A meeting of the Warrensburg Convention and Visitors Bureau was held via Zoom on Thursday,
November 12, 2020 at 10:01 a.m. with President Tom Koenigsfeld presiding. Roll was called as follows:
Present: Kelly Brooks, Tom Koenigsfeld, Ginny McTighe, Scott Thomason, Diane Whitworth, and
Mason Wirsig; exofficio member Harold Stewart; and Scott Holmberg, City of Warrensburg Councilman
Absent: Dana Phelps and exofficio members Danielle Fesler and Bryan Jacobs
The adoption of the agenda was considered. McTighe made a motion to adopt the agenda as
presented. The motion was seconded by Brooks. Motion passed.
Minutes of the October 8, 2020 WCVB Board meeting were tabled due to lack of eligible voting quorum.
Minutes will be presented for approval at the December WCVB Board meeting.
Financial report was provided by the WCVB director. As of November 9, 2020, 24% of budgeted
expenses have been incurred. The director noted October personnel expenses have not been posted
as of the date of the meeting. Total lodging tax collected for FY 2019- 2020 was $262,354. The first and
second quarter reimbursements for the Show Me Strong grant have been received and deposited for a
total of $50,650. The third and final reimbursement of $53,750 will tentatively arrive early December, if
not sooner.
The 2020-2021 contract for services between the City of Warrensburg and the WCVB was presented
for approval. The City of Warrensburg Council and administration did not recommend any revisions to
the contract signed in 2019. WCVB director recommended the contract be approved as presented.
Wirsig made a motion that the board authorize the WCVB board president and secretary to sign the
contract on behalf of the WCVB. The motion was seconded by Brooks. Motion passed.
The annual insurance policy prepared by Mike Keith Insurance was presented. The policy is effective
Nov. 17, 2020-Nov. 17, 2021. The policy includes general liability, public officials/directors and officer’s
liability, property, and automobile coverage for a total premium of $1,898.00. The policy is the exact
same as the policy issued for the WCVB for the last five years as per Mike Keith. The policy includes
Terrorism Risk Insurance Act Coverage for a cost of $2.00. Total cost is $1,900.00. It was noted this is
a six percent increase from the premium in 2019. This was a result of a carrier mandated increase and
no exposure on behalf of the WCVB. Whitworth made a motion to approve the insurance renewal with
Mike Keith Insurance including the Terrorism Risk Insurance Act Coverage. The motion was seconded
by Koenigsfeld. Motion passed.
An advertising agreement with Missouri Life magazine was presented. The publication is offering a
special advertising package for months January-April 2021. Staff recommends the board approve the
insertion order including two full-page ads, digital display ads and two sponsored content stories for a
total of $5,000.00. The package is being offered at a savings of $4,022.00. McTighe made a motion to
approve the WCVB to sign the Missouri Life insertion order for advertising not to exceed $5,000.00.
The motion was seconded by Brooks. Motion passed.
A recap was given on the 2021 WCVB Grant Program. The committee communicated via email.
Currently, they are not recommending revisions for the upcoming year. The results from a recent
participant survey were presented to the board.
The director provided her director’s report. Items highlighted were an update on the face mask donation
program, UCM 150 celebration, website, Show Me Strong grant and upcoming meeting dates. The
Visitor Center will be closed November 23-27, 2020.
There were no appearances by the public.
Board members provided updates regarding upcoming events/happenings from various organizations.
