MCDUFFIE, CHAIRPERSON COMMITTEE ON BUSINESS AND ECONOMIC DEVELOPMENT ANNOUNCES A PUBLIC HEARING ON B25-0609, THE “PROTECTING AFFORDABLE LOANS AMENDMENT ACT OF 2023” B25-0573, THE “BRUCE MONROE DISPOSITION EXTENSION APPROVAL ACT OF 2023” Wednesday, March 13, 2024, 12:00 noon Room 500 and via Zoom Video Conference Broadcast Streamed live at https://www.youtube.com/channel/UCbFwXXcbCuQk3- zlwqe97mA/streams and www.dccouncil.gov/hearings On Wednesday, March 13, 2024, Councilmember Kenyan R. McDuffie, Chairperson of the Committee on Business and Economic Development, will hold a public hearing to consider the following measures: • Bill 25-0609, the “Protecting Affordable Loans Amendment Act of 2023” • Bill 25-0573, the “Bruce Monroe Disposition Extension Approval Act of 2023” Bill 25-0609, the “Protecting Affordable Loans Amendment Act of 2023” would enable the District to exercise its right to opt-out of the federal requirement that the District apply the interest rates of state-chartered federally insured banks. Bill 25-0573, the “Bruce Monroe Disposition Extension Approval Act of 2023” would approve the extension of time for the disposition of real property located at 3012 Georgia Avenue, NW, known for tax and assessment purposes as Lot 0849 in Square 2890. The disposition is part of the redevelopment of the Park Morton project, which contemplates creating 273 residential units, including over 200 affordable units, as well as market rate units and commercial or community amenity space. The Committee invites the public to testify, in-person or virtually, and to submit written testimony. Those who wish to testify must register using the Council’s Hearing Management System (HMS) at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Monday, March 11, 2024. All public witnesses will be allowed a maximum of three minutes to testify. At the discretion of the Chair, the length of time provided for oral testimony may be reduced or extended. Public witnesses who wish to participate virtually via the Zoom Video Conference platform will receive instructions on how to participate prior to the hearing. Written testimony should be 1 submitted through the HMS at https://lims.dccouncil.gov/hearings in advance of the hearing. Written testimony will be publicly accessible upon Committee review and be made a part of the official record. The record will close at 5:00 p.m. on Wednesday, March 20, 2024. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee by email of the need as soon as possible but no later than five business days before the proceeding.
