Waltham City Council Minutes of the Meeting of July 16, 2025 President McLaughlin called the meeting to order at 7:00 p.m. Present: Bradley-MacArthur, Brasco, Dunn, Durkee, Hanley, Harris, Katz, LaCava, LaFauci, LeBlanc, Stanley, Vidal and President McLaughlin. Absent: Logan, McMenimen. Board of Survey & Planning Present: M. Justin Barrett, William Creonte and Brian Moroney Remote: S. Anthony DeVito, Mila Tarallo. Absent: Wayne Keener. City Clerk Vizard recited the Council Prayer followed by President McLaughlin leading all present in the Pledge of Allegiance. Councillor Durkee asked for a moment of silence for all the military that have served past and present. President McLaughlin explained that this is a special meeting in accordance with the City Council Rule 97 for a Joint Public Hearing with the Board of Survey and Planning to discuss Waltham Zoning Code Section 3.12 “Floodplain District” And Section 3.82 “Floodplains and Floodways”. Clerk Vizard read Rule 86. Public Hearing: Floodplain Zoning Amendment Clerk Vizard read the public hearing notice. With no one else in favor, no one in opposition and no one in a neutral position of the petition President McLaughlin closed that part of the public hearing and opened the hearing up to questions from Councillors. Councillor Harris made a motion that was approved by a voice vote to hear from off committee members. City Solicitor Katherine Laughman spoke on the matter. Attorney Laughman explained the new maps with FEMA recommendations bringing the City into federal compliance. Councillors Harris, Katz, LaFauci and Bradley-MacArthur asked questions with Attorney Laughman providing answers. With no further questions from Councillors President McLaughlin opened up question to the Board of Survey and Planning. Mr. Maroney and Mr. Creonte asked questions about the accuracy of the map and costs to businesses and residents listed in the flood areas. Attorney Laughman and Inspector of Building Services Brian Bower provided answers. Councillor Harris moved to suspend Rule 39 to act on the matter without Committee reference. The motion was approved by a voice vote. Councillor Harris moved approval for a first reading. The motion was approved by a voice vote. Councillor Harris moved to have the amendment sent to the Law Department for review. The motion was approved by a voice vote. Councillor Harris moved to table the matter on the Council floor. The motion was approved by a voice vote and the Flood Plain Zoning was tabled on the Council floor. Councillor Harris asked Clerk Vizard when the Flood Plain Zoning Amendment would be advertised. Clerk Vizard stated it would be advertised and be reading for a second reading on August 8, 2025. 1 President McLaughlin announced that the Board of Survey and Planning would be staying in the chambers to discuss the Flood Plain Zoning Amendment. With no further matters Councillor Harris made a motion to adjourn. The motion was approved by a voice vote. McLaughlin, City Council President, hereby call a Special Meeting of the Waltham City Council for Wednesday, July 16, 2025 at 7:00 p.m. in the Council Chamber, at Waltham City Hall, 610 Main Street, Waltham, MA., for the matter listed below. No other matters shall be considered. Flood Plain Zoning The City Council will hold a Joint Public Hearing with the Board of Survey and Planning and may deliberate on the following matter: Amendment to the Waltham Zoning Code Section 3.12 “Floodplain district.” Section 3.82 “Floodplains and floodways.” John J.
