ELIZABETHS TAX REBATE AMENDMENT ACT OF 2022” B24-0935, THE “UDC LEASED PROPERTY TAX ABATEMENT AMENDMENT ACT OF 2022” B24-0940, THE “PERFORMING ARTS PROMOTION TAX REBATE CLARIFICATION AMENDMENT ACT OF 2022” Wednesday, October 5, 2022, at 1:00 p.m. Remote Hearing via Virtual Platform Streamed live at https://www.kenyanmcduffieward5.com/live On Wednesday, October 5, 2022, Councilmember Kenyan R. McDuffie, Chairperson of the Committee on Business and Economic Development, will hold a public hearing to consider the following measures: • Bill 24-0851, the “State Small Business Credit Initiative Venture Capital Program Grant-Making Establishment Act of 2022” • Bill 24-0894, the “Whitman-Walker Entities at St. Elizabeths Tax Rebate Amendment Act of 2022” • Bill 24-0935, the “UDC Leased Property Tax Abatement Amendment Act of 2022” • Bill 24-0940, the “Performing Arts Promotion Tax Rebate Clarification Amendment Act of 2022” Bill 24-0851 would authorize the establishment of the Small Business Credit Initiative Investment Venture Capital Program to provide long-term investments in the local business community. The State Small Business Credit Initiative (SSBCI) is a federally authorized program to support small business access-to-capital programs. SSBCI was reauthorized as part of the American Rescue Plan Act and $62 million was allocated to the District of Columbia for deployment of the program by 2030. 1 Bill 24-0894 would provide a real property tax abatement, for up to 25 years, to property leased by Whitman-Walker Health and Whitman-Walker Health System to aid the providers’ expansion at the new St. Elizabeths campus. Bill 24-0935 would provide a real property tax abatement to property leased by the University of the District of Columbia, located at 4225 Connecticut Avenue, NW, so long as the property is leased and used by the University for educational purposes. Bill 24-0940 would strengthen the District’s current tax rebate program for eligible small performing arts venues that host at least 48 hours of performing artists at the venue per month. The measure would also identify the Office of Cable Television, Film, Music, and Entertainment as the entity to manage the application process and the Office of Tax and Revenue as the entity to calculate and issue the tax rebate. The Committee invites the public to testify remotely or to submit written testimony. Witnesses are encouraged to submit their written testimony in writing in advance of the roundtable to BusinessEconomicDevelopment@dccouncil.gov. The record for this hearing will close at 12PM Monday, October 17, 2022. Public witnesses will participate remotely and will receive a confirmation email after registering online as outlined above. All public witnesses will be allowed a maximum of three minutes to testify. At the discretion of the Chair, the length of time provided for oral testimony may be reduced or extended.
