McDuffie, Chairperson of the Committee on Business and Economic Development, will hold a public hearing to consider the following measures: • Bill 25-0619, the “Clean Hands Certification Economic Expansion and Revitalization Amendment Act of 2023” • Bill 25-0658, the “Housing in Downtown Tax Abatement Technical Amendment Act of 2024” • Proposed Resolution 25-0804, the “American Association of Colleges and Universities, Revenue Bonds Project Approval Resolution of 2024” • Proposed Resolution 25-0805, the “Jubilee Housing, Inc. - The Maycroft, Revenue Bonds Project Approval Resolution of 2024” 1 • Proposed Resolution 25-0850, the “Washington Latin Public Charter School Revenue Bonds Project Approval Resolution of 2024” • Bill 25-0488, the “Mount Vernon/Eastern Market/Barracks Row Great Streets Neighborhood Retail Priority Amendment Act of 2023” Bill 25-0619, the “Clean Hands Certification Economic Expansion and Revitalization Amendment Act of 2023” would raise the debt threshold applicable under the Clean Hands Act and exempt the issuance of occupational and business licenses from the Clean Hands Certification requirement. Bill 25-0658, the “Housing in Downtown Tax Abatement Technical Amendment Act of 2024” would require the tax abatements for Housing in Downtown Tax Abatement program to be awarded competitively, ensure proper recording of the Tenant Opportunity to Purchase Act exemptions, extend the timeframe for receiving a certificate of occupancy, and make other technical changes to the program. Proposed Resolution 25-0804, the “American Association of Colleges and Universities, Revenue Bonds Project Approval Resolution of 2024” would authorize the issuance, sale, and delivery in an aggregate principal amount not to exceed $12,000,000.00. These bonds will be used for the financing, refinancing, or reimbursing of costs incurred by the American Association of Colleges and Universities for the projects located at 1816 and 1818 R Street NW, in Ward 2. Proposed Resolution 25-0805, the “Jubilee Housing, Inc. - The Maycroft, Revenue Bonds Project Approval Resolution of 2024” would authorize the issuance, sale, and delivery in an aggregate principal amount not to exceed $3,250,000. These bonds will be used for the financing, refinancing, or reimbursing of costs incurred by Jubilee Housing, Inc. for its project located at 1474 Columbia Road, NW, in Ward 1. Proposed Resolution 25-0850, the “Washington Latin Public Charter School Revenue Bonds Project Approval Resolution of 2024” would authorize the issuance, sale, and delivery in an aggregate principal amount not to exceed $55,000,000. These bonds will be used for the financing, refinancing, or reimbursing of costs incurred by Washington Latin School for its project located at 4301 Harewood Road NE. Bill 25-0488, the “Mount Vernon/Eastern Market/Barracks Row Great Streets Neighborhood Retail Priority Amendment Act of 2023” would designate certain neighborhoods as Retail Priority Areas, including those within the Mount Vernon Triangle, Eastern Market, and Barracks row areas. The Committee invites the public to testify, in-person or virtually, and to submit written testimony. Those who wish to testify must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Monday, June 17, 2024. All public witnesses will be allowed a maximum of three minutes to testify. At the discretion of the Chair, the length of time provided for oral testimony may be reduced or extended. Public witnesses who request to participate virtually via the Zoom Video Conference platform will receive instructions by email on how to participate prior to the hearing. Written testimony should be submitted through the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings in advance of the hearing. Written testimony will be publicly 2 accessible upon Committee review and be made a part of the official record. The record will close at 5:00 p.m. on Thursday, June 27, 2024. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee by email of the need as soon as possible but no later than five business days before the proceeding. The Committee will make every effort to fulfill timely requests, although alternatives may be offered. Please email BusinessEconomicDevelopment@dccouncil.gov for additional information. This hearing notice was revised to change the time of the hearing to 1:00 p.m. and to add Proposed Resolution 25-0850. 3
