McDuffie, Chairperson of the Committee on Business and Economic Development, will hold a public hearing to consider the following measures: 1. Proposed Resolution 24-0616, the “Howard University Dormitory Revenue Refunding Bonds Project Approval Resolution of 2022” 2. Bill 24-0616, the “Earned Income Tax Credit Expansion Clarification Amendment Act of 2022” 3. Bill 24-0237, the “Clean Hands Certification Equity Amendment Act of 2021” Proposed Resolution 24-0616 would authorize the issuance, sale, and delivery of up to $110 million in tax-exempt revenue bonds, notes, or other obligations to assist Provident Group – Howard Properties LLC with the financing and refinancing costs associated with renovation of Howard University dormitory properties. Bill 24-0616 would exclude from the definition of earned income monthly payments of the earned income tax credit and exclude earned income tax credit payments from the determination of income for the purposes of qualifying for public assistance. 1  Bill 24-0237 would amend Title 47 of the District of Columbia Official Code to reduce barriers to obtaining District issued licenses. Under current law, an applicant for almost any license issued by the District must first certify that they do not owe the District more than $100 in certain types of debt. The scope of the law is broad, both in terms of the types of licenses and the categories of debt to which it applies. As introduced, the Bill would amend the definition for the types of licenses and permits that require certification of Clean Hands, so that individuals can obtain a driver’s license or permit without that certification. The bill would also increase the minimum threshold for allowable debt, so that applicants owing $5,000 or less in certain debts will still be able to obtain Clean Hands certification. Finally, the Bill would limit the categories of debt that may prevent an applicant from certifying Clean Hands. The Committee invites the public to testify remotely or to submit written testimony. Public witnesses must register by 5:00 p.m. on Friday, April 15, 2022. All public witnesses will be allowed a maximum of three minutes to testify. The length of time provided for oral testimony may be reduced or extended at the discretion of the Committee Chairperson. The Committee also encourages the public to submit written testimony to be included for the public record.
