Board Meeting Minutes
October 27, 2021
Call to Order
Erica Collins called to order the regular meeting of the Warrensburg Parks and
Recreation Board at 7:01 PM on October 27, 2021 at the Parks and Recreation
Department, 445 E. Gay Street.
1) Roll Call
Alex Threlkeld conducted a roll call. The following members were present: Erica Collins,
Dan Baldridge, Jessica Caldwell, Cooleen Hall, Shawnacy Johnson
The following members were absent: Ashley Carter, Jason Duffey

2) Approval of Agenda
Dan Baldridge moved to approve the amended Agenda. Jessica Caldwell seconded.
Agenda approved 5-0.
3) Approval of Minutes
a) Shawnacy Johnson moved to approve the September 29, 2021 Regular Meeting
Minutes with no changes. Dan Baldridge seconded. Minutes approved 5-0.
4) Announcements – no announcements
5) Committee Reports
a) Finance Committee Report – Dan Baldridge reported the committee discussed
the budget year to date, playground safety surfacing, reviewed sales and use tax,
creating donation policy, and progress on expenditures.
b) Master Plan Committee Report – Did not meet.
c) Building & Grounds Committee Report – Did not meet.
d) Recreation Committee Report – Cooleen Hall reported the committee discussed
fitness programs, sports programs, and after school program.
e) Administration Committee Report – Dan Baldridge reported the committee
discussed the after school program and grant from United Way for up to 30
participants, conversations about memorial at Blind Boone Park, employee
benefits, scheduling joint meeting with Park Board and Council. Erica Collins also
added the Board should be receiving information on the Director’s review.
6) New Business
a) Bruce Reed Memorial Presentation – Terry Neal presented from the Bruce Reed
Memorial Fund to discuss a potential memorial at Blind Boone Park. Bruce Reed
was a Warrensburg local who was a professional athlete that passed away this
year. The Reed family has a close connection to Blind Boone Park. The memorial
fundraising timeline should be completed within two years by donations.
Members of the Bruce Reed Memorial Fund will do all work to maintain the
memorial and park crew would just have to mow around it.
The Board discussed the memorial and look forward to seeing future progress of
the memorial.
b) Concessions 2021 Recap – Tracy Trotto presented on the 2021 concession stand
at Nassif Aquatic Center. Tracy provided an overview of the menu including
prices and items that were new in 2021. Changes she made were an updated
staff manual, staff checklist including pizza receipt tracking and inventory, she
trained each staff member 30 minutes before their first shift and worked with a
returning staff member as part of the training. Open hours were limited. Net
Revenue was $14,772.84.
c) Summer Day Camp 2021 Recap – Allivia Zoern presented on the 2021 Summer
Day Camp season. The average number of campers each week was 70-100, camp
was 13 weeks long, with 16 counselors, three head unit leaders – one for each
age group; Trailblazers K-2nd grade, Explorers 3rd-4th grade, and Extreme 5th-7th
grade. Field trips or special days were every Friday, those included; ice cream
party at sonic, carnival, bowling at UCM, 4-H Fun Day, Kauffman Stadium tour,
Sky Zone, Knob Noster State Park, City’s water treatment plant tour, water day,
and home town heroes.
Expenses included staff costs, camp shirts, meals, field trips, marketing, and
misc. supplies all totaled $64,934.08. Revenue totaled $111,910.00. Net
Revenue was $46,975.92

8) Director’s Report
a) After School Program – WPR received the United Way grant for $6,400 + $4,000
for scholarships.
b) American rescue plan funds – City is receiving $4 million. Would like to use that
for the ADA restroom at the inclusive program. The restroom would be a drop in
place building. City Council has not decided on how those funds will be split up.
c) Staff Reports
Jeff Imboden reported staff met with the Senior Center employees. They opened
up quickly so everyone decided to meet to make sure all are on the same page
and how WPR can help in their transition.
Chris Armstrong reported he has been contacting contractors. The new wall in
Meeting Room 1 and 2 will be replaced this week.
Ben Dansby introduced himself to the Board. The Board welcomed Ben.
Carrie Battles reported thing are going well at the front desk. She is holding an all
staff meeting with the front desk staff. She and Jeff have been meeting with the
recreation staff weekly and it has been a great help with relaying information.
She organized a booth at Burg Fest.
Alex Threlkeld reported she is doing research on a new part-time employee
policy. Has been working with the recreation supervisors on scheduling events
and programs from now until September for the upcoming activity guide. She
created a donation request application and will be at the next meeting. Working
on the pay scale due to minimum wage increase. Recreation staff working on
plans for maintenance days December 6-10.
Tracy Trotto reported 58 people attended the Fall-A-Day event, Kids Night In was
held October 22nd, 60 children were registered for Little Kickers and that ended
this week, currently 40 children are registered in the new session of Swim
Lessons. Currently working on the after school program, Thanksgiving Break
Camp, Holiday Break Camp, and Spring Break.
Brooke Brown reported she is planning for maintenance day projects on the
fitness floor. New canvas photos have been installed around the track and two
new TVs on both ends have been installed. Created InBody Policy. Hosting a
NETA Group Exercise Certification that she will be taking in addition to her
Personal Training Certification. Currently hired a group fitness instructor and a
fitness attendant.
Josh Roglon reported fall sports are coming to an end and currently in playoffs.
Youth basketball registration is open until November 8th. Winter adult sports
registration will be opening soon; adult volleyball and adult basketball. Currently
hiring for winter sports officials.

The Board discussed a recent issue with the family locker room.

Shawnacy Johnson moved to adjourn. Jessica Caldwell seconded. The meeting
adjourned at 8:31 PM.
