Warrensburg Parks and Recreation Board Meeting Minutes February 10, 2021 Call to Order Erica Collins called to order the special meeting of the Warrensburg Parks and Recreation Board at 7:00PM on February 10, 2021 at the Parks and Recreation Department, 445 E. Gay Street. 1) Roll Call Alex Threlkeld conducted a roll call. The following members were present via Zoom: Erica Collins, Cindy Holmberg, Barb Rhodes, Hank Hamann, Ashley Carter, Dan Baldridge, and Tarl Bentley. The following members were absent: none Others in attendance were: Danielle Fesler, Director of Warrensburg Parks & Recreation (WPR) Jeff Imboden, WPR, Business & Information Specialist Alex Threlkeld, WPR, Recreation Superintendent Chad Unterreiner, Marshall Parks and Recreation, Director Scott Fann, Marshall Parks and Recreation, Park Board President 2) Approval of Agenda Barb Rhodes moved to approve the Agenda with no amendments. Dan Baldridge seconded. Agenda approved 7-0. 3) New Business a) Marshall Parks and Recreation (MPR)– Erica Collins welcomed Marshall Parks and Recreation to the meeting. Chad Unterreiner introduced himself as the Director of Marshall Parks and Recreation for two years. Scott Fann introduced himself as the Park Board President. He has been president for one year but has been a member of the Board for 14 years. Erica stated Marshall has an administrative board like Warrensburg Parks and Recreation. Erica asked Scott to explain how their Board is structured and how the Board interacts with City Council. Scott explained he lets Chad do all day-to-day and he steps in when needed. The Board has all different backgrounds, different positions in the community. The relationship MPR has with the City Council use to be hands off 1 but recently a little more hands on. The Utility Board voted to waive utility bills for Parks and Recreation, which was the City Council’s decision. The Council makes suggestions but do not push too hard and let MPR do its thing. MPR is financially sound; all bond issues and debt are paid off. MPR makes sure to spend all money at the end of the fiscal year to complete projects in the community. Chad explained the Mayor appoints the Parks and Recreation Board members and the City Council confirms it. Chad attends all the City Council meetings. In communication with Scott, they speak a couple times a month along with board meetings. He stays in contact with Scott and the Vice President and they relay information onto the Board. The Council is not usually involved with decisions until summer 2020 during COVID closures. The Council wanted the pool to open but the Board voted to close it until the Governor opened Missouri again. Erica asked if MPR uses the City’s legal counsel. Chad explained MPR pays the city $18,000-20,000 per year to handle financials (billing), legal, I.T, and risk management service (insurance). MPR does use the city’s legal counsel but it is paid for through that annual fee to the city each year. Erica opened the discussion to questions for MPR. Dan Baldridge asked if the city does WPR’s I.T. services. Chad confirmed it is all through the city, but they have their own unit through the city. Dan asked about the MPR website, Chad explained MPR pays for that service for $250 per year. Dan asked if their HR is through the city, Chad confirmed the City Clerk acts as HR and they work together. Dan asked about summer part-time hiring, Chad explained they employ 35-40 part-time high schoolers in the summer. Chad explained he oversees eight full-time staff. Erica asked what kind of HR tasks the City does for MPR. Chad explained HR approves job descriptions, handles personnel issues, and harassment-based issues. Erica asked if they do the background checks, Chad confirmed. Dan asked if payroll goes through the City, Chad confirmed and it is covered in the annual fee. Dan asked what MPR’s budget is, Chad explained $1.3 million-$1.4 million and revenue is about $1.6 million. Expenses for fiscal year 2020 was $1.2 million and revenue was $1.7 million. Two years ago, MPR became debt free and the extra money is used for capital improvement projects. Dan asked about the bid process. Chad explained anything under $1,000 the director can approve. Anything from $1,000-$2,500 must have a written or oral bid. Anything over $2,500 is a sealed bid. 2  Scott explained the past Park Board President was the president for 25 years, but in the past, there was some turnover on the Board. He saw this as an opportunity to reach out to younger people, more females, and other ethnic backgrounds to join the Board and it has worked great. Erica asked how MPR orients new Board members, Scott stated there is no formal process and it is left up to them. Barb asked if there is a committee structure, Scott explained there is a committee structure. He stated most issues can be settled at the subcommittee level before it gets brought to the Board, but they do not meet often. Barb asked how many members are on the Board, Chad stated there are nine members and four subcommittees; pool committee, golf committee, budget committee, and parks and facilities committee. The Board thanks Marshall Parks and Recreation. 4) Adjournment The meeting adjourned at 7:54PM. Alex Threlkeld conducted a roll call.
