Waltham City Council Minutes of the Meeting of November 10, 2025 President McLaughlin called the meeting to order at 7:30 p.m. Arte Kronenfeld of the Waltham Times was recognized as recording the meeting. Present: Bradley-MacArthur, Brasco, Dunn, Durkee, Hanley, Harris, Katz, LaCava, LaFauci, LeBlanc, Logan, McMenimen, Stanley, Vidal and President McLaughlin. Absent: None. City Clerk Vizard recited the Council Prayer followed by President McLaughlin leading all present in the Pledge of Allegiance. Councillor Durkee asked for a moment of silence for all the military that have served past and present. Councillor LaCava moved approval of the regular City Council meeting minutes of 10/27/2025. The motion was adopted by a voice vote and the minutes were approved. Councillor Durkee made a motion that was approved by a voice vote to suspend Rule 8 to take the United States Marine Corps 250th Anniversary November 10, 1775 Resolution out of order. Clerk Vizard read the Resolution. Councillor Durkee spoke on the Resolution. Councillor Durkee made a motion to suspend Rule 9 to hear from Marine Staff Sergeant Prifti. The motion was approved by a voice vote. Staff Sergeant Prifti spoke. Councillor Durkee made a motion that was approved by a voice vote to suspend Rule 39 to act on the matter without committee reference. Councillor Durkee move to approve the Resolution. The motion was adopted by a voice vote and the United States Marine Corps 250th Anniversary November 10, 1775 Resolution was approved. City Clerk Vizard read Rule 86. First Public Hearing: 17-80 Street Opening at Blossom Street Madeleine Mayyappen, 24 Blossom Street and Mike Peterson, 64 Blossom Street spoke in favor of the petition. Eugene Chang, 58 Blossom Street spoke in a neutral position of the petition. Six people stood in favor of the petition. With no one else in favor, no one in opposition and no one else in a neutral position of the petition President McLaughlin closed that part of the public hearing and opened the hearing up to questions from Councillors. Councillors Dunn and LaFauci spoke on the matter. With no further questions from Councillors or rebuttal of the petition President McLaughlin referred the matter to the Public Works and Public Safety Committee. Councillor LeBlanc stated the meeting would be held Monday November 17, 2025. Second Public Hearing: Special Permit application at 130 Lexington Street for Digital Federal Credit Union Clerk Vizard read the public hearing notice. Attorney Michael Connors, 689 Main Street, Waltham, MA, representing the petitioner, spoke in favor of the petition. With no one else in favor, no one in opposition and no one in a neutral position to the petition President McLaughlin closed that part of the public hearing and opened the hearing up to questions from Councillors. Councillor Durkee spoke on the matter. Attorney Connors provided answers. With no further questions from Councillors or rebuttal of the petition President McLaughlin recessed the matter 1 to a date certain of November 24, 2025 and referred the matter to the Ordinances and Rules Committee. Clerk Vizard will forward materials for review to the Law Department. Third Public Hearing: Special Permit application at 305 Second Avenue for Middlesex Integrated Medicine, Inc. (recessed 9/22/25) Clerk Vizard read the public hearing notice. Clerk Vizard stated there were new plans and a new order delivered and given to all Councillors. Attorney Nick Carter, Todd and Weld, Boston, MA representing the petitioner, spoke in favor of the petition. With no one else in favor, no one in opposition and no one in a neutral position to the petition President McLaughlin closed that part of the public hearing and opened the hearing up to questions from Councillors. With no further questions from Councillors or rebuttal of the petition President McLaughlin recessed the matter to a date certain of December 8, 2025. Communications from the Mayor 1. The Mayor respectfully requested location suggestions for a bike program within the City of Waltham. Referred to the Committee of the Whole. 2. The Mayor respectfully requested the acceptance of a recommendation of arterial bike lanes and descriptions from the east, the center, and the west submitted by the City Engineer. Referred to the Committee of the Whole. 3. The Mayor respectfully requested acceptance of an award of $60,985 from the Office of Grants and Research to support the Waltham Police Departments FY26 Municipal Road Safety Program. Councillor McMenimen spoke on the Resolution. Councillor McMenimen made a motion that was approved by a voice vote to suspend Rule 39 to act on the matter without Committee reference. Councillor McMenimen made a motion that was approved by a voice vote to act on the matter collectively. Councillor McMenimen moved approval of the Resolution. The motion was adopted by a voice vote and the Waltham Firefighter Retirement Resolution was approved. 2 • Salvation Army Resolution Clerk Vizard read the Resolution. Councillor Harris spoke on the Resolution. Councillor Harris made a motion that was approved by a voice vote to suspend Rule 39 to act on the matter without Committee reference. The Public Works and Public Safety Committee recommended the 17-25 street opening at 88 Hammond Street for Zhou Chen be approved. Councillors LeBlanc and LaFauci recused themselves. Councillor Durkee rose to state he was not in support of approving this matter. Councillor Dunn moved that the action of the Committee be the action of the Council. Roll call requested. Councillor Hanley announced the Lion’s Thanksgiving Luncheon at the American Legion – Waverley Oaks will be held on November 24, 2025. Councillor Durkee rose to remind everyone November 11, 2025 is Veterans Day and there would be a ceremony on Waltham Common at 11:00 a.m. followed by the brick laying ceremony. Councillor LaFauci rose to wish Assistant City Clerk Kara Rooney Wilson a happy birthday. The council sang happy Birthday. With no further matters Councillor LaFauci made a motion to adjourn. The motion was approved by a voice vote.
