Minutes of Municipal Inauguration on
January 4, 2026
As stated in the City Charter the Municipal Inauguration began at 1:00 p.m. Sunday, January 4,
2026.
City Councillors-Elect and School Committee Members-Elect entered the Chamber with the
Police and Fire Honor Guard, Mayor Jeannette A. McCarthy, Minority Whip of the United States
House of Representatives, U.S. Representative for 5th Congressional District Katheine Clark and
the Honorable Ellen M. Caulo.
Troop 250 Waltham Boy Scouts lead the Pledge of Allegiance.
Charlotte McCrary and Anabel Rutledge sang the National Anthem
Assistant City Clerk Kara Wilson read the names of the people elected at the Municipal Election
on November 4, 2025:

The Honorable Ellen M. Caulo, Justice of the Massachusetts Superior Court administered the
oath of office to the City Councillors and School Committee members.

The Waltham High School Show Choir performed a medley of songs
Minority Whip of the United States House of Representatives, U.S. Representative for 5th
Congressional District Katheine Clark offered remarks.
Councillor John J. McLaughlin offered remarks on behalf of the City Council.
School Committee Member Debra Coleman offered remarks on behalf of the School Committee.
Clerk Vizard thanked everyone.
The City Council reconvened in the Waltham Room. Clerk Vizard called the meeting of the City
Council at to order 1:40 p.m.
Acting Clerk of the Council Kara Wilson called the roll of the Council
Present: Councillors Bradley-MacArthur, Brasco, Dunn, Durkee, Hanley, Harris, Katz, King,
LaCava, LaFauci, LeBlanc, Logan, McLaughlin, Tzioumis and Vidal.
Absent: None.
Acting Clerk of the Council Wilson recited the Council Prayer. Clerk Vizard followed by leading
all present in the Pledge of Allegiance. Councillor Durkee asked for a moment of silence for all
military that have served past and present.
Clerk Vizard opened nominations for City Council President. Councillor Harris rose to nominate
Robert G. Logan. Councillor LaCava rose to nominate John J. McLaughlin. Councillor Harris
made a motion to close nominations. The motion was approved by a voice vote. The City
Councils vote was required for the confirmation. Acting Clerk of the Council Wilson called the
roll.

With 8 votes Robert G. Logan was voted as the President of the City Council for 2026.
Councillor Logan spoke to the Council. He thanked Councillor Harris for nominating him for
President. He thanked the Council.
Councillor Hanley made a motion that was approved by a voice vote to adopt the 2025 Council
Rules as the 2026 Council Rules.
In accordance with Rule 15, President Logan spoke and appointed Randall J. LeBlanc as the City
Council Vice President for the year 2026. The City Councils vote was required for the
confirmation. City Clerk Vizard called the Roll.

With 11 votes Randall J. LeBlanc was voted as the Vice President of the City Council for 2026.
Councillor Brasco made a motion to adjourn. The motion was not recognized.
President Logan spoke about seating arrangements in the council and if anyone has a preference
to reach out to him before the January 12, 2026 meeting.
Councillor LeBlanc spoke and thanked the President Logan for the nomination. Councillor
LeBlanc thanked the Council.
Councillor McLaughlin asked for a moment of silence on the passing of William Durkee. Former
Waltham City Councillor and father of Councillor Sean Durkee.
With no further matters Councillor King moved to adjourn. The motion was approved by a voice
vote. President Logan declared the meeting adjourned at 2:03 p.m.
