Meeting Minutes
June 16, 2025
The Chair called the meeting to order at 7:00 p.m.
Present: Councillors Dunn, Hanley, Katz, Logan, and Vidal
Absent: None.
Councillor Katz moved to approve the minutes from 5/19/2025. The motion was approved by a
voice vote.
First agenda item: Secondhand dealers license at 139 Moody St for L&V Collections (Out of
Order)
Councillor Logan moved to take the secondhand dealers license for L&V Collections located at
139 Moody St out of order. The motion was approved by a voice vote.
He spoke on the email sent today from the Building Inspector related to doing work to their
location without a building permit. The petitioner will contact the Building Dept. and get their
issue taken care of hopefully before next Monday night’s meeting. Councillor Logan moved table
the license. The motion was approved by a voice vote.
Second agenda item: Grant of location for Nationalgrid at Bolton to Newton to Clinton Streets
Mary Mulroney, representing Nationalgrid was present and spoke on the petition. They are aware
of the parking issue and won’t leave equipment overnight. The neighbors will be notified and a
tarp will be put on cutter St for dust. There is an encroachment here from DPU. They noted they
learned their lesson from Hall Street.
Councillor Logan suggested doing Cutter St first and begin Bolton after Labor Day. Councillor
Logan had these conditions for approval. 1. No vehicles or equipment stored overnight on site. 2.
CPW Director has final say with paving and 3. A tarp be put up on Cutter St fence for dust.
Chairman Vidal spoke from the chair. He reiterated the Boys and Girls Club use Clinton St daily
to drop off food/lunches to kids in that area. Councillor Dunn asked how long it would take to
complete project and will people have access their driveways. Ms. Mulroney stated it will take
about 2 weeks and yes they will always have access to their property. Councillor Katz asked
about the staging area again. Councillor Logan moved approval with the conditions listed above
and to delay the start until after Labor Day. The motion was approved by a voice vote.
Third agenda item: Grant of location for Nationalgrid at Cutter & Newton Streets to Cedar Street
Councillor Logan moved approval with conditions (as stated above for Bolton St GOL) no
vehicles parked overnight, paving, tarp on Cutter St fence for dust. On his motion he also wanted
to include a start and end time of 9am – 5pm. The motion was approved by a voice vote.
Councillor Katz moved to take the South St grant of location from the table. The motion was
approved by a voice vote. Ms. Mulroney, a representative from Nationalgrid stated that it will be
done in phases and they will bring it back in with a more descriptive plan. Councillor Katz moved
to withdraw without prejudice the petition on file. The motion was approved by a voice vote.
Councillor Hanley moved to adjourn at 7:26 pm. The motion was approved by a voice vote.
