BOARD MINUTES
April 27, 2017
The Warrensburg Tree Board met in regular session on April 27, 2017 at the Warrensburg Community
Center, 445 E. Gay St. The meeting was called to order by Larry Olpin at 4:05 pm.
Members in attendance: Larry Olpin, Leslie Bayless and Trish Smith.
Others in attendance: Barbara Carroll, Jason McCarty, Chuck Conner, Sue Sterling and Leta Berno
Agenda: Trish Smith moved to approve the agenda. Leslie Bayless seconded. Approved 3-0.
Minutes: Trish Smith moved to approve the March 23, 2017, minutes with one correction (meeting is
listed as February rather than March on the first line). Leslie Bayless seconded. Approved 3-0.
Discussion Items
o TRIM Grant Update – 2016
Barbara Carroll advised that everything is progressing on schedule.
o TRIM Grant Update - 2017
Jason McCarty has a list of 20 trees (10 street and 10 park) and is in the process of getting an
estimate from Campbell’s Tree Service. He hopes to have the application ready for the council
meeting on May 15. Chuck Conner reminded us of new requirements involving removal dates;
trees over 9 inches in diameter must be removed between November 1st and March 31st.
o City-wide public tree monitoring project
General discussion
o KCP&L
Trish Smith reported that there were lots of phone calls back and forth but never really got
anywhere with it.
o MCFC Conference
No report.
o Extra Tree
Larry Olpin reported that he got the news about the BioBlitz being cancelled after he had
already purchased two Prairie Fire Crabapple trees, one for Arbor Day/Earth Day and one for the
BioBlitz. He has spoken to Jay Raviell and we may leave the tree at the UCM greenhouse until
we make a decision. General discussion
o Budget Request
Everyone has a copy of 2017 Budget Request for review. Barbara Carroll advised we will need
finalize the budget for presentation at the June 26th City Council meeting. Larry advised that he
will be out of town in June.
o New Board Member
General discussion about openings coming up on the Tree Board and possible members, maybe
we could do an announcement at our Tree Health Seminar. Larry Olpin advised that Christian
Cutler has expressed an interest.
o Education/Outreach Efforts
Trail around Racehorse Lake at Pertle Springs map
Chuck Conner advised that he can do the field work and Barbara Carroll reports that the City can
complete the map.
Tree Health Tour
Chuck Conner reports that he received an email from Jay Raviell with possible dates for this
event. It is tentatively scheduled for Tuesday, June 27. We need to have that confirmed by the
May meeting so that we can get some publicity going.
Earth and/or Arbor Day Celebrations
Trish Smith and Larry Olpin reported that there was a good crowd for the Arbor Day
Proclamation and the raffle for the Prairie Fire Crabapple. They also gave away Shumard Oak
seedlings but have quite a few left over. Trish Smith and Barbara Carroll will take them to the
Farmer’s Market on Saturday, weather permitting.
o Other
Tree City USA
Leslie Bayless asked if anyone had heard about the Tree City USA application from last
December. Barbara Carroll advised that she received the approval left the new flag etc in the
Parks and Recreation office.
Next Meeting Date: Next meeting date is set for May 25, 2017.
Adjourn: Leslie Bayless moved to close the meeting, Trish Smith seconded. Approved 3-0. The
meeting was adjourned at 4:59 pm.
