MCDUFFIE, CHAIRPERSON COMMITTEE ON BUSINESS AND ECONOMIC DEVELOPMENT ANNOUNCES A PUBLIC HEARING ON B25-0753, THE “SPORTS WAGERING AMENDMENT ACT OF 2024” B25-0783, THE “BUSINESS IMPROVEMENT DISTRICT RESILIENCY ACT OF 2024” Monday, May 6, 2024, at 10:00 a.m. Room 500 and via Zoom Video Conference Broadcast Streamed live at https://www.youtube.com/channel/UCbFwXXcbCuQk3- zlwqe97mA/streams and www.dccouncil.gov/hearings On Monday, May 6, 2024, Councilmember Kenyan R. McDuffie, Chairperson of the Committee on Business and Economic Development, will hold a public hearing to consider the following measures: • Bill 25-0753, the “Sports Wagering Amendment Act of 2024” • Bill 25-0783, the “Business Improvement District Resiliency Act of 2024” Bill 25-0753 the “Sports Wagering Amendment Act of 2024” would reform the District’s sports wagering program to allow Class A licensees to operate a mobile platform districtwide, establish a new Class C mobile-only license, and direct dedicated funding from sports wagering tax revenues to youth extracurricular activities and to programs addressing problem gambling. Bill 25-0783 the “Business Improvement District Resiliency Act of 2024” would authorize the Business Improvement District Council, on behalf of business improvement district corporations, to enter a master license agreement with a third-party provider for the deployment of interactive wayfinding kiosks in commercial areas served by business improvement district corporations and require that a community member or resident is a voting member of the of each board of the business improvement districts. The Committee invites the public to testify, in-person or virtually, and to submit written testimony. Those who wish to testify must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Thursday, May 2, 2024. All public witnesses will be allowed a maximum of three minutes to testify. At the discretion of the Chair, the length of time provided for oral testimony may be reduced or extended. Public witnesses who request to participate virtually via the Zoom Video Conference platform will receive instructions by email on how to participate prior to the hearing. Written testimony should 1 be submitted through the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings in advance of the hearing. Written testimony will be publicly accessible upon Committee review and be made a part of the official record. The record will close at 5:00 p.m. on Tuesday, May 7, 2024. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee by email of the need as soon as possible but no later than five business days before the proceeding.
