cleaning, painting and repairs being made. 4. MPO – High Point – No meeting – no report 5. MPO – No report. OTHER INFORMATION: Tony Craven is working on moving the NC State Seal to replace the Lions Club on the town entrance sign down town placed in front of First National Bank. ADJOURNMENT At 7:23 P.M.
