McDuffie, Chairperson of the Committee on Business and Economic Development, will hold a public hearing to consider the following measures: • Bill 25-0851, the “On-Premises and On-Site Extended Hours Program Amendment Act of 2024” • Bill 25-0915, the “1333 M Street, SE Tax Abatement Amendment Act of 2024” • Bill 25-0906, the “Avanti Real Estate, Inc. Real Property Tax Exemption Amendment Act of 2024” • Proposed Resolution 25-1045, “The Catholic University of America Revenue Bonds Project Approval Resolution of 2024” • Proposed Resolution 25-1046, “The Sojourner Truth Public Charter School Revenue Bonds Project Approval Resolution of 2024” 1 Bill 25-0851, the “On-Premises and On-Site Extended Hours Program Amendment Act of 2024” would allow the ABC Board to extend the hours of operations, sales, services, and consumption of alcoholic beverages for sporting events or any events that the Board deems appropriate for licensees registered with the Board to participate in the extension of hours program. Bill 25-0915, the “1333 M Street, SE Tax Abatement Amendment Act of 2024” would provide a tax abatement for the real property located at 1333 M Street, SE, beginning in Fiscal Year 2029, equal to the amount of the real property taxes assessed and imposed in excess of any amount over $150,000 per year, subject to certain conditions that will bring value to the neighborhood. Bill 25-0906, the “Avanti Real Estate, Inc. Real Property Tax Exemption Amendment Act of 2024” would provide a 10-year tax abatement for real property located at 3421 14th Street, NW, beginning in Fiscal Year 2025, subject to certain conditions. Proposed Resolution 25-1045, “The Catholic University of America Revenue Bonds Project Approval Resolution of 2024” would authorize the issuance, sale, and delivery in an aggregate principal amount not to exceed $165,000,000. These bonds will be used for the financing, refinancing, or reimbursing of costs incurred for the acquisition, improvement, expansion, equipping, furnishing, and development of the real estate comprising the current campus located in the Brookland area of Ward 5 and to refinance the 2015 bond issuance. Proposed Resolution 25-1046, “The Sojourner Truth Public Charter School Revenue Bonds Project Approval Resolution of 2024” would authorize the issuance, sale, and delivery in an aggregate principal amount not to exceed $40,000,000. These bonds will be used for the financing, refinancing, or reimbursing of costs incurred for the acquisition, improvement, expansion, equipping, furnishing, and development of the fee interest of the real estate comprising the current campus located at 1800 Perry Street NE and the added campus that will be located at 3420 16th Street NE. The Committee invites the public to testify, in-person or virtually, and to submit written testimony. Those who wish to testify must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Friday, November 8, 2024. All public witnesses will be allowed a maximum of three minutes to testify. At the discretion of the Chair, the length of time provided for oral testimony may be reduced or extended. Public witnesses who request to participate virtually via the Zoom Video Conference platform will receive instructions by email on how to participate prior to the hearing. Written testimony should be submitted through the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings in advance of the hearing. Written testimony will be publicly accessible upon Committee review and be made a part of the official record. The record will close at 5:00 p.m. on Friday, November 15, 2024. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee by email of the need as soon as possible but no later than five business days before the proceeding. The Committee will make every effort to fulfill timely requests, although alternatives may be offered.
